INTRODUCTION
Background: Annexed by Russia between 1865 and 1885, Turkmenistan became a Soviet republic in 1925. It achieved its independence upon the dissolution of the USSR in 1991. President NIYAZOV retains absolute control over the country and opposition is not tolerated. Extensive hydrocarbon/natural gas reserves could prove a boon to this underdeveloped country if extraction and delivery projects can be worked out. TOP OF PAGE

Government of Turkmenistan Following the end of the Cold War and the breakup of the Soviet Union, Turkmenistan declared its independence on October 27, 1991. Saparmurat Niyazov became the first president of the new republic and still remains the supreme decisionmaker. On December 28, 1999, Niyazov's term was extended indefinitely by the Mejlis (parliament), which itself had taken office only a week earlier in severely flawed elections that included only candidates hand-picked by President Niyazov. Independent political activity is not allowed in Turkmenistan, and no opposition candidates are allowed. The Democratic Party of Turkmenistan (DPT) is the only legal political party. Political gatherings are illegal unless government sanctioned, and the citizens of Turkmenistan do not have the means to change their government democratically.

    With the severe oppression of opposition in Turkmenistan and the relatively favored status of the Russians in the country compared to other ethnic groups, it is no surprise that there have been no reports of any protest or militant activity by the group (REB00 and PROT00 = 0). Perhaps protests have occurred and are just not being reported in the state-controlled media. Any form of dissent is not tolerated; therefore it is not possible to determine if the Russians have contemplated such activity.

    GOVERNMENT On November 25, 2002, an armed attack against President Niyazov's motorcade was made and the Government of Turkmenistan moved quickly against perceived sources of opposition. There were widespread reports of human rights abuses committed by officials investigating the attack, including torture and punishment of families of the accused. The Government of Turkmenistan denied the charges, but refused to allow independent observers at trials, to accept a mandatory OSCE fact-finding mission, or to permit ICRC access to prisons. It also instituted new measures to stifle dissent and limit contact with the outside world. While the constitution provides for freedom of the press, there is virtually no freedom of the press or of association. The government has full control of all media and restricts foreign publications. International satellite TV is available. A Soviet-style command economy greatly limits equality of opportunity. Industry and services are almost entirely provided by government or government-owned entities, while agriculture is dominated by a state order system. Women face particularly strong discrimination in all social aspects, and their freedom is restricted due to traditional social-religious norms. All citizens are required to carry internal passports, noting place of residence, and movement into and out of the country, as well as within its borders, is difficult.

    Turkmenistan: Government must seek justice not revenge
    Amnesty International believes that any action the government of Turkmenistan takes to bring to justice those involved in yesterday's assassination attempt on President Saparmurad Niyazov must strictly abide by international human rights law. "Precisely at times of heightened tensions governments must ensure that all measures taken are in accordance with international human rights law. We are particularly concerned that the government's response to the assassination attempt may lead to a new wave of clampdown on dissent in Turkmenistan", Amnesty International said. Amnesty International received worrying reports that many people have been detained following yesterday's events. According to official figures issued today, 16 people were detained. Unofficial sources reportedly claimed that more than one hundred people have been detained.

    Patterns of abuse similar to those of the former communist regime and leveled at individuals critical of the government continued unabated in Turkmenistan during 1993. With its wealth of natural resources and small population, Turkmenistan was poised to become one of the wealthiest of the former Soviet republics. It boasted of stability to foreign investors when, in fact, such stability was maintained by a one-party system that restricted and punished critical voices in the media and alternative political circles with impunity.
    The number of individuals openly critical of the government had dwindled from thousands in the late 1980s to several dozen in 1993, in large part due to persecution by law enforcement authorities. During the year government officials detained and interrogated dissenters, frequently without bringing charges; denied them the right to travel abroad; dismissed them, their relatives and associates from their places of work; stripped them of union membership; and maintained surveillance of them and their families.

    Euro Parliament Adopts Resolution on Turkmenistan and Central Asia
    STRASBOURG, October 23, 2003 The House adopted a joint resolution deploring the deterioration of the human rights situation in Turkmenistan. The House urges the Turkmen authorities to respect Turkmenistan's obligations under international law and stop attacks on and torture and ill-treatment of political opponents. MEPs call on the Turkmenistan government to conduct impartial and thorough investigations into all the reports of the deaths and custody of Amanmukhamed Yklymov, A. Prokofiev and the former parliamentary Speaker, Tagan Khallyev. Furthermore, the House calls on the Turkmenistan government to immediately and unconditionally release all prisoners of conscience including Nikolay Shelekhov and Kurban Zakirov and the political prisoner Mukhametkuli Aymuradov, convicted in 1995 in an unfair trial. MEPs also request that the Turkmen authorities ensure that independent observers are granted access to criminal trials. MEPs also call on the government of Turkmenistan to respect the principle of religious freedom, abolish all restrictions on activities of religious minorities, and repeal the presidential ruling that restricts registration of religious groups. The House also wants the Turkmen authorities to abolish compulsory exit visas and restore the right to study abroad.
