AND LIFE-LONG LEARNING Thursday, May 13, 1999 2175 Rayburn House Office Building Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

INTRODUCTION What officially began in the early 1980s as ways to ward off projected shortages of teachers, alternative routes to teacher certification have become major players in the production of highly qualified teachers. We at the National Center for Education Information (NCEI) have been polling state departments of education annually since 1983 regarding alternatives to the traditional approved college of education program route for licensing teachers. We have not only found a rapid development of alternative routes at the state level, but an explosion of individual providers of alternate route programs within each state. In addition, a consensus of the essential characteristics of an alternative teacher certification program has evolved. In 2005, 47 states, plus the District of Columbia, report 122 alternative routes to teacher certification being implemented by 619 providers of individual programs around the country. Based on data submitted by the states, NCEI estimates that more than 250,000 persons have been licensed through alternative routes to teacher certification programs since the mid-1980s, with most of the growth occurring in the last decade. Approximately 35,000 individuals are entering teaching through alternative teacher certification routes each year.

ALERT - The Department of Education establishes the operating rules that govern the schools where Troops to Teachers participants who accept financial assistance may fulfill their three year teaching obligation. There are revised rules which determine these eligible schools. These revised rules will take effect for anyone registering in the Troops to Teachers program on or after the implementation date of 15 September 2005. Texas Troops to Teachers (TTT) is a federally funded program designed to assist retiring and separating military veterans to become teachers in the next careers. Since its beginning in November 1995, the Texas Troops to Teachers Office has counseled more than 12,000 veterans, advising them on routes and programs to achieve full teacher certification in Texas, and referring them to districts for employment. Texas leads the nation in the number of veterans who have become teachers, with over 2200 hired since 1996.
The No Child Left Behind Act of 2001 provided for the continuation of Troops to Teachers through Fiscal Year (FY) 2006. Troops to Teachers is managed by the Defense Activity for Non-Traditional Education Support (DANTES), Pensacola, Florida.

Texas law requires all individuals seeking educator certification to pass examinations in the areas which they seek certification. The purpose of these examinations is to ensure that each educator has the necessary academic content and professional knowledge to perform in Texas public schools. The Texas Examinations of Educator Standards (TExES) program was developed for this purpose. All UTA students are required to take a practice exam for each test prior to taking the actual TExES (see Frequently Asked Questions Contact the departmental advisor from your teaching field(s) to receive information about specific content information. Study guides should be downloaded as part of the practice test preparation. Practice tests, minimum scores and test reviews are mandatory in fields which have practice tests (see list on question 15 of Frequently Asked Questions).

    • Post baccalaureate students must adhere to The University of Texas at Dallas Teacher Development Center Policies in place at the time the student actually enrolls in classes at UTD . When a student has a Certification Plan on file, but has not started taking classes for a semester, a year, or even longer, s/he must realize that the requirements may have changed. UTD is not bound by a certification plan that has not been "activated". (This would be like a student who said, "I got advised three years ago so I want to enter UTD under that catalogue, not the one in effect when I am actually admitted and enroll in classes at the University.")

    U.T. Dallas offers a rigorous university-based teacher certification curriculum and has built an outstanding reputation for producing excellent teachers. Coursework and field experiences leading to teacher certification are planned delivered through the U.T. Dallas Teacher Development Center (972-883 2730) in coordination with the other Schools in the relevant disciplines. Alternative teacher certification programs (ACPs) are generally geared towards aspiring teachers who already have a baccalaureate degree, but who require additional education methods coursework and classroom experience. Such programs vary in requirements and sophistication and can be administered at the federal, state or district level.     What is MTTC?
    The Master Technology Teacher Certification Program (MTTC) is to ensure that all Texas students and educators have an individual whose major focus is to teach with technology and technology integration strategies and to serve as a mentor to other teachers. The ESC Region II Teacher Preparation Program (TTP) and Educational Technology Department is providing the Master Technology Teacher Certification Program in order to meet this need.
    The MTTC program is a 12-week course of study that is facilitated entirely online. Educators may attend from anywhere they have Internet and World Wide Web access. Because of the intensive nature of online instruction, educators should expect to spend 8-15 hours or more per week on each online course.
    The MTTC program consists of two online courses, each six weeks in duration, and completion of four peer mentoring field-based experiences. A passing standard must be attained for each of these components to successfully complete the MTTC program. A Master Technology Teacher certificate is obtained by successfully completing the program and passing the SBEC Texas Examinations for Master Teachers Technology certification examination (TExMaT).
    In addition, the prerequisite MTTC Pre-Preparation course assesses prior technology applications knowledge and skills. The MTTC Pre-Preparation course will ensure that the participant already has a working knowledge of video editing, Web page creation, and digital graphics and animation as they relate to the Technology Applications knowledge and skills of the MTT standards. The MTTC Pre-Preparation course is offered as an online course.
