About Us
In September 1999, Chief Judge Jeremiah S. Jeremiah established the State’s first Truancy Court at Hope High School, in the City of Providence. During the first school year 2000/2001 we expanded the Truancy Court to Woonsocket, Central Falls, Pawtucket and Newport. This school year 2001/2002 we have established Truancy Courts in Cranston, Warwick, West Warwick, Bristol/Warren, Smithfield, Johnston, Foster/Glocester and added two additional middle schools in Providence. Once a truancy petition is filed in the Juvenile Clerk’s Office it is immediately docketed for the Truancy Court Calendar, and the petition is heard within two – three weeks. Parents are summoned to appear in The Truancy Court located at the school. All truant children are arraigned separately and given the choice to either have their case set down for trial on the Family Court Delinquency Calendar or have their case monitored weekly by the Truancy Court. If a child/parent(s) choose monitoring over a trial, the child and parent(s) are seen weekly by the Truancy Court Magistrate. Attendance, academic performance and behavioral issues are reviewed each week. School personnel or community mental health organizations assess children who exhibit poor attendance or continue having behavioral problems.

Dealing with truancy
  • A Youth Justice MORI survey of young people in 2002 shows that those who play truant are more likely to offend than those who do not, with two-thirds (65 per cent) of truants having offended, versus less than a third (30 per cent) of those who have not played truant.
In part, at least, for these reasons, the overall national target is to reduce truancy by 10 per cent from the 2002 position, and there are currently many schemes and approaches designed to discourage truancy and encourage school attendance. Since May 2002 the DfES has organised nationally coordinated truancy sweeps with follow-ups by individual LEAs, and fast tracks to prosecution for parents of persistent truants. Truancy receives a focus in many legislation and guidance documents, not least in the Anti-Social Behaviour Bill that began its passage through Parliament on 27 March 2003. This bill will introduce parenting contracts for truancy and misbehaviour, parenting orders for serious misbehaviour in schools and penalty notices for truancy. These are designed to reiterate the fact that responsibility for school attendance and behaviour rests with parents. Indeed, failure to see that a child enrolled in school attends on a regular basis is already a criminal offence for parents.
What individual teachers can do
  • While attendance figures for the school generally will be analysed by the senior management team, as a teacher you can keep a close eye on your own personal attendance records for the classes that you teach. Can you see any patterns emerging for any individuals?

The Guidance Department is comprised of school psychologists, school adjustment counselors, guidance counselors and bi-lingual counselors. A consulting psychiatrist also provides services to students. The mission of the Brockton Public Schools Guidance Services Department is to provide a comprehensive and developmental guidance and counseling program that promotes resilience and excellence in education. The program assists students to develop into confident, independent and productive members of our wider community. Confidentiality is extremely important in the student-counselor relationship. It is vital that the student is informed that material shared in the counseling session remains confidential. It is the counselor's professional responsibility to limit access to personal information to those who have a "need and right to know". In the Commonwealth of Massachusetts, the confidentiality rights of a student under the age of eighteen reside with the parent or legal guardian. The goals of our department are formulated to
  • help students develop the ability to make carefully considered decisions in personal, social, career and educational matters.

Philosophy
School attendance has a direct impact on a student's level of academic achievement. In order to make the most of one's educational opportunity a student must have consistent, punctual, daily attendance. It is primarily the responsibility of the student to achieve daily, punctual attendance as directed by the Utah Compulsory Education Act, U.C.A. 53A-11-101 et. seq. Parents or guardians and school officials share a responsibility to make earnest and persistent efforts to resolve attendance problems. A parent or guardian is always welcome and is encouraged to call or visit the school for current attendance information regarding his/her student. Parents/guardians are also encouraged to monitor student attendance by accessing the District web site on the Internet (www.Nebo.edu). Attendance Requirement
Students are required to attend each class, on time, every school day, unless properly excused.
Repeated truancy, on or off campus, will result in truancy citations, suspension, detention, truancy school referral, Juvenile Court referral, alternative placement, Board release, or other interventions.

Comprehensive School Guidance Program Introduction
Program Delivery

Program Components
Introduction At Topsail Elementary guidance programming is preventative and developmental in nature, focussing primarily on the healthy growth of all children in the school community. Growth is a holistic term, allowing guidance to address the following developmental domains:
  • Self : Self-acceptance, self-understanding, self-discipline, self-appraisal, and self-direction. Confident, assertive, independent children learn to assume personal responsibility for learning. They respect themselves and their accomplishments;
  • Social : Children must learn that they are partly responsible for the collective good, that their behavior impacts on the wellbeing of others. Cooperation, respect, social problem solving, and conflict resolution are key elements in guidance programming.
  • Cognitive : Problem solving, decision making, acquiring / using knowledge, and learning-to-learn are central to a successful school experience.
  • Career : Knowledge of the world of work begins in the primary-elementary environment. Children must learn the value of education in preparing for adult life, and to appreciate terms such as technological change and life-long learning.
