Turkey The supervised restoration of civilian rule began in November 1983 with National Assembly elections for which every candidate needed to obtain military approval. A civilian government with Turgut Özal as prime minister was formed after Özal's Motherland Party (Anavatan PartisiANAP) won a majority of the seats in the new assembly. Özal worked with the president, General Kenan Evren, a leader of the 1980 coup, to reestablish the primacy of civilian authority. By November 1987, martial law decrees had been repealed in most of Turkey except Istanbul and the predominantly Kurdish provinces of the southeast, and the military refrained from interfering in the selection of candidates for National Assembly and local elections. Like its predecessor, the 1982 constitution includes a detailed bill of rights covering the social, economic, and political rights and liberties of citizens. According to Article 5, all individuals are equal before the law and possess "inherent fundamental rights and freedoms which are inviolable and inalienable." However, articles 10 through 15 authorize the government to restrict individual rights in the interest of safeguarding the "integrity of the state" and "the public interest." The government may impose further limitations on individual rights "in times of war, martial law, or state of emergency."

RELATED Erdogan: Man on a mission Opposition for Erdogan PM bid ANKARA, Turkey The new government founded under Turkish Prime Minister Abdullah Gul has won a vote of confidence in the Parliamentary General Assembly. Gul's Justice and Development Party (AKP) government will be the first single-party government in 15 years and promises wide social and economic reforms to meet European Union membership and IMF loan criteria. It won 363 of the 550 seats in the assembly at November 3 elections, so winning the simple majority needed was a formality. A pro-Western moderate, Gul was appointed Turkey's new prime minister earlier this month with a pledge to restore the country's economy and secure EU membership. Gul, 52, graduated from Istanbul University with a B.A. and a Ph.D. in economics, which he later taught.

Demirel picked Yalim Erez, the industry and trade minister, in hopes he could draw wide support from Turkey's bickering political parties and end a three-week-old political crisis. ALSO:
Erez rises quickly in Turkish politics The government of Mesut Yilmaz, who is now acting premier, collapsed last month in a vote of no-confidence over a mafia and corruption scandal. Erez is charged with the task of forging a temporary coalition to lead the country until general elections in April.

Turkish government faces collapse
Ecevit, centre, with deputy prime ministers Ozkhan (left) and Bahceli (right) ANKARA, Turkey (CNN) More key Turkish officials resigned Tuesday from the prime minister's Democratic Left Party as ailing Premier Bulent Evecit attempts to keep his government afloat. Five ministers, including deputy premier Husamettin Ozkan, have quit the party over the last two days. A total of 26 parliament members, including the five ministers, have resigned from the party so far. But Sukru Sina Gurel, who held the Cyprus affairs portfolio, was named by Ecevit Tuesday as deputy prime minister to replace Ozkan, a sign that Ecevit is trying to hang on. Ecevit had been expected by many observers to resign Tuesday. Meetings between Foreign Minister Ismail Cem and Economy Minister Kamal Dervis Tuesday and between those two ministers and Ecevit are expected to signal the future of the government. Ecevit is also meeting with former Prime Minister Tansu Ciller.

Girls as young as 14 could have been subjected to tests
The Turkish Government has rescinded a controversial law that allowed school girls suspected of having pre-marital sex to be given virginity tests. Forced gynaecological examinations were common practice under the old law until five students attempted suicide by taking rat poison rather than be subjected to the test. Despite the high value placed on virginity in Turkey the tests were regarded as abhorrent by women's and human rights groups. Correspondents say the issue highlighted a sharp division of attitudes in the cities, where many unmarried women live with their boyfriends, and the countryside, where dowries remain an important source of income and relatives sometimes kill girls suspected of losing their virginity. Wording changed No such tests are thought to have been carried out since January 1999, when the justice minister ordered a halt to them, unless they were specifically ordered by a judge to provide evidence in a criminal case.

    H istory is ironic. Finally, the European Union (EU) may be about to give Turkey the prize it is sought for a half-century: a promise of full membership in that organization and thus in Europe. Yet the prize is being given to an Islamic, partly Islamist, party rather than the secular nationalists who have long striven for that goal. If in December the EU finally assures Turkey of eventual admission and sets a timetable, the ruling party will benefit in consolidating a more Islamic Turkey. In short, many years of stalling Turkish membership from fear of having an Islamic-oriented state inside Europe, the EU is actually promoting that outcome. A second irony is the results of Europe's "democratization" program in Turkey. Of course, Turkey was already a democracy but the EU demanded as a membership price further moves in that direction. Laws were revised expanding citizen rights while the military's power was reduced. This lowered the army's ability to act as guardian of a secular republic, removing a major constraint on the government's Islamicizing program. The other lost restraint is the failure of the opposition. The Islamic government gained a two-thirds' parliamentary majority with less than one-third of the vote. Four major political parties fell just under the minimum number of votes needed to gain seats, leaving only one opposition party represented.

    The Canadian Chancery building is located on Cinnah and Ahenk Streets in a prestigious embassy/residential district of Ankara. The project includes administrative offices, public areas for visas etc., display and assembly areas, staff amenities and parking. The building takes advantage of a sloped site to provide distinct entries for formal drop-off and for visa application areas. All public spaces are organized around a two storey, skylit atrium. A series of landscaped terraces integrate the building into the site while creating attractive exterior gardens.
    The new Chancery is envisioned as a landmark, representing Canadian design excellence, and will convey a feeling of openness and accessibility to all those who visit or work within the building.
    NORR executed the work in association with Sahinbas Fikirlier Architects of Ankara.

    RECENT DEVELOPMENTS
    Turkey has experienced a strong recovery from a severe economic contraction it experienced in 2001 due to a devastating financial and currency crisis. During 2004, Turkey's real gross domestic product (GDP) grew by a rapid 8.9 percent, with an inflation rate of 8.6 percent. For 2005, real GDP growth is forecast at 5.6 percent, with inflation of 8.0 percent. Unemployment was running around 11.7 percent in the first quarter of 2005, down from 12.4 percent in the first quarter of 2004. Despite the positive signs seen recently, Turkey continues to face numerous economic challenges, including: a large "underground" economy; sharp income inequalities; a large, inefficient state sector; overly complicated legal and administrative procedures; a relatively inhospitable foreign investment climate; and a stalled privatization program. In addition, Turkey's desire to join the European Union (EU) has increased political debate over such issues as rights for ethnic Kurds, the death penalty and human rights, emergency rule in four eastern provinces, economic reform, and democracy in general.

Turkey's government has recently enacted major constitutional reforms to render Turkey a more attractive candidate for full European Union membership in 2004. These reforms are the sixth and seventh in a series of harmonization packages enacted since February 2002 to conform to the EU's Copenhagen Criteria The current Turkish government is run by the Justice and Development Party (AKP) . Controlling over two-thirds of parliament, the AKP can forgo rule through coalition and has a large enough majority to legislate over a Presidential veto. This kind of absolute parliamentary majority is novel in Turkish politics, suggesting further EU-oriented democratic liberalization will occur even more smoothly. AKP, however, is an Islam-affiliated successor to a much more extreme Islamist party unseated by the military in 1997 and outlawed in 1999 for challenging Turkey's constitutionally secular character.

    Special to The Christian Science Monitor ISTANBUL, TURKEY Ayfar Yuceer would never tie the knot with someone who didn't respect her as an equal. But, she says, it's nice to know that her convictions will soon have the force of law behind them. More than 75 years after Turkey became a secular state, the government is quietly adjusting its civil code to recognize men and women as legal equals. In changes likely to be accepted this week, the code will no longer designate men as the heads of household or leave women with next to nothing in divorce settlements. While women have long had the right to vote, and Turkey is one of the only Muslim states to have had a female prime minister, these adjustments have been a long time coming, women's rights groups say. its civil code, passed in 1926 by Turkey's infant Republican government, contained a number of important advances for women. They were granted equal rights to divorce, equal authority over their children, and equal access to education. But in the three-quarters of a century since, Turkey's laws have stood still on women's equality. Many of the new changes are uncontroversial. A few merely bring the law into line with current practice. One article, which requires women to seek their husbands' permission to work, already was struck down in 1994 by the constitutional court.
