    AMECEA (then ITEBEA) was the brainchild of the Catholic Bishops of Tanganyika (today's Tanzania). In 1960 they proposed, through the then Apostolic Delegation (today's Nunciature) in Nairobi, that there be collaboration among Catholic Bishops in the region. That time the following countries were under the Nairobi Apostolic Delegation namely Kenya, Nyasaland (today's Malawi), Uganda, Sudan, Tanganyika and Northern Rhodesia (today's Zambia). When these other Bishops' Conferences agreed to the necessity of working together, the then Apostolic Delegate (today's Nuncio) Monsignor Guido Del Mestri consulted Rome. Rome gave its approval. Employment Understanding the History Appreciating the Culture Journal Entry #3 October 27, 2003 I have been learning a lot about Uganda in these past six weeks. I have been reading the local and national papers, socializing with my new Ugandan friends, exploring the country, eating the local food, participating in local practices such as going to the market for food, taking the local transportation, and attending a cultural performance. All of these activities have helped me to adapt to my new environment and to gain a deeper understanding of Uganda's values. This is one of the cultural events I attended, a group of orphans singing and dancing at the source of the Nile. I realized that in order to be effective and satisfied while working and living here, I also needed to also understand Uganda's history to appreciate the culture. Like many African countries, Uganda's history is marked with colonialism, civil war, political unrest, and the emergence of many infectious diseases such as HIV/AIDS. The British missionaries came to Uganda to convert the spiritual beliefs of the people - which were based on animism, a belief in the power of the natural world - to ones based on Christianity.

Regional Cooperation
The Lomé Convention, a trade and aid agreement between the EEC and sixty-six African, Caribbean, and Pacific nations, including forty-five African countries, guaranteed duty-free entry to the EEC for specific commodities from these countries. Uganda has benefited from this agreement and assistance from the European Development Fund, which disbursed aid to member countries. In 1981 Uganda joined the Kagera Basin Organization, which was established by Tanzania, Rwanda, and Burundi in 1977. The organization's major goal was to develop 60,000 square kilometers of the Kagera River Basin, which extended into all four countries. Areas of interest to the organization included transport, agriculture, power, mining, hydroelectricity, and external finance, but by the late 1980s its programs were slowed by funding constraints. Six East African countries established IGADD in 1986. IGADD members included Djibouti, Ethiopia, Kenya, Somalia, Sudan, and Uganda. The organization's aim was to coordinate and channel funding into key regional programs addressing the issues of drought, desertification, and agricultural development. IGADD received approximately US$70 million in aid in 1987 but by 1989 had not yet completed any of its development and environmental projects. Authoritative information on the Ugandan economy can be found in the Background to the Budget , which is published annually by Uganda's Ministry of Planning and Economic Development. From Co-operation to Community In the past, Kenya, Tanzania and Uganda have enjoyed a long history of co-operation under successive regional integration arrangements. These have included the Customs Union between Kenya and Uganda in 1917, which the then Tanganyika later joined in 1927; the East African High Commission (1948-1961); the East African Common Services Organisation (1961-1967); the East African Community (1967-1977) and the East African Co-operation (1993-2000). Following the dissolution of the former East African Community in 1977, the Member States negotiated a Mediation Agreement for the Division of Assets and Liabilities, which they signed in 1984. However, as one of the provisions of the Mediation Agreement, the three States agreed to explore areas of future co-operation and to make concrete arrangements for such co-operation.

CASE NUMBER: 209 CASE MNEMONIC: UGANDA CASE NAME: Uganda, Tourism and Environment I. INTRODUCTION 1. The Issue Since its establishment in 1990, the World Bank and United Nations-based Global Environmental Facility (GEF) has paid ever increasing attention to the development and conservation potentials of ecotourism. While previous projects did have some ecotourism components, the GEF set a precedent in early 1995 by funding a US$4 millon ecotourism project in Uganda, and by wrapping up negotiations for a similar project in Zimbabwe. The concept of "ecotourism" is new and rather ambiguous, however, and what are assumed will be net positive environmental and economic impacts have yet to be conclusively established. 2. Description Although estimates vary, the tourism industry is growing at an annual rate of four percent globally. Tourism is the world's fastest growing industry. The United Nations Environmental Program (UNEP) estimates that by the turn of the century, revenues will reach US$3.2 trillion. According to the World Tourism Organization (which estimates that the world tourism industry is already worth US$3.4 trillion in 1995), most of the increase in tourism revenues will be attributable to the rise of ecotourism. Ecotourism is the fastest growing sector of the world's fastest growing industry, tourism. For many of the world's poorest countries, tourism is seen as a means of obtaining foreign exchange and of developing infrastructure. A country promoting low-impact, ecological tourism may be able to better avoid the adverse environmental effects of traditional tourism and from the sale of natural resources. Furthermore, since the sustainability of the ecotourism industry is dependent upon the preservation of environmental quality and biodiversity, it is felt that it can bolster conservation efforts. Ecotourism is appealing to tourists, environmentalists, businesses, and governments alike.

History : For most of the period since independence in 1962, politically inspired violence has been endemic in Uganda. President Obote, who banned opposition parties in 1969, was overthrown by the notorious Idi Amin, who remained in power until he was deposed by a joint force of Tanzanian forces and Ugandan exiles in 1979. Obote subsequently returned to office but he too found himself fighting guerrilla groups ? the remnants of Amin's army and Yoweri Museveni's National Resistance Army (NRA).
The third major military force in the country was the Uganda National Liberation Army (UNLA), led by Tito Okello. In July 1985, Obote was overthrown once again, this time by a military council with Okello at its head. The Okello government lasted just six months, a period dominated by fighting against Museveni's NRA. The latter, enjoying more popular support than Okello's UNLA, took control of the capital in January 1986, and established a National Resistance Council to govern the country.

Introduction
In 1994 the regional delegation in Nairobi once again provided a range of services for major ICRC operations in the region. Many of the agricultural and water and sanitation programmes implemented in East Africa required backup from Nairobi. The regional delegation also provided logistic support, tracing services, telecommunications, administrative assistance and information and press services for the large-scale operation in Rwanda. For tracing services alone, the delegation in Nairobi hired about 60 employees to work around the clock processing the files for Rwanda. Details concerning some 60,000 people were entered on computer in Nairobi. Activities were also conducted in Tanzania and Uganda for victims of the conflict in Rwanda and of those in Sudan and Somalia (see the relevant chapters).
The regional water and sanitation coordinator worked mainly in connection with the crisis in Rwanda. Several evaluation missions were conducted early in the year from Burundi and Uganda to areas controlled by the two sides; these were followed up with logistic support. The ICRC dispatched chemicals (some 300 tonnes of aluminium sulphate and 50 tonnes of chlorination products) for water treatment from the delegation in Nairobi and from Kampala and Dar es Salaam. Emergency repair equipment was also supplied. In addition, the regional coordinator gave support to the ICRC's water and sanitation activities in Somalia and Sudan.

Many of Uganda's problems in recent years have had their origins in relations with its various neighbours. Relations with Kenya have been fairly good but in the case of Sudan, both governments have regularly accused the other of supporting regional insurrections. Sudan has long claimed that Uganda supports the Sudanese People's Liberation Army (SPLA). Meanwhile, Sudan has evidently given some backing to the bizarre and extremely violent Lord's Resistance Army (LRA), a quasi-religious outfit that has terrorised the border regions of northern Uganda by deliberately targeting civilians.

The 1966 Crisis
A deep political crisis arose in Uganda in the early part of 1966. The events surrounding this crisis culminated in the Uganda Army attacking the palace of the king of Buganda, the late Kabaka Fredrick Walugembe Muteesa II (affectionately known as King Freddie) on May 24th. The army was intent on capturing and killing King Freddie. After a day long battle in which the army deployed tanks and heavy artillery, it became evident that the Kabaka and his defenders with their small arms could not hold the palace against the attacking force. Fortunately, the Kabaka was able to elude capture and with the help of several loyal supporters was able to escape into exile. For the first time in Uganda's short history, the state had deliberately and systematically turned its guns on its own people. This attempt to destroy the Buganda kingdom and the culture of its people was truly momentous in the country's history. Meanwhile, some divisions had developed within the ranks of UPC. Some prominent party members accused Obote of having dictatorial tendencies, and of fostering tribal rivalries within UPC and the national army. Obote's position as head of the UPC had become tenuous and it was apparent that he would face a formidable challenge at the party's Delegates' Conference due to be held before the next national elections in 1967. Obote was anxious to forestall any opposition. Another problem bedevilling the country at the time was the widespread corruption at various levels of government, so much so that Obote himself was personally implicated. He was alleged to have been involved in the smuggling of gold, ivory and coffee from Zaire (then Congo Kinshasa) with the collaboration of Col. Amin. On February 4, 1966; Mr. Daudi Ochieng, a KY member of parliament, introduced a bill calling for a commission of inquiry into these activities and the suspension of Col. Amin until such inquiry was completed. Obote's response and retribution came on February 22, when he had five of his cabinet ministers (Ibingira, Magezi, Lumu, Kirya and Ngobi) arrested during a cabinet meeting and held without trial; suspended
