The second open enrollment charter school evaluation report, Texas Open-Enrollment Charter Schools: Year One Evaluation According to the latest evaluation of open enrollment and at-risk open enrollment charter schools, Texas Open-Enrollment Charter Schools: Third Year Evaluation (July 2000), these alternative schools suffer from an annual turnover rate of students that is twice the state average mobility rate. While regular public schools average 23 percent mobility from year to year, open enrollment charter schools experience a 55 percent turnover rate performance in charter schools is lower in all areas charter school performance to be lower than the state subgroup averages TAAS performance levels of African American students in charter schools (who are over-represented when compared to their proportion of the public school enrollment) lag behind their counter-parts in regular public schools.

"Empirical studies of important, law-related policy issues do not get much better than this."
Journal of Empirical Legal Studies (forthcoming July 2005), a peer-reviewed publication, and will appear in print later this year. The main findings of "Stability, Not Crisis" are:
  • Mean and median payouts per large paid claim were $528,000 and $200,000, respectively, in 2002 and were roughly constant over time. Roughly 5% of paid claims involved payments over $1 million, with little annual variation. In 2002, payouts to patients were about $515 million and Texas health care spending was about $93 billion, meaning that malpractice payouts equaled 0.6% of health care spending. Mean and median jury verdicts in trials won by patients were $889,951 and $300,593, respectively, in 2002 and showed no significant upward or downward trend. The sum of payouts and defense cost rose by about 1% per year. Defense costs, which grew 4.4% annually, drove this increase.

B. COMMUNICATIONS/PUBLIC RELATIONS There are two components to district communications: internal and external. Internal communication refers to communication with district employees. External communication addresses communication with the community. KISD disseminates information through newsletters, press releases, brochures and by posting limited information on its Web site to both internal and external stakeholders. CURRENT SITUATION
The Instructional Media Services unit is headed by a manager and has 41 employees. This includes Media Services Television and Media Resources (the Media Center and video library). The unit is responsible for broadcasting video programs and the production of programs, such as HISD Issues HISD Issues is a weekly cable television program on Channel E1 WHR-492 (Warner Cable Channel 18, Phonoscope Cable Channel 69, or TCI Cable Channels 98, 43, 99, 61, or 81) highlighting issues relevant to HISD employees. The Television unit also produces live programming shows in the studio, such as the annual "Celebrating the Child" series that features a live audience and solicits calls from viewers. The Media Services Television unit also works closely with the Media Production unit in editing programs produced by the Media Production unit by providing background music and district footage of events.
