    International Breakthrough in Indo-Pak ties expected Militants threaten to disrupt new bus service AGENCIES, LAHORE Feb 17: Observing that India is committed to peace and friendship with Pakistan, External Affairs Minister K Natwar Singh Thursday said the two sides would be in a position to tackle some of the more "complex" issues that plague their relations once suspicions and misapprehensions were set aside. "India sincerely seeks a cooperative and constructive relationship with Pakistan. For this, it is imperative for us to invest on the ongoing process of engagement and confidence building," Singh said at a reception hosted by the South Asia Free Media Association (SAFMA) here. Noting that India has proposed several measures to Pakistan to bridge differences and build greater understanding and mutual trust, he said, "once we are able to set aside our suspicions and misapprehensions, through a continuous and persistent process of confidence building, I am sure that we would be in a position to tackle some of the more complex issues that plague our relations." He said confidence building measures would help to create an atmosphere conducive to addressing more difficult issues and help fulfil the promise of friendship and cooperation between India and Pakistan.

    I. Introduction
    In an era of globalization, universal human rights are judged to transcend state borders and fragment state sovereignty. International human rights treaties and multilateral human rights organizations play an increasing role in regulating state activity and exert a socializing impact on recalcitrant states. Recent research suggests that bilateral pressures are low on the scale of effectiveness in comparison to multilateral pressures. Despite this, individual states continue to assume an ongoing role in monitoring each other's human rights performance. Far from diminishing, the regulatory burden of the state appears to be expanding, as the monitoring of China's human rights by the international community is diverted, at China's urging, into an increasing number of bilateral channels. Site Map Reports Environmental Harm as a Human Rights: Forging New Links By Laura Ziemer* In a world of increasingly severe and wide-spread environmental degradation, new tools are needed to respond to environmental harm. Traditional international environmental law, that addresses the rights and obligations between nation-states, has little to offer individuals harmed by environmental damage. People whose health or livelihood is threatened by exposure to hazardous waste or the pollution of streams and rivers, for example, often have no recourse under international environmental laws. In addition, people harmed by environmental degradation are often ethnic minority groups, indigenous peoples, or people in occupied territories such as Tibet, who are marginalized within their own countries and effectively excluded from political participation or redress under national laws. Linking human rights with the environment creates a rights-based approach to environmental protection that places the people harmed by environmental degradation at its center. Articulating the fundamental rights of peoples with respect to the environment creates the opportunity to secure those rights through human rights bodies in an international forum. This has particular force for the people most vulnerable to environmental harm and least able to access remedies or political support within their own countries. Connecting human rights and the environment reveals that human rights abuses often lead to environmental harm, just as environmental degradation may result in human rights violations.

    Human-rights protesters are giving the International Olympic Committee a hard time in Moscow, where it's expected to reward communist China with the 2008 Games. Adding to the IOC's woes is the embarrassment of a large, undisclosed number of its press passes to the announcement meeting Friday having gone missing. According to Reuters news service, it's not just a handful, either. So many have disappeared that the IOC has had to throw up its hands – something it pains the stiff-neck micro-managers to have to do – and reissue all 1,500 passes. New passes had to be printed up in different color, different format from the first batch to keep from opening the doors to all manner of unwanted "press representatives," conceivably including individuals irate that Beijing is apparently to be the lucky winner. If the IOC had counted on Moscow as an unlikely venue for anti-Beijing demonstrations erupting, it counted wrongly.

    China is moving quickly to develop and deploy advanced missile systems. For example, the Chinese air force (People's Liberation Army Air Force, or PLAAF) is preparing to deploy its first active radar anti-air missile. Story Continues Below The PLAAF has completed its first round of development tests on the PL-12 radar-guided missile. The Pi Li 12 is considered to be superior to the U.S. AIM-120 AMRAAM missile. The self-guided AMRAAM is the main long-range armament for all U.S. fighter jets. The new Chinese Project 129 or PL-12 missile is a Sino-Russian collaboration drawn from the Russian AA-12 Adder and equipped with an indigenous Chinese high-power rocket motor. Both Russian missile makers Vympel and seeker-designer AGAT are directly involved with the China Leihua Electronic Technology Research Institute (LETRI), also known as 607 Institute, in the PL-12 program.

    Surprising Level of Freedom in Poor Countries Found NEW YORK, DECEMBER 18, 2003 In the midst of global terrorism and international efforts to fight it, freedom and democracy continued to make overall progress worldwide in 2003, according to a major annual survey released today by Freedom House. The global survey, Freedom in the World, shows that 25 countries demonstrated forward progress in freedom, while 13 registered setbacks. The ratings reflect global events from January 1, 2003 through November 30, 2003. This year's survey also revealed that freedom and liberty are not restricted to the world's wealthy countries. Many poor and developing nations boast strong records of respect for political rights and civil liberties. Real gains outnumbered setbacks by nearly a two-to-one margin, continuing a trend from last year. In the two years since the beginning of the global war on terrorism, freedom and democracy have made demonstrable gains, with 51 countries showing overall progress versus 27 that have registered setbacks. Most gains, however, have been made in regions from which global terrorism does not normally emanate, such as Central and Eastern Europe and East Asia. Freedom is still lagging in the Middle East, North Africa, and Central Asia. "The war on terrorism has led to repression in certain countries and regions, such as in Central Asia, where counter-terrorism is sometimes used to justify the stifling of dissent. But on balance, the world is continuing to move toward greater freedom and democracy," said Freedom House Executive Director Jennifer Windsor.
