The Department of the Treasury soon will unveil a plan for taxing digital content sold and delivered over the Internet to overseas buyers. The new tax policy, currently applied only to over-the- Net sales of software but next year expanding to include all digitized content, would eliminate the double taxation companies now face: They have to pay taxes to the U.S. and foreign governments for goods sold abroad. "The proposed regulations would say that downloading software in Germany as a single copy is analogous to a sale of goods and only taxable in the U.S.," said Treasury attorney Bruce Cohen, leading the team of experts now finalizing the rules that will be issued by year-end. "In the future, you would not have to pay foreign income tax."

    U.S. [LatelineNews: 2005-8-9] WASHINGTON - The Bush administration expects China will continue to move toward greater currency flexibility even though the steps taken so far have been small, a top Treasury Department official says. Tim Adams, Treasury's undersecretary for international affairs, said China probably has done enough to avoid being branded a currency manipulator when Treasury issues its next review in October. Adams noted that in its April report, Treasury had warned that China likely would be targeted as a currency manipulator in the next review unless there was a substantial change in current trends. ``I think you have to argue that the change in currency regime is a significant step and one of which is the beginning of a long-term process which I think is appreciated in this building and is probably appreciated more on the Hill (Congress) than many want to admit,'' Adams told reporters on Monday.

World UPDATED: 09:59, August 25, 2004 US Treasury Dept takes action against two foreign banks US Treasury Department said Tuesday it has proposed to cut two foreign banks off from the US financial system. The public and other interested parties will have a chance to weigh in before final action is taken. The two banks, the First Merchant Bank of the Turkish Republic of Northern Cyprus and Infobank of Belarus , were suspected of money laundering and one of them was accused of helping Saddam Hussein use funds from the United Nations' oil-for-food program. Infobank "laundered funds for the former Iraq i regime of Saddam Hussein that were derived from schemes to circumvent the United Nations' oil-for-food program, including illegal surcharges and inflated contracts," the department said in a statement. The department said that the First Merchant Bank "has been used as a conduit for the laundering of fraudulently obtained funds" and that individuals who own, control and operate the bank "have links with organized crime and apparently have used First Merchant Bank to launder criminal proceeds."

    Excerpted from a July 3, 2001 New York Times article by Paul Zielbauer: Five flags surrounded Lincoln's box in Ford's Theater — three American flags and two Treasury Guard flags, the only two such flags issued by the department. The discovery means that three of those five are now accounted for, Civil War historians said. A bloodstained American flag, which was used to cushion the head of the mortally wounded president, was discovered and verified in Pennsylvania in 1998. It is now in the collection of the Pike County Historical Society. The other Treasury Guard flag, a blue banner that hung from a pole several feet to Lincoln's right on the opposite side of the theater box as the flag discovered in Hartford, is in the Ford's Theater National Historic Site in Washington.
    Hours before Lincoln was to arrive at the theater for a production of "Our American Cousin," James R. Ford, the theater manager, sent workers scrambling around Washington to find flags to adorn his presidential box. They found one American flag, now lost to history, at a local bookshop, and the two Treasury Guard flags at the United States Treasury.

    Suspicious letter prompts closing of Treasury Dept. mail facility
    By Major Garrett CNN Washington Bureau WASHINGTON (CNN) The Treasury Department's off-site mail facility was closed Friday night for environmental testing after an employee there found a suspicious letter with a Trenton, New Jersey, postmark, CNN has learned. In addition to carrying the Trenton postmark, the letter also had "unusual" writing on the outside, two government sources familiar with the investigation said. A mailroom worker flagged the letter for both reasons, they said. The letter was not addressed to Treasury Secretary Paul O'Neill or any senior Treasury Department officials, the government sources said. The off-site mailroom will be closed until tests on the letter are complete, said Michelle Davis, spokeswoman for the Treasury Department. Those tests could be finished as early as Saturday, she said. The letter did not appear to contain anything suspicious inside and was not lumpy or in any way misshapen, Davis said. The letter was turned over to the Federal Protective Service, the agency that provides security for government buildings outside the White House grounds.

    The Office of Foreign Assets Control ("OFAC") of the US Department of the Treasury administers and enforces economic and trade sanctions based on US foreign policy and national security goals against targeted foreign countries, terrorists, international narcotics traffickers, and those engaged in activities related to the proliferation of weapons of mass destruction. OFAC acts under Presidential wartime and national emergency powers, as well as authority granted by specific legislation, to impose controls on transactions and freeze foreign assets under US jurisdiction. Many of the sanctions are based on United Nations and other international mandates, are multilateral in scope, and involve close cooperation with allied governments.
