Thailand: Government security guards seen as needing protection
"The House labour committee will ask the government to protect the welfare of private security personnel guarding government buildings." Committee chairman Premsak Piayura said he learned from a seminar yesterday that security firms provided poor wages and welfare to their employees partly because state agencies and state enterprises contracted only with security firms providing the lowest quotes. Dr Premsak said he would ask Prime Minister Thaksin Shinawatra to lift the regulation which currently requires state agencies to select tenders with the lowest quotes. The state should be a good example in labour protection, he said. ''People usually expect security guards to guarantee the safety of their lives and property because the guards are nearer to them than the police. But in fact most security guards are poorly employed,'' Dr Premsak said. The House labour committee and the Labour Ministry organised the seminar yesterday to establish standards of employment and service from security firms.

GOVERNMENT The king has little direct power under the constitution but is a symbol of national identity and unity. King Bhumibolwho has been on the throne since 1946commands enormous popular respect and moral authority, which he has used on occasion to resolve political crises that have threatened national stability. The National Assembly consists of two chambersthe Senate and the House of Representatives. The Senate is a non-partisan body with limited legislative powers, composed of 200 directly elected members from constituent districts, with every province having at least one Senator. The House of Representatives has 500 members, 400 of whom are directly elected from constituent districts, and the remainder drawn proportionally from party lists. Thailand's 76 provinces include the metropolis of greater Bangkok. Bangkok's governor is popularly elected, but those of the remaining provinces are career civil servants appointed by the Ministry of Interior. Following the 1932 revolution which imposed constitutional limits on the monarchy, Thai politics was dominated for a half century by a military and bureaucratic elite. Changes of government were effected primarily by means of a long series of mostly bloodless coups.

Administrative Divisions: nation separated into seventythree provinces (changwat); subdivisions include districts (amphoe), subdistricts (king amphoe), communes (tambon), villages (muban), and municipalities (tesaban).

BANGKOK-The government of Thailand is considering legalizing prostitution, suggesting that legalization would improve the condition of prostitutes-and that it would generate a lot of money for the economy and for the government. The Ministry of Justice held a public forum on the issue in November. About 100 prostitutes attended the forum, but they were mostly silent or would speak only if their anonymity was assured. They urged the government to improve their situation.

IPS At first, the prospect of having a high-yielding cotton plant that needed no pesticides led to rosy projections of bumper crops and profits for farmers who grow it. But Thais will not be seeing hundreds of thousands of hectares planted to Bollgard cotton in the country anytime soon, after fears were raised that the genetically altered plant may wreak environmental havoc and put consumers of Thai traditional medicine at risk. Last month, the Thai government announced it was calling off safety and effectiveness tests on Bollgard cotton, developed by the U.S.-based chemical company Monsanto. The tests, which began three years ago, were already nearing completion when Bangkok issued the statement. Bollgard cotton is also known as Bt cotton because it comes from plants inserted with bacillus thuringiensis (Bt), which kills off pests. Cotton is among the world's cash crops hardest hit by pests. But activists here say there is no guarantee that Bt would not spread to other plants belonging to the same species as Bollgard cotton and kill insects in wider areas of the country. "As far as I know," Witoon said, "the tests that have been done focused only on impacts on useful insects in the areas and the economic potential of growing (Bt) cotton."

Theme of this workshop “CIO Training Model and Network for e-Government” is to identify and discuss on current Status and Requirement Identification of CIO Training activities, frameworks and practice in APEC member economies. It is in line with the project “Establishment of Government CIO Training Model and Network for e-Government Development” which currently has been approved by BMC as an urgent project to implement in 2005.
The project is a joint effort between Thailand and Indonesia and co-sponsored by Japan, Philippines, Viet Nam and Malaysia. Output of the workshop will be reflected through member economies on the current information of the CIO Training activities which will be valuable inputs for designing an adaptive CIO Training Model for APEC Region.
