Groups claiming indigenous status include the Tuareg, Bororo, Wodaabe, Tubu (Teda and Daza) and Mbororo. The Bororo, Wodaabe and Mbororo are all part of the larger Peul / Fulani language and culture group in West Africa. They are the groups who most adhere to their traditional nomadic culture and identity. The claim for collective rights as indigenous peoples arises from the marginalisation of Saharan nomads, first under colonialism and then later by independent states, all of which are dominated by sedentary agricultural peoples living in the South. Other extremely vulnerable groups include the Bassari hunters of Senegal and the Nemadi hunters of Mauritania. Today, there are still unresolved tensions in the region. There has been symbolic representation of nomads in the political systems of several countries, but there has been no serious effort to address the issue of creating substantive democracy that meets the needs of nomads and sedentary peoples, and the ongoing economic marginalisation of the north.

REPORT - 2004 Since November 2003, the United States of America (USA) has been conducting a military and political campaign in the Sahara that threatens the lives and livelihoods of the indigenous peoples of that region. The stated aims of the Pan Sahel Initiative (PSI) are to fight against Al Qaeda affiliated terrorist training allegedly taking place in several Saharan states. PSI is intended to improve the military and border-security capacity of West Africa states that do not traditionally co-operate on intelligence sharing and border management. PSI includes both US military personnel on the ground in West Africa as well as substantial financial assistance to particular Sahelian states to improve their control of Saharan border areas. The Indigenous Peoples of Africa Co-ordinating Committee (IPACC) has put together this report to help raise awareness of the risks that PSI poses to the lives of indigenous peoples. The Sahara has been a theatre of conflict between the indigenous nomadic peoples and the governments in the area for decades. Mali and Niger , notably, committed extreme human rights abuses against indigenous peoples between 1991 - 1995. Rather than attempting to improve the relationship between economically and culturally vulnerable peoples of the Sahara, the US initiative is placing indigenous peoples in a more vulnerable situation with a strong likelihood of renewed human rights abuses by respective Sahelian armed forces.

    "Doctrines of Dispossession" - Racism against Indigenous peoples
    Historians and academics agree that the colonization of the New World saw extreme expressions of racism - massacres, forced-march relocations, the "Indian wars", death by starvation and disease. Today, such practices would be called ethnic cleansing and genocide. What seems even more appalling for contemporary minds is that the subjugation of the native peoples of the New World was legally sanctioned. "Laws" of "discovery", "conquest" and "terra nullius" made up the "doctrines of dispossession", according to Erica Irene Daes, chairperson/rapporteur of the United Nations Working Group on Indigenous Populations, in a study on indigenous peoples and their relationship to land. These "doctrines of discovery" provided the basis for both the "law of nations" and subsequent international law. Thus, they allowed Christian nations to claim "unoccupied lands" (terra nullius), or lands belonging to "heathens" or "pagans". In many parts of the world, these concepts later gave rise to the situation of many Native peoples in the today - dependent nations or wards of the State, whose ownership of their land could be revoked - or "extinguished" at any time by the Government.
