So much for suspense. It is a foregone conclusion that "Chicago" will walk away with most of the Academy Awards this year. And in keeping with their tradition of righting past wrongs, Oscar voters are likely to hand Martin Scorsese the best director award he should have won ages ago, even if "Gangs of New York" is one of his lesser efforts. Slightly less certain is whether they will give Nicole Kidman the Oscar she should have won last year. (The next time you watch "X-Men," repeat to yourself, "Oscar winner Halle Berry." I dare you not to laugh.) The real races, the ones that are truly up for grabs, are down ballot. Best Animated Feature This is a real horse race. So, ironically, "Spirit: Stallion of the Cimarron" doesn't have a chance, and neither does "Treasure Planet." But any of the other three films in this category has a shot at winning. "Ice Age" isn't great cinema, but it received decent reviews and, more importantly, earned a lot of money. From "Gladiator" to "Titanic," Oscar voters have a history of rewarding middlebrow blockbusters. Plus, any Oscar voter with children probably owns a copy of "Ice Age" and has seen it dozens of times.

The cultural diplomacy, along with the political diplomacy and economic diplomacy, are regarded as three pillars for the Chinese diplomacy. It is an important component of the overall strategy of diplomacy. As communications of human souls and emotions, the cultural exchange, as a type of "soft strength", is irreplaceable by communications of other types. The Chinese culture is to "go abroad" by insisting the government as a leading force encourage cultural enterprises to operate in accordance with international common practice. The year of 2004 is ending soon. As the time to ring out the old year and ring in a new year, the Chinese Minister of Culture, Sun Jiazheng agreeably has an interview with a PD's journalist, in which he summarizes and reviews China's substantial fruits in cultural exchanges and plans for the future.

Second, there are well-established ways of getting out the word about anything. Whereas meetings or important health alerts in the United States are communicated through newspapers or local television, here in Togo they are passed on by gongoliers , or town criers. The gongolier is a man with a strong voice and a noisemaker who walks through the streets of the village and announces the news. This ends the news. But while everyone will show up for the soccer match, the same people will fall sick every year having contracted diseases as a result of poor sanitation. In fact, there is a functioning hospital here. The medical assistants ride motorbikes out to neighboring villages to give vaccinations to the children. Mothers come in every Thursday to weigh their babies and ask the nurses questions. Yet a person might wait to come in until he or she is hours from death because of malaria, hoping it will go away. I needed to find out why. To respond to the problems in my village I have to step into the shoes of those who have lived here their entire lives, which often means having no shoes at all. If I may assume another role for a moment...
