17 January 2005 Source: IRIN, UN Integrated Regional Information Networks - The comprehensive peace accord signed on Sunday between the Sudanese government and the southern-based Sudan People's Liberation Movement/Army (SPLM/A) should help resolve the 18-year war in northern Uganda, officials said. "The deal is surely a dawn of hope for us," Norman Ojwee, the chairman Kitgum District, told IRIN on Monday. "We need to celebrate because this is an opportunity toward peace in northern Uganda."

Keywords: Uganda / Political violence / Terrorism Query: What is the status of the Uganda Federal Democratic Alliance (UFEDA), particularly in regard to any terrorist activities in 1997-1998? The Uganda Federal Democratic Front (UFDF), the armed wing of the Uganda Federal Democratic Alliance (UFEDA, also identified as FEDA or UFDA), declared war against the Ugandan government in November 1996 ( Xinhua 5 Nov. 1996). This rebel group, led by former Buganda minister Duncan Kafeero, supported the formation of a federal state and the autonomy of Uganda’s monarchies ( AFP 17 Nov. 1998). There are no confirmed reports of terrorist attacks by UFEDA since November 1996, when the group claimed to have raided the Seeta police post in central Uganda. Nine gunmen carried out the attack, killing one policeman, wounding another, and stealing guns and communications equipment ( Africa Network 15 Nov. 1996).

UGANDA: Government ready to initiate talks with rebels NAIROBI, 29 March (IRIN) - The government of Uganda is ready to hold talks with rebels of the Lord's Resistance Army (LRA) if the latter can realise the "futility of their atrocious programme" in northern Uganda, the minister in charge of the presidency, Ruhakana Rugunda, said on Monday. "It is true that the government has been concerned about the situation in northern Uganda and has made contacts with the rebels," he told IRIN. "In the interest of peace, the government has decided to go an extra mile in calling for talks." "We are even considering offering an amnesty to the rebels," he said, adding that an amnesty bill will soon be presented in parliament for debate. He noted that the LRA, believed to have backing from the Khartoum government, had carried out "heinous acts" including chopping off people's limbs, noses and ears, besides killing and abducting children. "In spite of all these crimes committed against innocent citizens, our first option for peace is discussion. If this fails, then the struggle will continue," Rugunda said. Efforts for peace started in 1993, but stalled in 1994 when President Yoweri Museveni claimed the rebels were not serious and were using the ceasfire to prepare for fresh attacks. He gave the rebels a seven-day ultimatum to strike a deal or face a government offensive. Another peace attempt in 1995 failed after two Acholi leaders in the talks, Okot Ogun and Olany Lagony, died in mysterious circumstances.

War in Northern Uganda...Help Stop It!
There are always screwed up things going on in the world, but some of them are moreso than others. This story relates to search, because you really have to search hard to find any information about it... Recently Andy Hagans mentioned to me that in northern Uganda there is a war where children are being abducted and trained to kill or abduct other children. For safety at night many children are forced to leave their homes and sleep in a pool of overlapping bodies hoping they are not abducted or killed, living in perpetual fear. Invisible Children is a recent DVD which shows what is going on in Uganda. If you would like, I have a couple of them and I can send you one (just send me an email with address, etc). The war has been going on for about 19 years and has got next to no legitimite media coverage here in the United States. Andy Hagans has been helping Uganda CAN do SEO, but the problem is nobody is going to be searching for it if nobody knows about it. Recently some people from Uganda CAN got a bit of coverage on a few articles and on NPR. The online petition to stop the war was getting about 10 signatures an hour, but that number has started to drift back downward :( I think if blogs really got ahold of the story that number should be able to run well into the thousands / hour. With enough voices of concern the US government will hopefully be forced to help the Uganda government face and fix the problems.

On March 6th, 2001, the Ugandan Minister in charge of security wrote a letter to the Speaker of Parliament listing countries ‘deemed’ hostile by the Government of Uganda. On the list of these countries and organizations, was included the Government of the Republic of Rwanda, a position re-affirmed by President Yoweri MUSEVENI, himself, in a radio interview on March 11th, 2001. The Government of Rwanda wishes to make it categorically clear that it is in no way hostile to Uganda. As to why the Ugandan authorities should have chosen this particular time to label Rwanda as hostile, is a question that can only be answered by the Kampala authorities. What is appalling is that the Government of Uganda should hide behind the Kisangani events to classify Rwanda as an enemy. Uganda is now claiming that the events in Kisangani have never been ‘fully explained’, and that it is on this basis that they are categorizing Rwanda as a hostile nation. Ugandan soldiers who took part in the fighting have testified that their commanders were responsible for the fighting between the two armies at Kisangani.

Programme Funding
NAADS programme has a vision for 25 years with 7 years for its first phase covering the financial period from 2001/2002 through 2007/2008. The cost for the first phase is estimated at US$108 million from four sources of funding. These are:
  • Government of Uganda
  • Co-operating Partners.
  • Participating Local Governments
  • Participating Farmers
At the moment Co-operating partners are:
  • International Development Association (IDA)
  • International Fund for Agricultural Development (IFAD)
  • European Union (EU)
  • Department for International Development (DFID)

Mechanism of Funding
The Memorandum of Understanding (MOU) between the Uganda Government and the Co-operating Partners guides the funding and implementation modalities. Co-operating Partners contribute 80% of NAADS budget, Government of Uganda 8%, Local Governments 10% and Farmers 2%. These shares in NAADS budget will change over the planned 25-year period of NAADS programme. Farmers and local governments will take on increasing funding responsibilities in line with the level of commercialisation achieved.

I. Summary Description
On January 6, 2000 the U.S. Department of State announced: "We are deeply concerned by the Sudan-backed Lord's Resistance Army's [LRA] recent attacks against civilian and official targets in northern Uganda. These attacks bring to an end the longest period of peace in northern Uganda in 13 years and threaten the courageous efforts of northern Ugandans to rebuild their lives." Uganda's longest running violent conflict has thus far spanned a thirteen-year time period from 1986 to 2000 and continues to this day. This conflict has taken many forms. In its current form it has been described variously as a civil conflict, civil war, northern problem, liberation war, etc. It can most accurately be defined as an internal conflict with a violent dimension. The exact death toll is unknown but probably is in the tens of thousands with many thousands more maimed and disabled. Hundreds of thousands of people have been forced into displaced persons camps often without adequate preparation for their arrival so that there is inadequate water and food supplies and poor sanitation facilities leading to disease and, in some cases, death.

Convention on Wetlands (Ramsar, Iran, 1971) The Permanent Secretary, distinguished guests, ladies and gentlemen, Tomorrow, 2 February, is World Wetlands Day. It marks the date of the signature of the Convention on Wetlands in 1971, in the Iranian city of Ramsar, on the shores of the Caspian Sea. Tomorrow, the Ramsar Convention will be 30 years old. The Ramsar List of Wetlands of International Importance represents the most visible and tangible achievement of the Convention. We have to continue building up the List and ensure the effective management of all sites included in the List. Nevertheless, the other aspect of the Convention’s work that is less glamorous but equally and perhaps even more important is the promotion and the application of the wise use concept. "Wise use" is the sustainable utilization of wetlands for the benefit of mankind in a way compatible with the maintenance of the natural properties of the ecosystem. At the same time, "sustainable utilization" of a wetland has been defined as the human use of a wetland so that it may yield the greatest continuous benefit to present generations while maintaining its potential to meet the needs and aspirations of future generations. The Convention requires that Contracting Parties make a wise use of all wetlands in the territory of a Contracting Party. But planning to ensure the sustainable use of all wetlands in a country is more complex and difficult to achieve than designating isolated sites for inclusion in the Ramsar List. It presents a significant challenge.
