It is important not to underestimate driving times. Although distances may seem short, our roads often include hilly or winding terrain, which slow down your journey. If you're used to driving in the city, you should take care when driving on the open country roads.
  • In New Zealand, all motorists drive on the left-hand side of the road. All road distances are measured in kilometres. When turning left, give way (yield) to traffic crossing or approaching from your right. When the traffic light is red, you must stop. There is no left turn rule as in North America. The speed limit on the open road is 100km/h (approx. 60m/h). In urban areas the speed limit is 50km/h.

Aggressive Driving Laws
The term "aggressive driving" is a relatively new one, and covers a broad range of unsafe driver behavior. Speeding, tailgating, passing on the right, weaving in and out of traffic, failure to yield right of way, running red lights, cutting drivers off, or any combination of these types of behaviors are generally considered aggressive driving. Hand gestures, yelling, flashing high beams and honking horns also fall within the definition. Most states have enacted laws aimed at "reckless driving" which include a broad range of behaviors. However, some states are now beginning to recognize that certain of those driver behaviors are better defined as "aggressive." States are addressing this risky driver behavior in various ways. One way is through increased enforcement efforts, through programs such as the "Smooth Operator" law enforcement program developed by the National Highway Traffic Safety Administration, which specifically targets aggressive driving. Another method of addressing the problem utilizes locally-based citizens' initiatives and coalitions to implement public information/education campaigns aimed at improving driver courtesy. Barbara Keck and Rebecca Davis had never met, but by coincidence, they share a painful experience. Both women - in different years - received a call at 3 a.m. on Aug. 25 informing them that their child had been killed in a traffic accident. Keck's daughter, Lesley Ann Suthard, 20, of Citrus Heights, was killed in 2002 by a speeding teenager on Highway 65. The teen driver lost control near the exit to Roseville Galleria, and his car crossed the center divide and hit Suthard's vehicle head-on.

Drowsy Driving
Drowsy driving is an important, but often unrecognized, traffic safety problem. NHTSA estimates that drowsiness contributes to more than 100,000 collisions each year, resulting in over 1,500 deaths and 40,000 injuries. Drowsiness increases the impairment caused by alcohol. Teenagers, professional drivers (including truck drivers), military personnel on leave, and shift workers are at particular risk. NHTSA, in conjunction with the National Center on Sleep Disorders Research, has created a program to help employers, Safe Communities coalitions, and other safety advocates address this problem. The first phase of the program, Preventing Drowsy Driving Among Shift Workers, includes an employer's guide providing all the information necessary to plan and implement a workplace program to alert shift workers to the dangers of drowsy driving and improve their sleeping habits, six 15-minute PowerPoint training sessions, a video, brochures, posters, and a sleep tip card. Materials targeting college students and military personnel are under development. Materials can be downloaded or ordered from the NHTSA website, or ordered by telephone at (888) 327-4236. An important opportunity for Safe Communities programs to raise public awareness of drowsy driving is National Sleep Awareness Week (NSAW), which this year takes place March 26-April 1, 2001. NSAW, which is sponsored by the National Sleep Foundation and, this year, co-sponsored by NHTSA, is designed to raise awareness about the importance of regular sleep and the need to address sleep disorders. A tool kit is available for community organizations that would like to become involved in these activities. The National Sleep Foundation can alsp provide programs with a wealth of other materials on drowsy driving, sleep, and sleep disorders, including a PowerPoint presentation on the dangers of drowsy driving, and a public education brochure on drowsy driving, entitles Wake Up!

Alcohol is a major factor in traffic accidents. There is an alcohol-related traffic fatality every 31 minutes, and an alcohol-related traffic injury every 2 minutes.
Alcohol-related crashes are defined as those where someone involved, either a driver or a pedestrian or another nonoccupant, had a traceable amount of alcohol in his or her blood. According to preliminary data from the U.S. Department of Transportation, 16,694 people died in alcohol-related crashes in 2004, down 2.4 percent from 17,105 in 2003. Alcohol-related crash deaths fell for the second consecutive year in 2004, and were below 17,000 for the first time in five years. Alcohol was involved in 40 percent of all crash fatalities in 2003. About 1.5 million drivers were arrested for driving under the influence of alcohol or narcotics in 2002 (latest data available). The arrest rate works out to one arrest for every 137 licensed drivers in the United States.
The definition of drunk driving is now consistent throughout the Unites States. As of July, 2004, every state and the District of Columbia had lowered the limit defining drunk driving from 0.10 BAC (blood alcohol content) to 0.08.
Antidrunk driving campaigns especially target drivers under the age of 21, repeat offenders, and 21 to 34 year olds, the age group that is responsible for more alcohol-related fatal crashes than any other. Young drivers are those least responsive to arguments against drunk driving, according to the National Highway Traffic Safety Administration.

All states have financial responsibility laws. To comply with financial responsibility laws, most drivers purchase automobile liability insurance. Called the "Night of 1000 Stars Project", this is the 9th straight year for the special holiday emphasis patrols. The "1,000 Stars" represents the badges of all the dedicated officers in our state that will be out on the roads on Friday. King County and surrounding cities will have 20 extra officers out patrolling our roads in addition to the regular patrol officers. Increased holiday patrols aim to reduce the number of traffic-related deaths and injuries by discouraging drinking and driving and getting those driving "under the influence" off the road.

The purpose of traffic laws is to protect all those who share our streets and highways. It is important to remember that everyone must obey the orders of a police officer, firefighter or uniformed adult school crossing guard who is directing traffic. Passenger Safety Laws Safety Belt Law Safety belts (seat belts) must be worn by all drivers and front seat passengers 8 years of age and over even if the vehicle has air bags. It is the responsibility of the driver to see that all front seat passengers ages 8 to 16 obey this law. Anyone found guilty of disobeying this law may be subject to a fine and court costs. Children under 16 years of age are covered by the Child Passenger Protection Act. Children up to the age of 16 not in a safety seat must be protected by a safety belt regardless of their location in the vehicle. Drivers under age 18 are currently required to limit passengers to one in the front seat and the number of seat belts in the back seat. However, effective January 1, 2004, during the first six months of their license (or until they reach the age of 18, whichever occurs sooner) they are limited to only one passenger under the age of 20 (except immediate family which includes siblings or children of the driver). All passengers under age 18, with a driver under age 18, regardless of location in the vehicle must be belted. Exceptions are motorcycles and second division vehicles containing only a front seat. In a second division vehicle, more than one passenger is allowed, provided that each passenger is in a properly secured safety belt.
