    This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
    Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
    Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
    Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
    Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
    Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

    "We are not only distressed that the Turkish government made this insincere gesture to international opinion, but that it is now compounding the farce but putting Birdal back in prison," said Holly Cartner, executive director of the Europe and Central Asia Division.
    Birdal was imprisoned on June 3, 1999, for a speech he made three years earlier calling for "peace and understanding." On March 28, 2000, he was deemed to be in sufficiently good health to resume prison life and was returned to Ankara Central Closed Prison to serve the remainder of his twelve-month sentence. He was convicted for "inciting racial hatred" under article 312 of the Turkish Penal Code, which provides for sentences of up to three years for incitement to hatred on grounds of race or religion.
    In advance of the Helsinki Summit, the Turkish government repeatedly gave assurances that it was firmly established on the road to reform. In January, after Turkey's E.U. candidacy was approved, the State Minister Responsible for Human Rights Mehmet Ali Irtemcelik announced a list of "short term aims" which included easing restrictions on free expression. Nothing, however, has been done. Akin Birdal, in undeniably fragile health after a near fatal shooting attack in 1998, is paying the price for the government's failure to keep its promises.

    GOVERNMENT The 1982 Constitution provides for a system of State Security Courts to deal with offenses against the integrity of the state.     Turkey government proposes higher taxes to deal with quake

    ISTANBUL, Turkey (AP) - The Istanbul stock exchange plummeted today on its first day of trading since an earthquake devastated the country's industrial heartland, and Turks questioned government plans to raise taxes to repair damage. ``We Don't Trust'' the state, the daily Radikal said in the headline of a story that questioned whether the new tax money would be funneled to contractors tied to political parties. Many Turks claim the high death toll, which reached 13,009 today with 26,000 injured, is in part due to shoddy construction by contractors who paid off officials to ignore building codes. Parliament's budgetary committee approved a proposal late Wednesday that would raise taxes and impose extra charges on mobile phone calls. The plans must now be approved by the full assembly. The Hurriyet newspaper reported that some customers were returning their cellular phones following the proposal of a new 25 percent surcharge on monthly bills. It did not say how many customers had returned their phones. Cigarette and alcohol taxes are also expected to rise from 15 percent to 23 percent.

    An attempt by the Allied powers and Greece to partition the country following World War I (1914-1918) precipitated the Turkish War of Independence, led by Ataturk. The Turkish Republic was proclaimed on October 29, 1923. Modernization efforts followed, such as abolishing the religious courts in 1924. Women gained the right to vote in 1934. The multiparty era began in 1946, when the newly founded Democratic Party won 62 seats in parliament, joining the Republican People’s Party. In 1950, the Democratic Party won the national elections. Increasing interparty tensions created a crisis in which a military junta seized power and governed from 1960 to 1961. A new constitution was adopted in 1961, and general elections followed. No clear majority emerged, however, and a series of coalition governments were formed by various parties. Following a period of economic uncertainty and political violence in the 1970s, a second junta in 1980 established martial law and dissolved all political parties. A new constitution was ratified by popular referendum in November 1982, and civilian government was restored at the end of 1983. deeper links
