With a nudge from its military, Turkey may allow in U.S. troops
March 18, 2003 ISTANBUL, Turkey Turkish leaders said Monday they were ready to press ahead with a measure to allow the U.S. military to use Turkey as a staging area for a war against Iraq. Deputy Prime Minister Abdullatif Sener said the Cabinet would discuss authorization for American troops today, and parliament could take up the measure Wednesday, private NTV television reported. "A unanimous decision was reached . . . that there is a need to move urgently," presidential spokesman Tacan Ildem said. An earlier resolution failed by just four votes, and Turkey's government has been dragging its feet on reintroducing the measure. Polls show that more than 80 percent of the Turkish public opposes a war. The United States has repeatedly called on Turkey's government to quickly resubmit a resolution that would let in tens of thousands of U.S. soldiers to open a northern front against Iraq that would divide Saddam Hussein's army. Turkish and U.S. generals agree the strategy would make a war shorter and less bloody.

Turkey's new government may even help break the stalemate over Cyprus
NEARLY two weeks after the Justice and Development (AK) party swept to victory in a general election, millions of Turks who voted for it discovered who their prime minister was to be: Abdullah Gul, a cheery, soft-spoken former banker, who is the number two in the Islamic-tinged party, which he helped found last year.
Turkey's western allies and creditors are pleased. So, it seems, are the country's industrial elite and secular-minded generals. Mr Gul immediately affirmed that two of his main goals are to maintain Turkey's strategic partnership with the United States and to put his country firmly on the path towards joining the European Union.

  • Turkish Grand National Assembly Turkey is a constitutional republic with a multiparty Parliament, the Turkish Grand National Assembly, which elects the President. In May it elected Ahmet Necdet Sezer President for a 7-year term. After 1999 parliamentary elections, Bulent Ecevit's Democratic Left Party (DSP), the Nationalist Action Party (MHP) led by Devlet Bahceli, and former Prime Minister Mesut Yilmaz's Motherland Party (ANAP) formed a Government with Ecevit as Prime Minister. The military exercises substantial, but indirect, influence over government policy and actionsand politicsin the belief, shared by much of the population according to opinion polls, that it is the constitutional protector of the State. The Government generally respects the Constitution's provisions for an independent judiciary; however, various officials acknowledge the need for legislative changes to strengthen its independence. The 550-member Parliament carries out legislative functions. Election is by proportional representation. To participate in the distribution of seats, a party must obtain at least 10% of the votes cast at the national level as well as a percentage of votes in the contested district according to a complex formula. This "double threshold" or "barrage" mechanism is intended to reduce the likelihood of coalition governments by reducing the number of smaller parties in Parliament.

The narrow coast land and mountain slopes to the north, west and south have wetter and milder winters than the interior as well as moderately hot summers. The interior plateau winters are cold with frost while the summers are hot. Eastern Turkey has bitter cold winters and hot summers. Average annual precipitation in Istanbul is 723 mm (28 inches) while average temperature ranges in Ankara are from -4 to 4 degrees Celsius (25 to 39 degrees Fahrenheit) in January to 15 to 31 degrees Celsius (59 to 88 degrees Fahrenheit) in August. PEOPLE: The principal ethnic majority are the Turks who account for 85% of the population. The largest ethnic minority are the Kurds who account for 11% of the population and are concentrated in the poor areas of the east and southeast. Other minorities include Greeks, Armenians and Jews. DEMOGRAPHIC/VITAL STATISTICS: Density; 75 persons per sq km (194 persons per sq mi) (1991). Urban-Rural; 61.3% urban, 38.7% rural (1990). Sex Distribution; 51.3% male, 48.7% female (1990). The generals are being spurred on by the US to act against the elected government. The established media also support the government. The liberal newspaper Radikal , which is neither radical nor pro-Islamic, called on the AKP to carry on with reforms and disregard pressure coming from the military. Radikal , which belongs to the influential media company Dogan, recently also published a sensational interview, which was unambiguously directed against the military. A Kurd, who was quoted as being non-political, described how he was thrown into jail without reason following the military putsch in 1980. He then described the sadistic torture he had witnessed of his fellow prisoners. However, it has become apparent that all attempts to curry favour with the military are of little use.     By Aisha Labi / ACADEME TODAY: The Chronicle of Higher Education's Daily Report Turkish forces was canceled on Tuesday, a day before it was scheduled to take place at Istanbul's Bogaziçi University. The conference, "Ottoman Armenians During the Decline of the Empire: Issues of Scientific Responsibility and Democracy," was organized by historians from three of Turkey's leading universities, Bogaziçi, Istanbul Bilgi, and Sabanci. The organizers said the conference would have been the first in Turkey on the Armenian question not set up by state authorities or government-affiliated historians. Government officials had pressured the organizers, first to include participants of the government's choosing, then to cancel the event. Armenians, most of whom are Christians, have long said that the killings amounted to genocide, and several European nations have even passed legislation agreeing with this view. With Turkey pressing for admission to the European Union, which would make it the first predominantly Muslim country to join the bloc, the Armenian issue has become freshly contentious. European heads of state have repeatedly raised the subject with Turkey's government, which, despite its eagerness to demonstrate its European credentials, flatly rejects the notion that what occurred amounted to genocide.
