Thailand's economy has always been very much based on decentralized free enterprise, and the laws are very similar to those in the free economies of the West. Sectors like telecommunications, energy and other infrastructure have been more like the European quasi-monopolies than American deregulation. Thailand's infrastructure is excellent, especially the freeways, all over the country. Power, telephones and internet are all good. Thailand enjoys one of the best ratios of quality infrastructure to GNP per capita. Thailand's economy was one of the fastest growing in the world in the 1980s and early 1990s (in terms of percent of GNP annually), but the 1997 Asia economic crash was the end to that. It is currently growing at approximately 4 to 5% per year. Extreme poverty is low, and you don't see many hungry beggars on the street. There are some key restrictions to foreigners, such as owning companies and property, as discussed in the "Working, Business" section of this website. Changes in the near future are unlikely. Nonetheless, there are various workarounds and these issues are not major barriers to most foreigners who have legitimate business to do in Thailand. Despite Thailand's large size, the language and culture are fairly uniform, with no significant ethnic clashes. Civil unrest is practically nonexistent, except with some fringe Muslim separatists in the far south near the border with Malaysia (and of the Muslims in that region, onl a very small minority are separatist). Periodic problems along the border with Burma are usually related to suppression or control of the illicit drug trade. Inside Thailand, regional differences are quite minor.

The Royal Barge Anantanakaraj, with its naga (sevenheaded serpent) bow, built during reign of King Rama IV (1851- 68). THE RELATIVE STABILITY of the Thai political system in the 1980s may prove to be a political watershed in modern Thai history. This stability, which resulted after several decades of spasmodic experimentation with democracy, could be attributed to the growing support of the monarchy and the traditionally dominant military-bureaucratic elite for parliamentary democracy. Evidently an increasing number of educated Thai had come to believe that a "Thai-style democracy" headed by the king and a parliament representing the people through political parties was preferable to excessively authoritarian rule under military strongmen. The future of parliamentary democracy was not a certainty, however, as many Thai continued to believe that democratic rule was not the most effective option in times of incompetent national leadership, prolonged civil and political disorder, or external threat to independence. Under the Constitution of 1978, Thailand has a British-style cabinet form of government with King Bhumibol Adulyadej (Rama IX, 1946- ) reigning as constitutional monarch and Prime Minister Prem Tinsulanonda heading the government. Unlike the British prime minister, however, Prem was not a leader of or even a member of any political party in the nation's parliament, the National Assembly, nor did he run for election in the July 1986 election that led to the formation of his four-party coalition government. This was his fifth cabinet and seventh year in officeno mean accomplishment in a country that had witnessed numerous coups, countercoups, and attempted coups during its sporadic experiments with parliamentary government since 1932.

Tsunami Early-Warning System Strengthened in Thailand
Aug 05, 2005 By News Staff The United Nations Development Programme (UNDP) signed an agreement with the Asian Disaster Preparedness Center (ADPC ) to support the Royal Thai Government's Department of Disaster Prevention and Mitigation (DDPM) in implementing a community-based, multi-hazard early warning and disaster preparedness system in Thailand.
The Southern Thailand project seeks to develop an overall culture of safety that starts with a tsunami early-warning system and ends with a heightened awareness of disaster planning and mitigation at all levels of Thai society.
The US$500,000 project, implemented by ADPC and financed by UNDP, will assist the Thai Government in establishing both national and regional tsunami early warning systems.

Under the constitution , the Parliament comprises 200 Members of the Senate and 500 elected Members of the House Representatives. The Prime Minister is an elected MP and is selected from among the members of the House of Representatives.

Unlike many of his predecessors, Prem became prime minister in March 1980 not by a coup, the traditional route to power, but by consensus among key politicians. At that time he was the commander in chief of the Royal Thai Army, a post that was long considered to be the most powerful in the country. With little dissent from any quarter, he succeeded Kriangsak Chomanand, who had resigned as prime minister amid mounting economic and political tensions. A group of disgruntled officers, popularly known as "the Young Turks," attempted coups against Prem in 1981 and 1985. These attempts, however, had no disruptive effect on political stability.

    GOVERNMENT AND POLITICAL CONDITIONS
    The king has little direct power under the constitution but is a symbol of national identity and unity. King Bhumibolwho has been on the throne since 1946commands enormous popular respect and moral authority, which he has used on occasion to resolve political crises that have threatened national stability.
    Thailand's legal system blends principles of traditional Thai and Western laws. The Constitutional Court is the highest court of appeals, though its jurisdiction is limited to clearly defined constitutional issues. Its members are nominated by the Senate and appointed by the King. The Courts of Justice have jurisdiction over criminal and civil cases and are organized in three tiers: Courts of First Instance, the Court of Appeals, and the Supreme Court of Justice. Administrative courts have jurisdiction over suits between private parties and the government, and cases in which one government entity is suing another. In Thailand's southern border provinces, where Muslims constitute the majority of the population, Provincial Islamic Committees have limited jurisdiction over probate, family, marriage, and divorce cases.
    The National Assembly consists of two chambersthe Senate and the House of Representatives. The Senate is a non-partisan body with limited legislative powers, composed of 200 directly elected members from constituent districts, with every province having at least one Senator. The House of Representatives has 500 members, 400 of whom are directly elected from constituent districts, and the remainder drawn proportionally from party lists.

    National Policy To Combat Human Trafficking
    The national policy states that:
  • There must be a total elimination of entry into the commercial sex by children, both boys and girls, who are under 18 years of age;
  • Prohibition of luring, threats, exploitation and acts of violence in the operation of the commercial sex business;
  • Imposition of punishment to all persons who take part in the prostitution of children and punishment for officials negligent in, or choosing to ignore, their duty to enforce compliance with relevant policies, law, rules and regulations.
    Prevention
    Government of Thailand believes that preventative measures are more effective than any other types of measures. The government is employing several strategies to prevent induction, coercion, or trafficking of human beings into the sex industry.
