KAMPALA, Uganda, MAR. 30, 2001 (Zenit.org) .- Here is the text of an open letter from the Uganda Catholic Bishops' Conference to the people and government of the nation on the "morning after" pill.
The "Emergency Contraceptive Pill ECP": An Appeal to Reason and Sincerity Kampala, 23rd March 2001 Brothers and sisters, The national media have advertised that the Commercial Marketing Strategies (CMS) a U.S. funded social marketing project, is introducing emergency contraceptive pills (ECP) in six districts of Uganda on a pilot basis (Bushenyi, Iganga, Masaka, Mbarara, Mpigi and Kampala). The ECP, also known as "the morning after pill", is a chemical product of hormonal nature. It is increasingly presented and marketed as a contraceptive (i.e.: preventing conception) that could be used in emergency situations after sexual intercourse in order to avoid an unwanted pregnancy. In reality, and because of the way it is used, it is an abortive product. Considering that the use of such a product touches fundamental human values to the point of affecting human life at its beginning, this Conference feels the urgent need and duty to offer some clarifications on the issue. In doing this, we are only re-stating well-known ethical stands and principles supported by precise scientific documentation and by Catholic ethical doctrine. At the same time this gives us the opportunity to express considerations and pastoral concerns that have been growing in us, and to make an appeal.

1. What is the financial cost of Violence Against Women? Here in Africa and Uganda in particular, I am sure the cost would be enormous given the magnitude and prevalence of this particular Human Rights abuse i.e. for treatment, legal intervention and time taken by relatives to look after the victims. Traditionally in some societies in Uganda when a woman is bartered by her husband, her co-wife or a sister takes off time to look after her. This reduces the woman-power in the fields (agriculture) being the backbone of the economy and therefore has huge effects on the economy of the country. Women doctor activists have on occasions indicated that a substantial number of their patients (those who can afford it!) are treated from conditions related to violence, but no one has thought of quantifying how much is spent to this type of ill health. Therefore, it is very difficult to ascertain the actual cost because of lack of specific dis-aggregated data. I am glad however, to let
you know that UNFPA here in Uganda has spearheaded and succeeded in forming a gender coalition of women organisations working in the area of violence against women. Plans are under way to start collection of data on various types of violence against women. The financial costs are also expected to be analysed.

Published: May 2005 Abstract (E): In efforts to educate the country's populace about the provisions of the 1995 constitution, the Ugandan government has co-opted children as their messengers in the National Primary School Music, Dance, and Drama Festival. In the festival, children act as symbols stewards of traditional culture and the nation's political future. While their performances are effective vehicles through which to spread a ‘culture of constitutionalism,' children note the paradoxes of their own performances, in which they are coerced into conforming to idealized notions of free and happy childhoods under oppressive adult authority. In response, many utilize the festival stage to launch bold social critiques of the contradictions between traditional values and the new constitutionalism, especially in regards to children. The Bantu are the most numerous and include the Baganda, which, with 18% of the population, constitute the largest single ethnic group.
The people of the southwest comprise 30% of the population, divided into five major ethnic groups: the Banyankole and Bahima,10%; the Bakiga, 8%; the Banyarwanda, 6%; the Bunyoro, 3%; and the Batoro, 3%. Residents of the north, largely Nilotic, are the next largest group, including the Langi, 6%, and the Acholi, 4%. In the northwest are the Lugbara, 4%. The Karamojong, 2%, occupy the considerably drier, largely pastoral territory in the northeast. Europeans, Asians, and Arabs make up about 1% of the population with other groups accounting for the remainder.
Uganda's population is predominately rural, and its density population highest in the southern regions. Until 1972, Asians constituted the largest nonindigenous ethnic group in Uganda. In that year, the Idi Amin regime expelled 50,000 Asians, who had been engaged in trade, industry, and various professions. In the years since Amin's overthrow in 1979, Asians have slowly returned. About 3,000 Arabs of various national origins and small numbers of Asians live in Uganda. Other nonindigenous people in Uganda include several hundred Western missionaries and a few diplomats and businesspeople.

Evelyn Kiapi Matsamura KAMPALA, Apr 7 (IPS) - Members of Uganda's minority Muslim community have criticised their country's domestic relations bill, saying it goes against the teachings of Islam. To express their anger, thousands of Muslims from various parts of the country (police estimated 7,000), led by Sheikh Ramadhan Mubajje, held a demonstration in Uganda's capital Kampala over the bill last week. The bill is now in parliament. The protestors, who included women, young and old, wore hijabs, or Islamic veils, covering their head. During the procession, they carried placards and banners opposing sections of the bill on polygamy, bride price, cohabitation and age of consent to marriage - all of which are practiced in Islam. Marching to parliament, they flashed out the four-finger sign, referring to the practice of marrying up to four wives by Muslim men, as stipulated in Islam. The protestors argued that the bill was against the teachings of the Koran, and that it tilts toward Christian laws. Over the years, women activists in Uganda have regarded the bill as a powerful tool which could protect them from harmful traditional practices such as female genital mutilation (FGM), bride price and widow inheritance. The women have accused the government of dragging its feet in passing the bill, which has been on the shelves for almost 40 years.

Rachel Rinaldo KAMPALA, Feb 18 (IPS) - "We are going to shout about bride price across Africa and we are going to say 'no' to the sale of women," exclaimed Atuki Turner to a crowded hall at Makerere University in Kampala, Uganda . Turner was speaking at the opening this week of the first international conference on the tradition of bride price. The groundbreaking event was organised by Mifumi, a women's non-governmental organisation (NGO) in rural eastern Uganda. It brought together activists from Uganda, Kenya Tanzania Nigeria Ghana ... Rwanda and South Africa to discuss the effect that payment of bride price has on women. Delegates also talked about ways of eliminating this practice in Africa and elsewhere. Bride price is one of the most widespread and entrenched cultural institutions in Africa. It requires a man to give money and possibly goods such as livestock and foodstuffs to his bride's family. Although the tradition varies from place to place, women's rights activists say that in most cases it contributes to gender inequality and domestic violence. Turner, Mifumi's Executive Director, said that in Uganda and various other countries there were no laws governing bride price. Many conference participants argued that the bride price has outlived its original purpose, which was to be a token of appreciation that cemented the bond between two families. Miria Matembe, a prominent member of parliament in Uganda, said the tradition was now an excuse to accumulate wealth - with a bride's family routinely demanding large numbers of livestock, as well as cash and other presents.
