Stealing from the PTO
Theft by volunteers is more common than you think. But you can prevent it.

Last year, the Hampstead Elementary School PTA in Maryland had two goals: to replace the school’s aging playground equipment and to install a state-of-the-art wireless computer lab. Toward those ends, children tromped through the rural town hawking candles and drumming up participants for run-a-thons, all contributing to a $60,000 take to fund the climbers, swings, and keyboards. Little did the children or their parents know, however, that as fast as the money was coming in, it was going out. In July, just as the PTA’s treasurer was finishing his two-year term, he was arrested for stealing more than $62,000 from the organization. The staggering loss has put the school’s long-awaited projects at risk. The situation at Hampstead is an example of one of the biggest but least-discussed threats to parent groups: embezzlement. That anger is fueling local prosecutor Melissa Hockensmith, who’s handling the case, in which John N. Biggs faces 39 charges of theft. “The kids earned this money, and there’s a good lesson we can show them,” says Hockensmith. “You can’t take someone’s hard-earned money and just get away with it.” There’s a good lesson for parent groups to learn, as well. Embezzlement is a fact of life. “This problem is pervasive,” says veteran fraud investigator Joseph Whall, managing director of The Whall Group in Auburn Hills, Mich., who’s seen cases in everything from church groups to multinational corporations.

The Parent Teacher Association, or PTA , is a huge and very influential nationwide organization with state and local affiliates throughout the country. The national PTA is headquartered in Chicago and promotes parent involvement in school communities. Haar, EPI President Hardly a week goes by without another article encouraging parental involvement in education accompanied by a poll showing the benefits of having parents active in their child's education. Busy parents have long been engaged in volunteer work within classrooms, extra-curricular activities, on school playgrounds, and at home. Today, however, parents who are contributing more time and money feel like they are resources to be tapped rather than major stakeholders in the system. Parents are turning to traditional parent-teacher groups for help. The question is: What kind of help can they expect? The century old National Congress of Parents and Teachers (PTA), has been a long-time proponent of parental involvement. The PTA has local affiliates in slightly over one-fifth of the K-12 schools in the United States. In Florida, about 26 percent of the schools have PTAs. However, all is not well with the PTA. At the PTA's national convention in Kansas City, Missouri, last June, most states reported no membership increases, while many states reported membership losses. Some states, like Indiana, have seen significant dropout rates. In 1994, the Indiana PTA lost 3,384 members and at least 9,000 members quit in 1996. In my opinion, there are several reasons for this decline.

Charter school advocates for years have said their schools survive on less money per student than regular public schools. Charter leaders have proclaimed the funding gap for so long that it is accepted as fact among educators. But it's not true, according to a new report commissioned by the Texas Education Agency. According to the report, the average charter school received $8,045 for each child it enrolled in 2003. Regular public schools received $8,028. The figures include state and federal aid, grants, donations and local taxes. Last update 11/18/03 Plano to seek waiver again for early school start , Plano Star Courier. Out of 150 speakers, 120 said they supported the Plano Independent School District's tentative calendar that includes a week-long fall break Oct. 4-8, a three-day Thanksgiving holiday and a professional development day on Feb. 14. The last day of school for students is May 20 in the approved calendar. The state legislature has mandated that school districts must start instruction no earlier than Aug. 16. The approved calendar's Aug. 4 start date will require a waiver from the state allowing a deviation from the law. After late start proponents wrestled a compromise calendar out of the school district in the previous two years, recent events leave them to wonder why the change ? Cited in news reports are over 1,000 emails received by the district, a "preponderance" of which showed support for the early start and the full fall break. Members of the Plano Parental Rights Council requested a review of those emails under open records. The preponderance of e-mails were from teachers, staff and various PTA's who were INVITED to submit their vote!! And, when the voting seemed to be leaning toward the 8/16 start date another call went out for more input!!! Were parents invited to participate? That's a resounding NO!!! Why won't the school board do a public hearing on the calendar BEFORE they vote on the start date? At the recent Town Hall Meeting Board Member Skip Jenkins explained it was the state law that required them to advertise the public hearing and the intended start date. BUT THAT DOESN'T PRECLUDE THEM FROM SCHEDULING AN ADDITIONAL PUBLIC HEARING (OR A FAIR AND INCLUSIVE SURVEY BY POSTCARD, EMAIL OR INTERNET) BEFORE THEY VOTE ON THE START DATE!!! It just goes to show you, once again, that the district and our elected Board members seem to practice selective listening! Our advice? Send the Board a message:

The 79th Legislature ends not with a bang, but lots of whimpers

Don't think for a moment that you've seen the last of the lawmakers, what with all the hints this week of a possible return engagement for another crack at school finance – or rather, property tax reduction. So enjoy the reprieve while you can. As with most sessions, the 79th Legislature had its share of highs and lows – the lowest point, the night Democratic Rep. Joe Moreno was killed driving back to Austin from a Rockets-Mavericks playoff game in Houston. As for the high points, that depends on where you stand. Many of us are still relishing that five-hour debate leading up to the death of private school vouchers. It provided one of those rare moments (these days) of Republicans and Democrats teaming up to defeat bad public policy. Another unpredictable alliance had reformist Dems and social conservatives coming together to successfully thwart persistent efforts (mostly from the GOP leadership) to expand the state's gambling footprint.
In his post-session assessment on Tuesday, Gov. Rick Perry put his best spin on his 2005 legislative agenda – which he had originally declared would be judged on property tax cuts and school finance reform. Oh, well. On other fronts, Perry got what he sought on lowering workers' compensation costs, curbing "frivolous" asbestos lawsuits, and requiring parental consent for minors seeking abortions. And he got some, but not all, of what he wanted in the way of funding for child and adult protective services, his pet Enterprise Fund, and his new Emerging Technology Fund (maybe next session we'll see an Emerging and Enterprising Video Slot Machine Fund). Concerning his losses – in addition to coming up short on school finance and vouchers, Perry lost his bid to lower the cap on property appraisals, in large measure because of loud and effective opposition from local municipalities and counties.

Districts turn to parents to play bigger roles

In this era of swelling enrollments, tight budgets and politicized family values, Americans are being told the key to success in public education can be summed up in one word: parents. Everyone from President Clinton down is urging parents to take a more active role in their children's schooling. The old days when parents met teachers once a year at open house, went to the Halloween carnival and chipped in at candy sale time now seem quaint. Under the new regimen, parents are handing out textbooks, replacing playgrounds, tutoring slow students in reading and helping fast ones pick a college. They help to run student detention programs. They "room-sit" for teachers called away to other things. They meet and greet school visitors. While big school districts may have special staffs to garner commercial and corporate support, smaller districts often turn to parents and volunteers to help identify and go after business and civic donors. Volunteerism in all its forms private-sector support, plus parents' and others' donations of time and effort can add up to substantial sums for cash-strapped school districts.
