The penalty is a £30 fixed penalty or up to £1,000 on conviction in court (£2,500 for drivers of goods vehicles, buses or coaches). Drivers still risk prosecution (for failure to have proper control) if they use hands-free phones when driving. Q1. What does the regulation say about hand-held phones?
The use of a hand-held phone or similar hand-held device while driving is now prohibited. A hand-held device is something that "is or must be held at some point during the course of making or receiving a call or performing any other interactive communication function".
A device is "similar" to a mobile phone if it performs an interactive communication function by transmitting and receiving data. Examples of interactive communication functions are sending and receiving spoken or written messages, sending or receiving still or moving images and providing access to the internet.

This study examined views of drivers on Washington's Capital Beltway from 1994 to 1997 in a series of focus groups. In 1997, aggressive driving had become one of the major concerns of motorists. In January 1999, NHTSA held a national symposium consisting of law enforcement, prosecutors and members of the judiciary to solicit ideas for developing guidelines for law enforcement and the judiciary for charging and sentencing, treatment of offenders and materials to increase awareness of the issue. An Implementation Group comprised of the Symposium Moderators has been formed to develop a National Aggressive Driving Action Plan and to review and prioritize the recommendations made at the Symposium. The first meeting of this Group assembled in Washington DC on July 30, 1999. The Aggressive Driving and the Law Symposium Summary of Proceedings, containing participants' findings and recommendations, is available and on the NHTSA web site.

In Sweden, just one beer or glass of wine can land a driver in jail for up to six months. So when Volvo asked the Swedish government to waive the country's strict drunken driving laws to allow its test drivers to imbibe on the job, people noticed. Volvo is in the midst of testing a new technology designed to allow a car to take control of steering when a driver's reaction time is slowed because of intoxication or fatigue. The new safety system is still at the development stage and the company will not provide additional details other than to say it’s all about preventing accidents. If the request is granted, it would be the first exception to Sweden's drunk driving laws, which are among the world's toughest, the Swedish national broadcaster SVT reported. The company promises to only allow its drunk drivers to take the wheel on a Volvo test track near the west coast city of Gothenburg if the Swedish government grants permission. The special track is also the location of a Ford Motor Co. safety development facility. Ford owns Volvo.

Drunk driving law
It is illegal in Wisconsin for a driver over the age of 21 to operate a motor vehicle:
  • With a Blood/Breath Alcohol Concentration (BAC) of 0.08 or greater; While under the influence of an intoxicant; With a detectable amount of a restricted controlled substance in his or her blood; or While under the influence of a controlled substance or any other drug.
For drivers with three or more prior Operating While Intoxicated (OWI) convictions, the limit is lower: they cannot operate a motor vehicle if their BAC is greater than 0.02 Drivers under 21 years of age are required by law to maintain "absolute sobriety," and, for them, driving with any amount of alcohol in their system is illegal. A driver is "under the influence" when his or her ability to operate a motor vehicle is impaired. A person's ability to operate a motor vehicle is impaired if he or she is less able to safely control the vehicle because of the consumption of alcohol or controlled substances.

Drunk or drug-impaired driving is a common, but preventable, cause of traffic crashes in Wisconsin. Alcohol is involved in more than 1/3 of all fatal traffic crashes in the state, making alcohol-related traffic deaths the single largest component of all Wisconsin traffic fatalities.

In spite of progress in reducing alcohol-impaired crashes, the drunk driving problem will not be solved until people change their attitudes toward drinking and driving. Ljubo Zajc Slovenian socio-political upheavals in 1991 caused changes in the characteristics of the road safety elements. The construction of a highway system in Slovenia has proved to be a major political targets. Concerning the pressure of the market economy, liberalisation of prices and international interest in connecting the eastern and western parts of Slovenia, accelerated building of the highway system seems a logical solution. Traffic safety is one of the proxy arguments for promoting road construction. The following short and general scale of effective accident reducing measures reflect the level of their political importance: road related measures (construction of highways) are at the top of the scale, followed by measures related to police traffic control, with information and education being at the bottom of the scale. The traffic safety situation and existence of different entropy reasons in the national traffic safety system put a special importance on traffic policing. Why? There are various answers to this question. Police traffic control and enforcement are measures for quick and relatively inexpensive intervention. Effectiveness of police surveillance measures without any local or national support (information, education, ......) are limited and short term. Traffic surveillance in democratic societies need more support and understanding from the public. The author believes that the police should build balance between police enforcement and prevention actions. How fast these goals will be reached does not strictly depend on police organisation but also on extensive public support and political readiness to start a joint effort in the preparation of the national traffic safety programme.

Introduction
Alcohol abuse and alcohol-related problems remain a major public health issue. Drink driving is one alcohol-related problem that has gained much attention over recent years. The magnitude of the drink driving problem is often shown using crash data. Approximately one-third of all fatal road crashes, where the driver had been tested for alcohol, were associated with blood alcohol concentrations above the legal limit. Road trauma, unlicensed driving and recidivist offending place additional financial and legal burdens on communities and reinforce the need to establish effective drink driving interventions.
Defining the Drink Driver
Drink driving has consistently been shown to be associated with a range of risk factors.

Rationale for study
Unlicensed driving is a serious problem in many countries, despite ongoing improvements in traffic law enforcement practices and technology. The term "unlicensed driver" is generally used to refer to people who drive or ride a motor vehicle without a valid driver's licence, including those who:
  • have let their licence expire, have been disqualified or suspended from driving, hold an inappropriate licence for the class of vehicle they drive, drive outside the restrictions of a special licence, have never held a licence.
Method
The survey involved a face-to-face interview that took approximately 25 minutes to complete. The offenders were offered $25 to participate in the study to compensate them for the time involved and to increase the likely response rate. In total, 309 offenders agreed to participate in the study from 495 eligible offenders approached, representing a response rate of 62.4%. All offender categories were represented in the sample, including disqualified and suspended drivers, expired licence holders, drivers without a current or appropriate licence, and those who had never been licensed.
Key findings
The findings of the study both confirm and question common assumptions relating to unlicensed driving. The results confirm that unlicensed drivers should not be viewed as a homogenous group. Significant differences were found between the offender types in terms of their socio-demographic characteristics (age, education level, prior criminal convictions), driving history (prior convictions for unlicensed driving and other traffic offences), whether they were aware of being unlicensed, the degree to which they limited their driving while unlicensed, and their drink driving behaviour. The differences among offenders suggest that it is unlikely that one approach will adequately address the problem.

A bicycle is not a toy. It's a vehicle! Males are five times more likely to be killed as bicyclists than females. More than half of all bicyclist deaths occur to school age youth (ages 5-17). Most bicyclist deaths result from bicycle-motor vehicle collisions. But injuries can happen anywhere - in parks, bike paths, and driveways and often do not involve motor vehicles. Head injuries are the most serious injury type and are the most common cause of deaths among bicyclists. The most severe injuries are those to the brain that cause permanent damage. Studies have proven that bicycle helmet use can significantly reduce head injuries. How can you help stop these tragedies?
  • Buy your child an approved bike helmet. Purchase one that has a sticker inside certifying the helmet meets standards of the Snell Memorial Foundation and/or the American National Standards Institute (ANSIZ90.4). Let your child help pick out the helmet because it must be worn every time he/she rides. If you're a rider, buy one for yourself, too, and set a good example by wearing it. Also encourage your child's friends to wear helmets.

What does impairment mean?
The effects of impairment vary from person to person. In general, impairment can be defined as changes in a person's ability to perform routine daily tasks at the normal level of functioning. Symptoms may include drowsiness or excitability, altered depth perception, or slowed or increased reaction time. Impairment affects your ability to drive, among other things, but these changes can often be difficult to identify. In fact, you could be drug impaired and not even know it.
What causes impairment?
You probably know that driving while impaired is a leading cause of car accidents, but what you may not know is that alcohol and illegal drugs are not the only culprits. Impairment can also be caused by many common prescription and over-the-counter medications. These medications, like some antihistamines, used to treat allergies, and anti-anxiety medications for example, may affect driving skills by inducing drowsiness or excitability or by altering reaction times. Other impairing medications include some cold and cough medications, sleeping pills and painkillers.

As the Course Provider for these state programs, we will assist you in obtaining the training necessary to meet the state's requirements. Contact us today for more information.
New York motorists who complete the Defensive Driving Course 8/6 program in New York through a Department of Motor Vehicles approved training center:
  • May receive a reduction of up to four points on their driver record (course may be taken once every 18 months for point reduction). Will receive a minimum of 10% reduction in the base rate of the auto liability and collision insurance premiums each year for three years, providing the motorist who completes the course is the principal operator of the vehicle.

Connecticut Driver Retraining Program
Connecticut motorists will be required to attend a Driver Retraining Program if they are: 16-17 years of age who have received their first conviction, 18-24 years of age who have received their second conviction, or 25 years of age or older who have received their third conviction within a three-year period. Motorists are notified by the Department of Motor Vehicles and are given 60 days to complete the program. Subsequent violations require a subsequent completion of the program. The four-hour Defensive Driving Course - Attitudinal Dynamics of Driving is an approved Driver Retraining Program and will meet this requirement.
