They comprise the minutes (with some supporting documentation) for meetings of the Texas State Board of Vocational Nurse Examiners, dating 1951-2003. They document the work accomplished at each board meeting (and some committee meetings in the early years), including examining and licensing applicants, accrediting educational programs, and disciplining violators. Agency History
The Texas State Board of Vocational Nurse Examiners, established in 1951 after the passage of the Vocational Nurse Act (House Bill 47, 52nd Legislature, Regular Session), examines and issues licenses to vocational nurses, establishes minimum educational standards for such nurses, issues licenses by endorsement and examination, renews licenses, and approves vocational nursing programs in hospitals and institutions. A nurse consultant surveys programs biennially to ensure that curricula are educationally sound and that appropriate clinical experiences are being provided to the students. The board also consults with those individuals and institutions initiating new programs for approval, examines qualifications of applicants seeking licensing by examination and by endorsement, and distributes information regarding vocational nurse education.

Prior to starting nursing practice, a nursing school graduate must pass a licensure exam approved by the State of Texas' professional nurse licensing and regulatory agency, the Board of Nurse Examiners (BNE). The exam is known as the NCLEX-RN. Today, an individual can select from four entry-level nursing education program pathways to prepare for professional nursing practice:

WATER BILL, SENATE PLAN FOR EDUCATION REFORM TOP WEEK'S ACTION. Senator Ken Armbrister of Victoria announced Monday the filing of legislation that he called the beginning of the implementation phase of the state's 50-year water plan. Lt. Governor David Dewhurst said that the state's population will nearly double over the next 25 years, making the preservation of Texas' water supply a top priority. "If we don't take steps now, to both manage and preserve our precious resources," said the Lt. Governor, "we're not going to have the water resources tomorrow that we need." Senate Bill 3 would take steps to preserve estuaries and bays, change water management strategies, and provide a funding mechanism for water infrastructure. SB 3 would set up a system to maintain the health of the state's bays and estuaries through the inflow of freshwater reserves. Texas' costal waterways, said Armbrister, are a source of significant income for the state. "The importance of healthy bay systems in Texas is critical to the environment and to the state's economic growth," said Armbrister. "A healthy Texas coast has a multibillion-dollar impact on our economy." The Texas Commission on Environmental Quality would manage this project, following recommendations of the Environmental Flows Commission and science advisory commissions that study the question of costal health through proven scientific methods.

EDUCATION COMMITTEE LAYS OUT SENATE EDUCATION REFORM PLAN Senate Education Committee Chair Florence Shapiro today presented the committee substitute to House Bill 2 (CSHB 2), which constitutes Texas Children First, the Senate plan to reform the state's public education system. "Our proposal, Texas Children First, aptly states what we believe, that we think it's important to put children first," said Shapiro. "I think that makes a very bold statement that this bill is first and foremost going to do what's right for children." In addition to several provisions directed at students, the Senate plan addresses teacher pay, school facilities and educational accountability. Shapiro says that Texas high schools need to better prepare all students to enter college, rather than simply entering the workforce with only a high school diploma. The bill would change high school curriculum to do that and link "exemplary" status, as awarded by the Texas Education Agency, with success in sending students on to college or vocational school. Under the bill, the state would cover the testing costs for students who want to take the ACT or SAT.

Endnotes Student Loan Defaults in Texas: Yesterday, Today, and Tomorrow Executive Summary The Texas student aid community will gather in Austin on June 8 to discuss the current state of student loan defaults. The meeting follows ten years after a similar conference first addressed the issue. This paper (1) provides a review of the recommendations made at the 1988 Strategic Default Initiative (SDI) conference, (2) traces significant trends in student loan defaults in Texas, (3) describes an econometric model for predicting default behavior, and (4) explores the public policy implications of the findings. The student default situation has substantially changed since 1988. Default rates have declined and the typical defaulter no longer attends short-term vocational programs. Increasingly, defaulted borrowers have attended four-year schools and have carried larger debt loads than defaulted borrowers did ten years ago. Defaults are implicit within a system of publicly guaranteed loans. However, the sharp rise in student loan defaults in 1988 threatened the financial stability of the entire student loan program. Conferees offered two hundred and three recommendations to prevent defaults. Texas student loan partners — schools, lenders, secondary markets, student loan servicers and guarantee agencies — adopted many of these proposals as standard business practices. Still other recommendations were written into law by state and federal governments. The policies can be grouped into three major categories: (1) improve communication both with borrowers and among student loan partners, (2) limit borrowing for students most at risk of defaulting, and (3) provide proper incentives for repayment and disincentives for default.
