Truman as President. top On the death of Roosevelt in April 1945, Truman succeeded to the presidency. Although he was a veteran politician and legislator, Truman had no experience in foreign affairs. The ailing Roosevelt had not prepared him to take over a foreign policy that called for using the atomic bomb to bring the war with Japan to a close and for continuing cooperation with the Soviet Union, a U.S. wartime ally.

Domestic affairs. top Truman saw his narrow victory as a mandate for an ambitious legislative program, which he called the Fair Deal. During his second term, however, he was frustrated in his attempt to obtain civil rights legislation, federal aid to education, and a repeal of the Taft-Hartley Act, as well as his efforts to set up a public power project and a national health insurance system. He did manage to hold the line on such basic New Deal items as subsidies to farmers, public housing, social security, and the minimum wage. Truman chose not to seek renomination in 1952 and retired to Independence, where he resided until his death on Dec. 26, 1972.

Missouri History
Harry S Truman
A 50th Anniversary
Commemoration of
His Presidency
by Robert H. Ferrell No Missourian, nor for that matter, any citizen of any of the 50 states, needs reminding that half a century ago a Missourian became president of the United States. But the passage of 50 years does give opportunity to reflect upon what Harry S Truman brought with him to the White House in 1945 and what he accomplished in the momentous eight years that followed.
A Missouri Upbringing
As for what he brought, it was assuredly his varied background and experiences from Missouri: growing up on a series of Missouri farms, living for a while in Independence and then for three years 1903 06 in Kansas City. Remembering his sudden rise to power and his prominent political role during World War II, people often forget that Truman served a remarkable political apprenticeship as well as a county judge and Senator before reaching the vice presidency in January 1945. These experiences shaped his character and prepared him for what, three months later, was to come.
All of these things, but perhaps especially the farm, influenced Truman. As his mother once remarked, "It was on the farm that Harry got his common sense. He didn't get it in town." Truman was born in 1884, in the farm community of Lamar, 120 miles south of Kansas City, but his parents soon moved from the village to the farm. Although he lived and attended grade and high school in Independence, the later president returned to his grandparents' farm in 1906 and remained there until he left for France and World War I in 1917. He often spoke of himself as a farm boy. One can almost see him in those farm years before the war, walking or riding behind horses or mules or both, or engaged with a hoe, cleaning out the corn rows.

In 1890, the year the Little White House was built, the Trumans moved to Independence. His poor eyesight prevented Truman from participating in sports but led him to two of his greatest passions, reading and music. An avid reader, he was proud of the fact that he had read every book in the Independence Public Library. Truman was also a fine musician, playing the piano. An excellent student, Truman's parents were unable to afford college for Harry and his eyesight prevented him from attending West Point. Following his high school graduation in 1901, Truman worked at a variety of jobs including farming, oil drilling and banking In 1917, with World War I in full force, Truman joined the Army. He served in France and left the army as a Captain in May of 1919. One month later, he married Elizabeth Wallace.
After failing in the haberdashery business, Truman ran for judge in Jackson County, MO. In 1924, he ran for re-election and lost, the only election he ever lost. In 1926 he was again elected judge, a post he held until 1934 when he ran for the U.S. Senate. Truman remained in the Senate until President Franklin Roosevelt tapped him as his running mate for his fourth term in 1944.

Born May 8, 1884, in a downstairs bedroom of a small frame house in Lamar, Harry Truman was the son of John Anderson and Martha Ellen (Young) Truman. The Truman Birthplace, which the family occupied until Harry was 11 months old, was built between 1880 and 1882. The Trumans purchased the 20 by 28-foot house as newlyweds in 1882 for $685. "Our First Line of Defense" Presidential Reflections on US Intelligence (U)
Center for the Study of Intelligence
HARRY S. TRUMAN
(Portrait) President Truman was conscious of rivalry among US intelligence organizations both during and after World War II. He realized that reorganization was necessary and that a reorganization plan needed to be developed, from competing proposals, which would not exacerbate these rivalries. The following reflects President Truman's thinking on the subject prior to the establishment of the Central Intelligence Group in 1946 and ultimately of the Central Intelligence Agency in 1947.
"I CONSIDERED IT VERY important to this country to have a sound, well-organized intelligence system, both in the present and in the future. Properly developed, such a service would require new concepts as well as better trained and more competent personnel . . . it was imperative that we refrain from rushing into something that would produce harmful and unnecessary rivalries among the various intelligence agencies. I told Smith (Director of the Bureau of the Budget) that one thing was certainthis country wanted no Gestapo under any guise or for any reason." President Harry S. Truman

Harry S. Truman, 34th Vice President (1945) I enjoyed my new position as Vice-President, but it took me a while to get used to the fact that I no longer had the voting privileges I had enjoyed for ten years as a senator. When Democratic party leaders determined to dump Vice President Henry Wallace from the ticket in 1944, they looked for a suitable replacement. They considered Wallace too unpredictable to serve another term under Roosevelt, whose health had visibly declined during the Second World War. There was no shortage of candidates: Majority Leader Alben Barkley , presidential assistant James F. Byrnes, Supreme Court Justice William O. Douglas, and others advertised their availability. But the nomination went to someone who did not want it. Missouri Senator Harry S. Truman had committed himself to nominating Byrnes. When a reporter asked why he did not become a candidate himself, considering that the next vice president might likely "succeed to the throne," Truman shook his head and replied, "Hell, I don't want to be President." Harry Truman felt content to stay in the Senate, where he had spent the happy years. A Farm Boy at Heart Farming meant hard work and isolation. Nor did it produce sufficient income for Harry to marry his childhood sweetheart Elizabeth (Bess) Wallace. Truman proposed in 1911, but Bess turned him down. Undaunted, he pursued the courtship for another eight years. After long days on the farm, Harry devoted his evenings to practicing the piano and reading history. He had other dreams as well: as a boy, he and his father had attended the Democratic National Convention in Kansas City in 1900 and watched William Jennings Bryan be nominated a second time for president. The "Great Commoner" always remained one of his heroes. Truman's father loved politics. "Politics is all he ever advises me to neglect the farm for," Harry wrote to Bess.
