Internet Filtering in the United Arab Emirates in 2004-2005: A Country Study A country study by the OpenNet Initiative The United Arab Emirates (UAE) seeks to establish itself as an economic and technological leader in the Middle East, encourages Internet use for this reason, and yet blocks its citizens from accessing a substantial number of Web sites. The UAE government extensively blocks content that it considers objectionable for religious and cultural reasons, though not, apparently, material related to political dissent. The state's policy-makers have sought to resolve this tension by instituting an Internet filtering system based upon the SmartFilter commercial blocking service. Of the 8713 URLs that the OpenNet Initiative (ONI) tested in UAE, we found 1347 blocked (15.4%). Compared to most other countries in the world, UAE’s filtering is extensive. The news media, the sole Internet service provider (ISP), and Internet-based content providers in the UAE all face stringent legal controls on expression and access to information. The sole ISP, Etisalat, is owned by the state, which makes filtering a substantially easier proposition than if many private ISPs served the state’s citizens. These protective measures, carried out through filtering processes and other forms of enforcement, are geared toward protecting political, moral, and religious values of the UAE and have considerable popular support. According to one survey, more than half of UAE’s citizens agree that Internet censorship is an effective measure to protect family members from objectionable content.

United Arab Emirates Introduction
United Arab Emirates is a federation of seven independent Arab states in southwestern Asia. These states lie along the eastern coast of the Arabian Peninsula, at the south end of the Persian Gulf. From west to east, they are Abu Dhabi, Dubayy (also spelled Dubai), Ash Shariqah, Ajman, Umm al Qaywayn, Ras al Khaymah, and Al Fujayrah. The capital city of each state has the same name as the states. Up until 1971, the states were United Kingdom (UK) protectorates.

History The earliest significant settlements in the UAE date from the Bronze Age. In the 3rd century BC, a culture known as Umm an-Nar's arose near the site of modern Abu Dhabi and its influence extended well into the interior and along the coast of what is now Oman. The small trading states that emerged along the Persian Gulf coast were later overwhelmed by Persian empires - the Achaemenid Empire from the 6th to the 4th centuries BC, and the Sassanid Empire from the 3rd to the 7th centuries AD.

The United Arab Emirates, one of the world's wealthiest and most technologically modern countries, can also claim to being the most wired state in the Arab world. As of October 1988 it had 52,000 subscribers and 143,000 users, according to one estimate. Middle East Internet Directory for 1998, the largest number of corporate web sites. The U.A.E. has at the same time been the regional leader in advocating censorship of the Web through the use of high-tech means. An official with Etisalat (the Emirates Telecommunications Corporation), which is the country's state-controlled telecommunications monopoly and sole Internet provider, was quoted in 1997 as saying, "Singapore has succeeded to a great extent in its drive to control harm done by the Internet. Why cannot we?" Dial-up users in the U.A.E. do not access the Internet directly. They dial in to a proxy server maintained by Etisalat. The proxy will refuse access to web sites if the URL requested is on a list of banned sites, or if a content check of the site by the proxy server turns up objectionable material. Government officials, who acknowledged that this censorship regime was administered by the state telecommunications company, insisted that its sole purpose was to block pornographic sites. A senior official in the Ministry of Information and Culture, who was interviewed on condition his name not be used, told Human Rights Watch in a telephone interview on June 10, 1998:
