Hi-Tech Teaching in Small Town Texas
Thanks to a satellite receiver provided through Library Services and Technology Act (LSTA) State Grants, citizens of Cotulla are now linked to a variety of professional training programs and other big-city resources. The Alamo Area Library System was the first in Texas to use LSTA State Grant funds to equip its small town libraries with satellite-based technology for training and distance education for librarians and patrons alike. Harris County Receives Between The Lions Grant
The Harris County Public Libraries received a $2,500 mini-grant from the Association for Library Service to Children (ALSC), a division of the American Library Association, to participate in the Between the Lions outreach campaign. Between the Lions is a daily, half-hour series geared to 4 to 7 years olds, which began airing on PBS stations in April 2000.

Two McAllen Public Library Branches Open
Mayor Leo Montalvo wields the scissors while city council members and dignitaries look on at the opening of the Palm View Community Center and Branch Library in McAllen. (photo courtesy of Gerard Mittlestadt, Director, McAllen Public Library) The McAllen Public Library opened two new branch libraries in January 2001. The openings marked the culmination of years of planning and dedication on the part of library staff and administration, city administration and advisory boards, and hundreds of people in the local community. Groups of local school children, the mayor and city council members, the superintendent of schools, a representative of the Texas State Library and Archives Commission, and a mariachi band were among those on hand to celebrate the libraries’ grand openings. The Palm View Community Center and Branch Library and the Lark Community Center and Branch Library each include 31,5000 total square feet (11,000 for the library and 20,500 for the community center). The community centers each include a gymnasium, an arts and crafts room, and an aerobics room. Each branch library includes a collection of more than 10,000 books and 12 Internet-ready computers. The school offers an interdisciplinary doctoral degree program in information science that responds to the varied and changing needs of the information age. The mission of the program is to provide a center of excellence in graduate education and research in three related areas:
  • accessibility, communication, management and use of information resources human communication and information behavior and the systems and technologies that enhance communication and learning information and communication processes in managerial, organizational, social and technical environments and the accompanying analysis, design and evaluation of information systems
Graduates of the program will be prepared to contribute material to the advancement and evolution of the information society and will work in a variety of roles and application settings in information agencies as administrators, researchers and educators. An objective of the Ph.D. program is to provide students with a variety of approaches to solving information problems from a number of disciplines, including behavior analysis, communication studies, computer science and engineering, criminal justice, information technology and decision sciences, journalism, technology and cognition, and visual arts.

PROJECT 1: CONFERENCE ON THE IMPACT OF CIVIL JUSTICE ON THE U.S.
In 2002, the Center on Lawyers, Civil Justice, and the Media organized a conference entitled "What We Know and Do Not Know about the Impact of Civil Justice on the American Economy and Polity." Leading empirical researchers from across the country attended the conference and presented papers on a variety of subjects, including law and economic growth, the empirical predicates for successful securities markets, medical malpractice, consumer bankruptcies, attorneys' fees, and litigation costs. The articles were later published in a symposium issue of the Texas Law Review The participants were:

Austin, TX The mission of the Austin Readers for School Libraries is to "encourage and facilitate children's reading, to instill a passion for books, and to promote libraries as strong, vital institutions that are central to the well being of their schools and community." In 1995, the Board of the Austin ISD threatened to cut library positions in several of the city's smaller elementary schools. One parent, Virginia Raymond, made an impassioned plea before the Austin Independent School District Board to retain the staff. A school library supporter on the board was so impressed with Ms. Raymond that he suggested she reach out to other parents who shared her belief in the importance of quality library service in the schools. Cactus Ranch Elementary School, Round Rock ISD
This 94,000 SF elementary school includes 53 classrooms, a media center, cafetorium, gymnasium, music room, science labs, art rooms, computer labs, life skills lab, resource rooms, and common areas. The media center is the focal point of the school containing community meeting spaces, wireless computer technology, and a story stage. Dramatic natural light and colorful suspended panels animate the space, welcoming visitors, and enticing students to learn. The site, located in a new development, required collaboration with district staff, community, developer and city to complete the school within an aggressive 11-month schedule. The school received two awards in the TASA/TASB 2002 Exhibit of School Architecture for "Value" and "Process of Planning". In addition, Cactus Ranch was honored as an Outstanding Building and Project by American School & University Magazine and was named an Outstanding Construction Project in the $10-$30 million category by both the Austin and Texas Chapters of the Association of General Contractors.

Partner in Learning: The School Library Media Center
You may remember it simply as the school library, the place you went between classes to read, do homework or conduct research for a term paper. But the school library of yesterday has given way to a new and exciting place the school library media center where information is available in a wide variety of formats, both print and electronic; where materials and activities are coordinated with classroom assignments; and where students learn information skills that will prepare them to live and work in the 21st century. Today's school library media program plays an integral role in educating children for the future. It is where students learn to find, analyze, evaluate, interpret and communicate information and ideas skills they will need as adults to live and work in an information-based society. In addition to serving as independent learning centers, the programs of many centers are directly integrated into the curriculum.
