Principals should support school libraries because it is in both their students' and their own best interests to do so. Quality library media programs can enhance student achievement, and informed, committed librarians can help principals enhance their own administrative practice.
STUDENT ACHIEVEMENT
Media Services Program Characteristics 1. Large, varied, and up-to-date collections. 2. One or more full-time qualified librarians. 3. Library support staff large enough and skilled enough to free certificated librarians from routine clerical duties and to allow them time to teach, to collaborate with teachers, and to engage in leadership activities outside of the library. 4. Free student and teacher access to the library during and beyond school hours. 5. Networked computers providing student and faculty access to catalogs, licensed databases, and the Internet.

Distance Education Learning Resources Classroom Services Learning Resource Center The Learning Resource Center (LR) is a key component of the educational and instructional technology support provided to the students and faculty of the School of Nursing by the CEIR department. The LR provides faculty course reserve materials, reference manuals and journals, dissertations, theses, clinical projects and a variety of audio-visual educational and instructional media. All resources are available to students and faculty with a valid school ID. The LR staff, comprised of one full-time staff member and three student assistants also support all classrooms with instructional technology support such as:

Texas School Safety Center established at SWT
Reducing youth violence and promoting safety in schools are the goals of the Texas School Safety Center now forming at Southwest Texas State University. The center will work with teams of educators, parents and law enforcement officials from Texas communities and help them develop safety plans tailored to individual school districts. It will serve as an ongoing resource to help reduce youth violence and promote safety. The center will hold regional training sessions and a statewide school safety summit. Training sessions will educate the teams on security technology, creating positive school environments and other issues related to safe schools. Student leaders will attend a leadership training conference to learn about respecting the rights of others and handling disputes peacefully. The center will sponsor a middle school essay contest on violence prevention and peace. During the 1997-98 school year, there were almost 70,000 acts of violence reported on Texas public school campuses and more than 8,000 weapons were confiscated from students, according to Texas Education Agency statistics. Those figures, combined with growing concerns among parents and educators, led to the formation of the Texas School Safety Center.

AUSTIN It is estimated that 20,000-plus educators, parents, students and law enforcement agents will be directly trained by the Center during the 2002-2003 school year. In addition, the Center has provided every school district in Texas (more than 1200) with a video, manual and CD-ROM to assist them in writing district or campus security plans. The director of the Muskegon Community Health Project in Michigan, Vondie Woodbury, will offer insights on how the Muskegon approach could be implemented here and in other communities. The 2005 Legislature wrapped up its session without finding a solution for the school finance reform. Governor Perry stated he will call a special session once the senate and the house reach an agreement. On the horizon, the Texas Supreme Court will hear arguments in an appeal of a school-finance case on July 6th. Friday, May 27, 2005

El Paso, Texas Each year, the U.S. Department of Education in partnership with the National Association of State Title I Coordinators of Compensatory Education honors Title I schools that are worthy of recognition for their progress toward the goal of all students achieving state standards of academic excellence. The National Title I Distinguished Schools Recognition Program commemorates those schools that ensure that all children have access to effective instructional strategies and challenging academic content, and demonstrate success in ensuring that all children make significant progress toward learning the enriched curriculum content. Scotsdale Elementary School, in Ysleta Independent School District, is one of five Texas Distinguished Schools nominated to receive the 1998-99 National Title I Texas Distinguished School Award. The Texas Commissioner of Education nominated Scotsdale Elementary School for national recognition based on the performance of the Title I school for the three previous years. The school achieved an Exemplary rating for the three previous years which denotes that at least 90 percent of all students passed the reading, writing, and mathematics sections of the Texas Assessment of Essential Skills (TAAS). More specifically, all students included at least 90 percent of the African American students, at least 90 percent of the Hispanic students, and at least 90 percent of the students classified as low-income. Additionally, the student attendance rate had to exceed 94 percent. Scotsdale Elementary School is one of only 15 percent of all schools in Texas to receive the Exemplary rating in 1998.

Media Literacy Online Project - College of Education - University of Oregon - Eugene Ridnin' High In Texas Source: Strategies For Media Literacy Jim Landureth is Director, Instructional Media Services for one of largest districts in Texas, the Houston Independent School District (HISD). Recently, HISD hosted a series of media education workshops for Houston teachers in partnership with Southwest Alternate Media Project (SWAMP), a regional media arts center, and Strategies for Media Literacy. What is available at the Instructional Media Services Center? We're responsible for three major areas. One is the teacher media in-service center. Traditionally, that has not been electronic media. It's a lot of make it and take it things; bulletin board materials, laminating things, artwork; visual materials. We probably have one of the best centers in the country for teachers. We have a supply budget where a teacher can spend about $6.50 a day on materials and a staff of technicians to help them. I'm working on having more video equipment and computer equipment available to teachers. We also have a film and video library and we have a lot of materials available for checkout to use in the classroom. Finally, we have a fairly sophisticated video production facility here in the district.

Historical/Biographical Sketch:
In 1965, the 59th Texas Legislature authorized the State Board of Education to establish media centers throughout the state. Two years later, the State Board of Education divided the state into 20 regions, assigning each media center to begin operations and serve in each region. The 60th Texas Legislature expanded the Regional Service Centers' services and designated the roles of each service center in coordinating educational planning for the region. In 1984, the Texas House passed Bill 72, which directed the Regional Service Centers to work closer with the Texas Education Agency and school districts to raise the quality of district programs, and enhance uniformity and consistency in district operations.
The Region VII Service Center is in east Texas, along the border of Louisiana and Arkansas. The Center's Child Nutrition Program Department provides services to school districts in the areas of technical assistance; regional training/workshops for school food service personnel; individual and group training of food service personnel requested by individual districts; assistance for districts with implementation of Nutrition Education Programs and assistance to schools with Nutrition and Special Projects.
