F: (856) 225-6516 bstephen@camlaw.rutgers.edu Biography Professor Stephens has published a variety of articles on the relationship between international and domestic law, focusing on the enforcement of international human rights norms through domestic courts. She co-authored a book analyzing U.S. enforcement of human rights norms, International Human Rights Litigation in U.S. Courts (Transnational Publishers, Inc. 1996).
From 1990-1995, she was in charge of the international human rights docket at the Center for Constitutional Rights in New York, where she litigated a series of cases addressing human rights violations in countries around the world, including Bosnia, Guatemala, Haiti, East Timor and Ethiopia. In 1995, Prof. Stephens received the Trial Lawyers of the Year Award from Trial Lawyers for Public Justice in recognition of her work litigating international human rights claims. She was a finalist for the same award in 2001. As a cooperating attorney with the Center for Constitutional Rights and a member of the Board of Directors of the Center for Justice and Accountability, Prof. Stephens continues to litigate human rights cases, including cases filed against U.S.- based corporations alleging responsibility for human rights violations committed in the course of their activities abroad.
Professor Stephens graduated magna cum laude from Harvard University, received her J.D. degree from the law school of the University of California at Berkeley, and clerked for Chief Justice Rose Bird of the California Supreme Court. She spent six years studying changing the legal system in Nicaragua in the 1980s.

Coalition to Address International Hearing on Discrimination against Immigrant Workers in the U.S.
Testimony to the Inter-American Commission on Human Rights illustrates threats and fear of retaliation that follow undocumented workers. "This hearing marks an historic opportunity for claims of violations of international human rights in the U.S. to be heard and considered by an intergovernmental body,” states Camilo Perez-Bustillo, director of human migration and mobility at the AFSC. The issue of excluding undocumented workers from full [labor] protection[s] of their labor rights stems from a controversial U.S. Supreme Court ruling in March 2002. In Hoffman Plastic Compounds, Inc. v. NLRB, the Court held that an undocumented immigrant who is fired for organizing in defense of his or her rights is not entitled to compensation for lost pay. The American Friends Service Committee is a Quaker organization that includes people of various faiths who are committed to social justice, peace and humanitarian service. Its work is based on the belief in the worth of every person and faith in the power of love to overcome violence and injustice.

In a "conversation" with Georgia Rep. John Lewis - videotaped shortly before Sandra Day O'Connor announced her retirement, and posted to Clinton's Web site in the last few days - the top Democrat hails the Warren court's landmark Brown vs, Board of Education school desegregation decision. Story Continues Below Then Hillary warns darkly: "What we are experiencing today is a real movement to turn the clock back on the rights of Americans." "Unfortunately, the people who are being appointed to the courts all too often have a pre-existing idea of what they're going to decide," she complains. After praising the Warren Court, Clinton notes: "This year we have another very important anniversary. It's the anniversary of the Voting Rights Act."

Thursday, Aug. 4, 2005 6:23 p.m. EDT Bill Clinton: Investigate Judge Roberts' Civil Rights Record Ex-president Bill Clinton is calling on Senate Democrats to investigate Supreme Court nominee John Roberts' civil rights record, based on a memo he wrote as a lawyer in the Reagan administration arguing that Congress should be allowed to bar courts from ordering busing to desegregate schools.
In an interview on National Public Radio on Thursday, Clinton said: Story Continues Below "The only thing I've seen in these [Roberts] documents that bothers me that I really want to see the Senate explore ... [is Roberts' memo] claiming that the Congress could keep the Supreme Court from hearing all kinds of cases involving school busings, school prayer, abortion, flag burning, lots of other things." The ex-president said that Roberts "apparently had a big fight within the Reagan administration" over his position, "where he was to the right of other people in the Reagan Justice Department." Clinton said the Roberts civil rights memo "might indicate an unwillingness to allow the Supreme Court to be the court of last resort when people assert their constitutional rights."

children's rights: an overview
A child is a person and not a subperson over whom the parent has an absolute possessory interest. The term "child" does not necessarily mean minor but can include adult children as well as adult nondependent children. Children are generally afforded the basic rights embodied by the Constitution. The equal protection clause of the 14th Amendment is said to apply to children, born within a marriage or not, but excludes children not yet born. There are both state and federal sources of child-rights law.

      What is Building on the Dream?
      During the Civil Rights era, Dr. King spoke passionately and relentlessly for the civil rights of Black Americans and ultimately for the civil liberties of all people. Dr. King dreamed of the day when all people and nations everywhere would triumph over racism, poverty violence and war.  In fact, Dr. King talked frequently about his dream for an America where, one day, all people would come together as one nation under God.
      How widespread are Building on the Dream events and when do they occur?
      Building on the Dream events are centered around the Martin Luther King holiday. Each year, during the third week of January, Habitat for Humanity staff, volunteers and partner families gather to build houses.
      What is special about Building on the Dream?
      Who can participate and how do I get involved?

      Habitat for Humanity encourages faith-based communities, the business community, civic and humanitarian organizations, celebrities, dignitaries and every interested individual to partner with a local Habitat affiliate for a Building on the Dream event. Can the Rights of People Simply Disappear by Presidential Order? What does it mean when the President of the United States can on his own designate a citizen in the U.S. as an “enemy combatant,” and order the military to hold that person incommunicado, indefinitely, and without charges? The U.S. Supreme Court is now deciding whether the courts even have the right to question the President’s action. What does it mean when the U.S. military internationally can literally snatch people off the street, designate them as “enemy combatants,” and assert that they are beyond the reach of either U.S. or international law? Many are transported to a facility under total U.S. control and funded by Congressional appropriations, where they are held incommunicado, indefinitely, without charges and some are threatened with trials before a military commission that falls short of basic standards of justice. If the Supreme Court upholds these actions, it will condone the President’s claim of virtually unlimited “wartime powers” without a formal declaration of war by the Congress, and with no or extremely limited oversight by the courts or the Congress. On April 20 the U.S. Supreme Court will hear oral arguments on the President’s alleged right to create a “law free zone” at the Guantanamo detention center in Cuba. And on April 28, the Court will hear oral arguments on the President’s asserted right to designate citizens as “enemy combatants,” hold them at the U.S. Navy base in Charleston, SC, and deny them the ability to challenge the lawfulness of their detention.

It would be a daily A319 service from Fort Lauderdale. They are strongly looking into it and studying the route, but nothing at all has been set in stone as of yet. Just a rumour, so take it with a grain of salt until it's announced, but it's one I keep hearing a lot. Also, with a new liberalized US-Colombia air treaty going into affect on 1 January 2006, they have begun looking at the possibility of Fort Lauderdale-Bogota service, but that is very far from being a priority. FLL already has daily Bogota service on Avianca.

    (htm) Civil rights groups warn of grave dangers in international biometric passport system 29th March 2004, Embargo: 22.00 hrs GMT, 29th March 2004 The letter, spearheaded by Privacy International and the American Civil Liberties Union (ACLU) raises concerns about little-known plans to imminently create international standards that will require the use of biometrics and RFID (radio frequency) technology in all future passports. The measures, being decided this week at a meeting of the ICAO in Cairo, will result in a distributed international identification database on all passport holders. The open letter has been signed by, among others, the Electronic Frontier Foundation, Statewatch, the UK based Foundation for Information Policy Research, the Association for Progressive Communications and the US based Privacy Rights Clearinghouse. The ICAO has agreed that the initial international biometric standard for passports will be facial mapping. Adequate memory space in newly issued passports will be reserved for additional biometrics such as fingerprinting at the discretion of every government. The EU is already calling for fingerprints to be included, along with an associated European register of all biometrics. National authorities will store and share these vast data reserves.
