Move to independence
Uganda 's approach to independence was unlike that of most other colonial territories where political parties had been organized to force self-rule or independence from a reluctant colonial regime. In Uganda there had been some demands for greater autonomy, but these were mostly expressed by local nationalisms surrounding the five contituent kingdoms of the colony. One exception was the short-lived Ugandan National Congress , based on the Congress Party of India. Its small organization never won much support, and was quickly suppressed by the British Uganda was greatly divided along national, religious, and ethnic lines. The national divisions were the most apparent. The country was dominated by Buganda , much to the annoyance of the other four kingdoms. Bunyoro felt especially aggrieved having been deprived of its " lost counties " when the protectorate was formed.

    The Irish Times 14th May, 2005 "I am very concerned with the ongoing situation in Uganda and I believe that by reducing our direct funding to the administration, in partnership with other countries, it will send a very clear message about political reform," the Minister told The Irish Times. Responding to the news, Ugandan president Yoweri Museveni said his country could do without foreign aid if the Uganda Revenue Authority improved its methods of collection. Donor countries provide more than 50 per cent of Uganda's budget. The proposed cut was welcomed by chief executive of the development agency GOAL, John O'Shea, a long-time and vociferous critic of the Uganda government. "I'm absolutely delighted," he told The Irish Times. But he added: "Why haven't we got the courage to end all bilateral aid to Uganda?" Mr O'Shea said all direct government-to-government aid should be cut off because corruption was "rampant", Uganda's government was involved in "the rape and plunder of the Congo where five million people have died", and President Museveni had been saying for some time that he was only interested in trade, not aid.

About 1.6 million northern Ugandans are estimated to have fled their homes as a result of the instability caused by Lord’s Resistance Army rebels, an extremely violent, rag-tag group known for its brutality and kidnapping of children. Tinyinondi He was born on the 11/2/1943 in a humble peasant's home in Kaliaro, Ndorwa County Kigezi District. He had his primary and Junior Secondary education between 1951-1959 in Kigezi District and his senior secondary education 1960 - 1966 in Ntare School, Mbarara District. In 1966 he joined the University of Dar-es-Salaam, Tanzania where in 1969 he graduated with an LLB. (Hons) (Upper Second) degree. Shortly after graduation he was appointed a Pupil State Attorney in the Ministry of Justice of, Uganda Government. He was sent to Queens University, Kingston, and Ontario, Canada where he successfully completed a course in International Treaty Registration. In January 1972, he was promoted to Senior State Attorney. During that tenure he accompanied Uganda Government delegations, as legal adviser, to the meetings of GATT, UNCTAD in Geneva, Switzerland and delegations to the East African Community in Arusha and Nairobi.

    Overview The Ugandan Government generally seeks good relations with other nations without reference to ideological orientation. Relations with Rwanda, Congo and Sudan have sometimes been strained because of security concerns. President Museveni has been active in attempts implement a peace agreement Burundi and has supported peace initiatives in Sudan and Somalia.
    In the past, neighbors were concerned about Uganda's relationship with Libya, which had supplied military equipment and bartered fuel to Uganda. In addition to its friendly ties to Western nations, Uganda has maintained ties with North Korea. Uganda's has strained relations with Sudan because of alleged Sudanese support for the LRA. The LRA seeks to overthrow the Uganda Government and has inflicted brutal violence on the population in northern Uganda, including rape, kidnapping, torture, and murder. In 2002 Uganda and Sudan reestablished diplomatic ties and signed a protocol permitting the UPDF to enter southern Sudan and engage the LRA. The protocol must be renewed periodically, and has lapsed at least twice since it was signed.
    Another rebel group operating in western Uganda and eastern Democratic Republic of the Congo, near the Rwenzori Mountains, the Allied Democratic Forces, emerged as a localized threat in 1996 and inflicted substantial suffering on the population in the area. It has largely been defeated by the UPDF and the areas secured.

    Uganda: Government battles schools on hygiene
    Some schools in Uganda have been closed due to worse sanitation and hygiene situations, according to senior inspector of schools in the Ministry of Education, Ms Francis Atima. According to the headmaster of Nakivubo Blue Primary School Mr Stephen Mugarura, the cleaning, operation and maintenance of sanitation facilities cannot be paid by the money they get from the government. The amount of money has not been revised to match the increasing numbers of pupils since 1997 [1]. External factors like intrusion by the community members neighbouring the school also affects the standards of hygiene in schools. The ministries of health and education supported by UNICEF have designed a comprehensive school health package to address the health needs in education institutions [2]. The formation of multi-sectoral national school health committees to coordinate the implementation of major health interventions is in the pipeline. All districts are expected to implement the programme. The major health interventions to be implemented include promotion of water, sanitation and hygiene, and managing communicable diseases. The ministry of health will provide technical support to the education sector to deliver these services in schools.

    UGS 1.7 billion (EUR 673,000) has been allocated to water supply systems in internally displaced persons' (IDP) camps, the state minister for disaster preparedness Aporu says. She adds that the Prime Minister's office has developed an IDP policy which had been approved by the Government. Katakwi, Aduku, Adjumani and Laropi hosting IDPs have been provided with piped water systems, others will follow. Aporu urged NGOs to supplement the government's efforts.     Kenya World Bank Office in Partnership with Disability Group A partnership between Society for Professionals with Visual Disabilities and the World Bank Public Information Center Kenya was launched on 8th December 2004. The partnership aims at ensuring full participation of persons with disabilities in development through information access, which is in line with the World Bank’s corporate focus on inclusion of people with disabilities into the development agenda. Under this partnership, the Kenya Public Information Center will provide a training room and adaptive technologies while the Society for Professionals with Visual Disabilities will provide professionals to train persons with visual disabilities on computer use, surfing the internet and access to development information. The PIC has a screen magnifier for people with low vision; screen reader for the totally blind; Braille touch pad for the deaf-blind, Braille translator, Braille embosser; low shelves and ample space for movement for users on wheelchairs.

    For the last 18 years, the northern part of Uganda has experienced an internal conflict that has culminated into utmost human rights abuse. The parties involved are the rebel groups of the Lords Resistance Army (LRA) whose political agenda remains unknown and the government of Uganda. The war has been characterised by gross violation of human rights in general and children's right in particular. More than 25,000 are estimated to have been abducted by the LRA. The children are abducted and taken to captivity and while there, they suffer and are exposed to extremely terrifying and horrifying activities including:
    with the Uganda government forces the Uganda Peoples Defence Forces.
    high risks of HIV infections
    sexual slavery as LRA commanders wives . .
    The LRA activities have devastated Acholi, and the area close to Sudan border and spread to
    neighbouring districts of Teso and Lango, no one knows exactly the number of people
    In 1991 the Uganda government launched a tough military campaign known as operation sisim and the rebels encountered it with the beginning of practice of maiming and mutilation, including the cutting of lips, ears and hands of their victims.
