Cultural Heritage
A country's cultural heritage includes all traces of human activity in the physical environment. These are irreplaceable sources of information on people's lives and activities, and on the historical development of crafts, techniques and art. Because monuments and sites and cultural environments are non-renewable resources, their management must be based on a long-term perspective. Cultural monuments and sites are a source of emotional and aesthetic experiences for many people, and modern society can benefit from the preservation and active use of its cultural heritage. The Directorate for Cultural Heritage is responsible for the management of all archaeological and architectural monuments and sites and cultural environments in accordance with the applicable legislation. The Directorate is under the auspices of the Ministry of the Environment and plays a central role in public environmental management. Each county has a service responsible for cultural conservation in connection with the general administration of cultural affairs. The tasks of this service are to advise the county administration on cultural heritage management issues and to ensure that protected monuments and sites and cultural environments are taken into account in planning processes at the county and the municipal level. In the Sami areas, the S¡mediggi (Sami Parliament) has the same tasks as the county cultural heritage service.

Culture
Norway is a young nation with a long history, especially as a maritime nation. In spite of being joined to Denmark for 400 years, Norway retained a strong cultural tradition of its own, which, together with cultural impulses from abroad, produced its own unique diversity. This can be seen not only in museums and galleries, but also in the landscape. In addition to its music, literature and art, Norwegian culture is evident in the traditional national costumes, or bunads, which are worn with pride on special occasions such as weddings, christenings and of course on 17 May, the Norwegian national day. The Saami are the indigenous people of Norway and are today a minority group. They have their own parliament and live mainly in the county of Finnmark in northern Norway. The Saami people traditionally make their living from reindeer herding, hunting and fishing. They are proud of their heritage and produce beautiful arts and crafts. Uganda is about the size of Oregon. This country has many natural resources: fertile land, regular rainfall, and mineral deposits. The climate is tropical, with cooler temperatures in the mountain region. Despite its rich natural resources, Uganda was one of the poorest and least developed countries by the early 1990s as a result of political instability and poor economic policies. In 1992, the GNP was equivalent to only $170 per person. Fortunately, this situation improved dramatically beginning in 1994. Sound economic reforms produced annual economic growth of over 10% in the last two years. Agriculture, hunting, forestry, and fishing account for approximately 57% of the GDP . Principal cash crops are coffee (90% of exports), cotton, tea, and corn. About 80% of Ugandans work in agriculture, while 4% work in industry. The economy is also benefiting from growing ecotourism in Bwindi National Parkone of the last two homes of the mountain gorillas. The history of Uganda, like that of its neighbor Rwanda, included a period of European domination. Uganda was a British protectorate from the late 1800s until independence in 1962. Education for Democratic Citizenship The education system of the country can be a powerful tool in nurturing the type of society that the country would like to produce. Unfortunately, in Uganda we have not yet deliberately addressed the curriculum to this important task. We have taught the facts of history, geography, civics, economics and even religious education for their own intrinsic sake rather than as a basis for making moral, social, political and economic judgments required of reflective, competent, and concerned citizens. Love of freedom and liberty, love of country, dissent toleration, an abhorrence of injustice, belief in majority rule and devotion to human rights are not qualities that can be transmitted incidentally and unthinkingly to students, they have to be deliberately taught and learned as they are questioned, thought about, criticized, practiced and improved. Our education systems must be conceived in terms of the society we want to build and the civic values we would like to promote. In a pluralistic society such as ours there is bound to be a continuing tension, and even overt conflict between the values of

CHAPTER SIXTEEN INSTITUTION OF TRADITIONAL OR CULTURAL LEADERS (1) Subject to the provisions of this Constitution, the institution of traditional leader or cultural leader may exist in any area of Uganda in accordance with the culture, customs and traditions or wishes and aspirations of the people to whom it applies. (2) In any community, where the issue of traditional or cultural leader has not been resolved, the issue shall be resolved by the community concerned using a method prescribed by Parliament. (3) The following provisions shall apply in relation to traditional leaders or cultural leaders- (a) the institution of traditional leader or cultural leader shall be a corporation sole with perpetual succession and with capacity to sue and be sued and to hold assets or properties in trust for itself and the people concerned; (b) nothing in paragraph (a) shall be taken to prohibit a traditional leader or cultural leader from holding any asset or property acquired in a personal capacity; (c) a traditional leader or cultural leader shall enjoy such privileges and benefits as may be conferred by the Government and local government or as that leader may be entitled to under culture, custom and tradition;

QUICK FACTS - PEOPLE Population Uganda's population is made up of a complex and diverse range of tribes. Lake Kyoga forms the northern boundary for the Bantu-speaking peoples, who dominate much of east, central and southern Africa. In Uganda they include the Buganda and several other tribes. In the north live the Lango and the Acholi, who speak Nilotic languages. To the east are the Teso and Karamojong, who are related to the Maasai and who also speak Nilotic languages. Pygmies live in the forests of the west. Each tribe has its musical history; songs are passed down from generation to generation. Ndigindi (lyre), entongoli (harp), amadinda (xylophone) and lukeme (thumb piano) are commonly played instruments. An Acholi, Okot p'Bitek, is one of Uganda's most famous writers of folklore, satirical poems and songs. His book Song of Lawino (1966) describes the stories told in Acholi songs. While about two-thirds of the population is Christian, the remaining third still practises animism or follows Islam. There were sizeable numbers of Sikhs and Hindus in the country until Asians were expelled in 1972, although many are now returning following an invitation from the president.

Employment Cultural Awareness Learning the Ropes in Uganda Journal Entry #4 December 8, 2003 I am beginning to feel more settled here in Kampala. I have learned many rules in this new culture. For instance, the exchange of a greeting is essential to a successful interaction with a Ugandan at every level, whether at the market, on the street, in the office, or over the telephone. I start the greeting with, "Hello, how are you?" The answer is always, "Fine." The greeting is returned with, "How are you?" and I usually answer, "Good." This is a view from my apartment. People are often surprised if I do not greet first before beginning a conversation, even if I just want to ask a question. Shaking hands is also part of the greeting process. However, when a woman shakes my hand, it is either done very softly or she touches my arm above the wrist and shakes my arm very gently. When I arrive back to my apartment each day I am often greeted by Sandy, the caretaker. He greets me with, "You're welcome," as in, "Welcome home." It took me a while to get used to this greeting as I wondered why he was saying, "You're welcome," when I did not say, "Thank you."
