Web posted at: 3:34 p.m. EST (2034 GMT) ANKARA, Turkey (CNN) Turkish President Suleyman Demirel began the search for a new government on Wednesday after Prime Minister Mesut Yilmaz's minority coalition collapsed through a no-confidence motion over corruption allegations. "The President has accepted my resignation and asked the coalition to stay in power until a new government has been formed," Yilmaz told reporters after he submitted his resignation. Parliament Speaker Hikmet Cetin said 314 deputies in the 550-seat chamber had backed a censure motion accusing Yilmaz of corrupt dealings in the sale of a state-owned bank. Yilmaz has denied the allegations. His administration was the fifth to collapse in three years and its demise will likely deal a blow to efforts to reduce an annual inflation of 62 percent and curb government debts. Some analysts say the latest political upset will also further delay a key privatization campaign.

Yalim Erez, who had hoped to become Turkey's next prime minister, suffered a major setback in the deeply divided parliament on Monday when ex-premier Tansu Ciller said she would not support him. "As I was working towards setting up a government, it became apparent that another alternative government could be formed... What's important is that Turkey does not stay without a government and that is what has happened," Erez said. Political uncertainty has dealt a blow to Turkey's ambitious privatization program and hindered attempts to restructure debt and reform finances.

A civilian government with Turgut Özal as prime minister was formed after Özal's Motherland Party (Anavatan PartisiANAP) won a majority of the seats in the new assembly. Özal worked with the president, General Kenan Evren, a leader of the 1980 coup, to reestablish the primacy of civilian authority. By November 1987, martial law decrees had been repealed in most of Turkey except Istanbul and the predominantly Kurdish provinces of the southeast, and the military refrained from interfering in the selection of candidates for National Assembly and local elections. Turkey is a parliamentary democracy. The Turkish Grand National Assembly (TGNA), elected by all citizens over 19 years of age, is the direct descendant of the congress assembled by Ataturk during the War of Independence to act as the legitimate voice of the Turkish people in place of the sultan.
The president, elected by the TGNA from among its members, serves for one seven year term and is supposed to be `above politics', and symbolise the nation. He or she is the head of state, with important executive powers and responsibilities. The true head of government, who decides its policies and directions, is the prime minister. However, recent presidents (Ozal and Demirel) have informally expanded the powers of the presidential office and have been accused at times of having used the office with partisan effect. The prime minister is appointed by the president to form a government, and thus is almost always the head of the majority party, or of a likely coalition. The judiciary, though theoretically independent, has in many instances been influenced by current
government policies.

Family planning services have expanded considerably since the mid-1960s. A primary focus has been on educating couples about the material and health benefits of both limiting and spacing births. The Ministry of Health adopted the 1978 International Congress on Primary Health Care recommendations that family planning be combined with maternal and child health services and undertaken in cooperation with state hospitals, maternity hospitals, health centers, and clinics in both urban and rural areas. In addition to its support of public education about family planning, the ministry has solicited the cooperation of volunteer associations and international organizations to promote its programs. But despite concerted government efforts to encourage smaller families, Turkey's birth rate between 1965 and 1994 declined at a relatively slow pace, falling only from thirty-three to twenty-eight births per 1,000 population. Concern about the continuing high birth rate prompted the Ministry of Health in 1986 to launch a new population control campaign that concentrated on rural areas, where the fertility rate was highest. The campaign included the construction of new health clinics, the expansion of centers training medical professionals in family planning counseling, and the enlistment of private-sector cooperation in the distribution of birth control information and materials in factories. Private businesses established the Turkish Family Health and Planning Foundation, which has supplemented the state's population control efforts since 1986 through its financial support for special training programs and nationwide television advertisements.

Ecevit said the government would not resign over the crisis ANKARA, Turkey (CNN) Turkey's financial markets face a test of confidence as they attempt to weather the bitter public row between president and prime minister. The government is tasked with regaining the confidence of the markets and international donors as panicky investors drained nearly $5 billion from central bank reserves. Prime Minister Bulent Ecevit stormed out of a National Security Council meeting with military and political leaders on Monday saying President Ahmet Necdet Sezer had insulted him, sparking the crisis. AUDIO CNN's Ercan Kumcu: Abnormally high interest rates AIFF or WAV sound Turkish press was scathing in their reaction and said the row would cost Turkey dear as the country struggles to recover from an earlier financial crisis. "We are going to do everything possible to make sure this will not lead a new economic crisis," Ecevit said, ruling out the possibility that his government would resign.

GOVERNMENT AND POLITICAL CONDITIONS
The 1982 Constitution, drafted by the military in the wake of the 1980 coup, proclaims Turkey’s system of government as democratic, secular, and parliamentary. The presidency’s powers are not precisely defined in practice, and the president’s influence depends on his personality and political weight. The president and the Council of Ministers led by the prime minister share executive powers. The president, who has broad powers of appointment and supervision, is chosen by Parliament for a term of 7 years and cannot be reelected. The prime minister administers the government. The prime minister and the Council of Ministers are responsible to Parliament.
The 550-member Parliament carries out legislative functions. Election is by proportional representation. To participate in the distribution of seats, a party must obtain at least 10% of the votes cast at the national level as well as a percentage of votes in the contested district according to a complex formula. The president enacts laws passed by Parliament within 15 days. With the exception of budgetary laws, the president may return a law to the Parliament for reconsideration. If Parliament reenacts the law, it is binding, although the president may then apply to the Constitutional Court for a reversal of the law. Constitutional amendments pass with a 60% vote, but require a popular referendum unless passed with a two-thirds majority; the president may also submit amendments passed with a two-thirds majority to a popular referendum.
