The Texas Association of Private and Parochial Schools , or TAPPS , is an organization headquartered in San Antonio which creates rules for and sometimes administers almost all athletic and academic contests for non-public high schools in the American state of Texas . Activities range from football to marching band competitions. Unlike its public-school counterpart, the University Interscholastic League (UIL), TAPPS sponsors Academic Decathlon competitions. edit
Groupings
Like the UIL, TAPPS separates the state in regions, officially called districts , for various contests. Each type of contest will have different districts and competitors. The districts are mostly decided behind closed doors by TAPPS and are an attempt to keep schools within a certain distance of their home town when attending competitions. However, the system has evolved in such a way that district competitions are often the first step towards further progression; hence, if a school wins their district marching band competition, they may advance to the state level, for instance. Schools are further broken down with a letter classification to separate them from other schools of varying sizes. The debate over public versus private schools received judicial attention at the beginning of the twentieth century in the landmark case, Pierce v. Society of Sisters , where the United States Supreme Court concluded that parents have the fundamental right to direct the upbringing and education of their children.1 Yet, when parents, especially low-income parents, are faced with the options of sending their children to a public school that may not, for whatever reason, be meeting their childrens educational needs or spending thousands of dollars for private school or home-schooling, it is fair to say that parents are indeed forced to choose public school.2
Parental choice programs, or educational vouchers, surfaced as a potential solution to this problem. In 1998 and 1999, 32 states considered school choice, and 45 governors stated support for some degree of school choice or charter schools.3 Under the basic school choice program, parents would receive a certain dollar amount from the state and apply that amount to the school the parents find best suited to educate their child, be it private, public or parochial. In examining such a program, two issues deserving of attention include the constitutionality of the educational choice program and the administrative and pedagogical effects. Constitutionality Under the United States Constitution
The United States Constitution does not expressly provide for or prohibit an educational voucher system that would allow parents to send their children to parochial schools, but past decisions by the United States Supreme Court indicate school choice programs that include religious schools are constitutional, at least under the federal constitution.4
