3. What are Time Zones?
Time Zones are a geographical world globe division of 15 o each, starting at Greenwich, in England, created to help people know what time is it now in another part of the world. Nowadays it is much more a political division than geographical, because sometimes people needs to have the same time as other people in not-so-far locations. And for energy savings reasons, we have today the Daylight Savings Time , that are also a Time Zone variation. Time Zones are usually defined by your country government or some astronomical institute, and is represented by 3 or 4 letters. See Section 3.2 for examples. Use the timezoneconverter.com to know what time is it now at any part of the globe.
3.1. Daylight Savings Time
For energy savings reasons, governments created the Daylight Savings Time. Our clocks are forwarded one hour, and this makes our days look longer. In fact, what really happens is only a Time Zone change. The primitive time ( UTC ) is still, and will allways be, the same. Later we'll see how to enable and disable DST automatically in Linux.

    ABSTRACT
    The programming language Common Lisp offers a few functions to support the concept of time as humans experience it, including GET-UNIVERSAL-TIME ENCODE-UNIVERSAL-TIME DECODE-UNIVERSAL-TIME , and GET-DECODED-TIME . These functions assume the existence of a timezone and a daylight saving time regime, such that they can support the usual expression of time in the environment in which a small number of real-life applications run. The majority of applications, however, need more support to be able to read and write dates and times, calculate with time, schedule events at specific clock times daily, and work with several time zones and daylight saving time regimes. This paper discusses some of the problems inherent in processing time suitable to humans and describes a solution employed by the author in a number of applications, the LOCAL-TIME concept.

    Introduction
    The measurement of time has a very long history, dating back to the first records of human civilization. Yet, the archeological evidence suggests that the concept of time evolved no further than ordinary human needs, and any notion of time remained confined to a fairly short time frame, such as a lifetime past and future. Expressions of measurements of time were brief and imprecise, rife with the numerous and nefarious assumptions humans bring into their communication, consistent with our tendency to suppress information believed to be redundant. The basic problem with time is that we need to express both time and place whenever we want to place some event in time and space, yet we tend to assume spatial coordinates even more than we assume temporal coordinates, and in the case of time in ordinary communication, it is simply left out entirely. Despite the existence of time zones and strange daylight saving time regimes around the world, most people are blithely unaware of their own time zone and certainly of how it relates to standard references. Most people are equally unaware that by choosing a notation that is close to the spoken or written expression of dates, they make it meaningless to people who may not share the culture, but can still read the language. It is unlikely that people will change enough to put these issues to rest, so responsible computer people need to address the issues and resist the otherwise overpowering urge to abbreviate and drop context.

If you positioned an analog wall clock with the axis of the minute and second hands over this point of intersection, What would be the correct time to set the clock ?     Hey, fun question!
    Actually, time zone boundaries are determined by the vagaries of politics. Some time zones (especially those enclosing little islands in the Pacific) even are not at hour intervals from each other, and have shapes that include just the island. Most of the Earth is divided into time zones that look like the striped surface of a pumpkin, but there are wiggles and detours and all sorts of craziness to some time zone boundaries. But that doesn't address your question, other than to say that time zones are things that we people get to define for our own convenience. Time zones are constructed so that the sun rises in the morning hours and sets in the evening hours, and they give people who travel from faraway places or who communicate with other people in faraway places a convenient way to adjust watches.
    Let's consider what happens at the poles. At the pole, the length of one day is one year. The sun stays up all summer, sets in the fall, and rises again the following spring. So there is no need to synchronize a clock with the rising and setting of the sun. The other thing we want is for people who travel to the poles, or who communicate with those at the poles, to know something about the schedules of those who are there (so as not to try to communicate with them when they are sleeping, for insance). Then people should just agree in advance what the time to set the clock to and stick to it.

    There are 24 time zones around the world. The International Date Line roughly aligns with the 180 longitudinal line. Traveling east, an hour is gained for each zone that's crossed. Traveling west, an hour is lost for each zone that's crossed. The United States has six time zones, their numbers are two through seven. From east to west, the names of the U.S. time zones are Eastern, Central, Mountain, Pacific, Alaskan, and Hawaiian. Olympic athletes travel from all over the world to compete. They must often cross multiple time zones. Some of these athletes will begin conditioning themselves to a new time zone before a trip. They'll do this by setting their clocks for the time of the country in which they'll be competing. Human Olympians aren't the only ones that travel. Animal Olympians, like the leatherback sea turtle, migrate long distances. Leatherbacks are the most migratory of all sea turtles and have been seen more than 4,831 km (3,000 mi.) from their nesting beaches. They're also the most widely distributed sea turtle, found throughout the Atlantic, Pacific, and Indian oceans from Alaska in the north to the Cape of Good Hope in the south. Nesting sites include the western coast of Mexico, Costa Rica, the Virgin Islands, and French Guiana.

Each town would set their clocks according to the motions of the sun. Noon was defined as the time when the sun reached its maximum altitude above the horizon. Cities and towns would assign a clockmaker to calibrate a town clock to these solar motions. This town clock would then represent "official" time and the citizens would set their watches and clocks accordingly. The later half of the nineteenth century was time of increased movement of humans. In the United States and Canada, large numbers of people were moving west and settlements in these areas began expanding rapidly. To support these new settlements, railroads moved people and resources between the various cities and towns. However, because of the nature of how local time was kept, the railroads experience major problems in constructing timetables for the various stops. Timetables could only become more efficient if the towns and cities adopted some type of standard method of keeping time.
