The following is excerpted from the Final Evaluation Report of the Truancy Prevention Through Mediation Program for the 2000 - 2001 school year, for programs established in Butler, Delaware, Franklin, Lawrence, Lucas, Ross, and Stark Counties. The data was evaluated and the report produced by Luminesce Consulting, Columbus, Ohio.
The Truancy Prevention through Mediation Program
During the 2000-2001 school year, the Truancy Prevention through Mediation Program was utilized in seven counties and 58 elementary and middle schools. In total, over 1,700 mediations were scheduled this school year. In each of the counties, a significant reduction in the number of absences and tardies was demonstrated for those students/families that participated in the program. Furthermore, Truancy Prevention through Mediation Program participants had extremely positive outlooks regarding their satisfaction with the mediation, feeling validated during the mediation, and recognizing mediation as a viable tool for resolving similar issues in the future.
As indicated above, the purpose of the mediation is to come to an agreement which addresses the root cause[s] of the student's attendance problem. With the help of the neutral mediator, the parent or guardian and the school representative - usually the student's teacher - reach that agreement. The parties were able to design appropriate resolutions for all the issues an average of 86% of the time, and on at least some of the issues over 90% of the time.

Approximately 3,500 students in Pittsburgh, Pa., are absent each day, and about 70 percent of these absences are unexcused?
There are approximately 4,000 unexcused absences every day in Milwaukee, Wi.?
An average of 62,000 students are absent each day across the Los Angeles Unified School District, and only half return to school with written excuses?
Truancy, or unexcused absence from school, has become a major problem in communities across the nation. While creating an obvious threat to students' academic progress, truant behavior also serves as a strong indicator of dysfunction in many other domains of a young person's life (e.g., peers, family, community). Left unaddressed, truancy can contribute to myriad problems during the school years and into adulthood. According to the Manual to Combat Truancy , prepared by the U.S. Department of Education in collaboration with the U.S. Department of Justice, "Truancy is the first sign of trouble; the first indicator that a young person is giving up and losing his or her way. When young people start skipping school, they are telling their parents, school officials and the community at large that they are in trouble and need our help if they are to keep moving forward in life."
This event is designed to enhance your understanding of truancy and provide you with the information you need to promote school attendance among students in your communities. It will run for two weeks, from Monday, May 3 through Friday, May 14. During the first week, National Center staff will facilitate the on-line discussion among event participants on a regular basis. This means that staff will monitor and contribute to the discussion several times each day and provide daily summaries of participants' questions and comments. The second week is primarily intended for participants to continue their exploration of event resources as well as any discussions with fellow coordinators that began the week before; Center staff will provide periodic facilitation during the second week of this event.

A. "Absence" means a student's non-attendance at school for one school day or part of one school day. B. "Certified mail" means notification sent through the U.S. Post Office, that requires a signature of acceptance for the letter. A signed receipt notifies the sender that the letter was accepted. C. "Excused absence" means a student's absence from school for a reason identified by the school or district as reasonable such as: (1) illness;

Truancy Prevention Programs
YSI provides a number of truancy prevention programs for children and families in West Philadelphia. Social workers work with families, schools, and the legal system to address problems which cause truancy, so that students can successfully return to school. YSI hires Parent Truant Officers (PTOs) to help with this process.
TRUANCY PREVENTION PROJECT
This program serves families whose children are truant (more than 25 days of unexcused absences) or at risk of truancy (8-24 days of unexcused absences).Operated in conjunction with the regional truancy court at West Philadelphia High School, the program offers:
  • Truancy Court Program support services to families in the (former) West Philadelphia, University City, and Overbrook clusters.
  • In-home services, in-school advocacy, in-court advocacy, case management and community-based referrals to families to prevent re-entry into the court system
  • Ongoing coordination of resources in West Philadelphia
  • Limited transportation assistance
ATTENDANCE/TRUANCY INTERVENTION PROGRAM SUPPORTS (ATIPS)
and PARENT TRUANT OFICERS (PTOs)
Parent Truant Officers (PTOs), are adults in the community who, in collaboration with the School District of Philadelphia, work to increase school attendance and reduce truancy. Services are provided to families with children who are truant 3-11days. Services include: phone calls, home visits, school visits, and referrals to resources and truancy prevention programs.

Pittsburgh’s SS/HS Initiative Uses Social Marketing To Stem Truancy For grantees considering using social marketing as a way to support their Safe Schools/Healthy Students (SS/HS) initiatives, Pittsburgh’s anti-truancy campaign offers lessons on the importance of planning, patience, and flexibility. A 1999 SS/HS grantee, the school district of Pittsburgh learned that success is possible—even for SS/HS grantees just learning the ropes in communications and social marketing. How to use the Pittsburgh initiative’s communications resources was an open question when Cheryl Pinto, the SS/HS project assistant, and Erica Jones, a Steering Committee member, attended a Communications Institute held by the SS/HS Communications Team in Reno, NV, in 2001. Asked to detail a communications plan for their SS/HS initiative, the duo reasoned that truancy was a natural focus. According to Ms. Jones, “It was something we could enhance.”

A necessary part of academic success at every grade level is regular school attendance. Truancy has been clearly identified as one of the early signs of future delinquent behavior, social isolation, and educational failure. As indicated in South Carolina State Board of Education Regulation 43-274, Student Attendance, “The State Board of Education recognizes that truancy is primarily an educational issue and that all reasonable corrective actions should be undertaken by the school prior to resorting to the juvenile justice system.” Thus truancy prevention and intervention should be accomplished initially at the individual school level.
