Poor diet and inactivity hurt children and state's future
Trimming the Fat Empty calories and empty playgrounds could lead to empty coffers in Texas. More than a third of the kids in Texas schools are overweight, according to Texas Health Commissioner Eduardo Sanchez, and that means future health hazards for children and fiscal hardships for the state. In April, Sanchez told the Joint Interim Study Committee on Nutrition and Health in Public Schools that the number of overweight Texans will double by 2040. Their health care costs are also expected to double. Obesity not only causes serious illnesses, such as diabetes, heart disease and gallbladder disease, but it is also draining state resources, he said. Bulges cost billions
In 2001, overweight or obese adults cost Texas $10.5 billion. That includes the direct costs of health care and the value of lost productivity, illness, disability and premature death, according to Dr. Margaret McCusker, a Centers for Disease Control and Prevention (CDC) representative assigned to the Texas Department of Health (TDH). Moreover, Texas' children are more overweight than the national average, McCusker said. Thirty-five percent of Texas' school-age children are overweight, compared with an average of 15 percent nationwide, she said.

    A. Management and Operations B. Nutritional Education C. Student Meal Participation D. Facilities and Maintenance
    B. NUTRITION EDUCATION The American Dietetic Association, the Society for Nutrition Education and the American School Food Service Association (ASFSA) have developed a position statement outlining the need for comprehensive school-based nutrition programs and services for all the nation's elementary and secondary students. It is important to evaluate the role that school meals play in helping students learn more effectively while improving their immediate and future health. Research has shown that school food and nutrition programs are important to both learning readiness and good health . Childhood obesity has become the third most prevalent disease of children and adolescents in the United States. Many large districts view school meals as an integral part of the total education process and allocate money to ensure quality and maintain affordability. Policy decisions are increasingly made to provide all students the skills and environment they need to adopt healthy eating and dietary behaviors. The School Meals Initiative mandates that EPISD meet the nutrient standards established by the USDA for fat and energy (caloric) content.

Nutrition standards for child-care programs J Am Diet Assoc. 1999; 99:981-988. PDF Version
    ABSTRACT
Child care is no longer an experience for a few children. Every day 13 million preschoolersincluding 6 million babies and toddlersare in child care in the United States (1). This number is 60% of the nation's young childrenthat is, 3 of every 5 children aged 5 years and younger participate in some type of nonparental child care. In addition, millions of school-age children are in child-care programs after school and during school holidays (1). Mandatory work requirements in the Welfare Reform Act of 1996, together with an increase in the amount of federal dollars for child-care block grants to the states (2), can be expected to increase yet again the numbers of children who eat one or more of their daily meals at a child-care facility. Over the past 3 decades there has been steady growth in the use of center-based child-care arrangements. In 1965, 26% of young children in nonparental care were in center-based programs. By 1995, more than 70% of young children in nonparental care were in center-based programs, 20% in family child-care homes, and 8% in other arrangements (eg, relatives or in-home caregivers) (3). This trend toward increasing reliance on center-based and other formal child-care settings provides expanded opportunities to ensure that young children are routinely offered nutritious foods that keep them free from hunger, promote their proper growth, and reinforce choices and habits that prevent disease and support good health.

Austin schools work to better nutrition plan
Schools statewide must implement Senate bill's policy
    By Angela Grant
With childhood obesity high and the risks of serious diseases looming, Texas public schools have taken on another role - fighting to make kids thinner. Out of every 100 fourth-graders, about 22 are obese, according to a survey by the Coordinated Approach to Child Health. The survey revealed that 19 percent of eighth-graders and 15.5 percent of 11th-graders are obese. Austin students and educators are getting used to changes since a new statewide nutrition policy began in August. Now officials of the Austin Independent School District are working to combat childhood obesity in another way mandated by Texas law.

Implementation of Texas Essential Knowledge and Skills for Health Education, High School. The provisions of this subchapter shall supersede §75.65 of this title (relating to Health Education) beginning September 1, 1998. Source: The provisions of this §115.31 adopted to be effective September 1, 1998, 22 TexReg 7740. §115.32. Health 1, Grades 9-10 (One-Half Credit). (a) Introduction. (1) In health education, students acquire the health information and skills necessary to become healthy adults and learn about behaviors in which they should and should not participate. To achieve that goal, students will understand the following: students should first seek guidance in the area of health from their parents; personal behaviors can increase or reduce health risks throughout the lifespan; health is influenced by a variety of factors; students can recognize and utilize health information and products; and personal/interpersonal skills are needed to promote individual, family, and community health. (2) In Health 1, students develop skills that will make them health-literate adults. Students gain a deeper understanding of the knowledge and behaviors they use to safeguard their health, particularly pertaining to health risks. Students are taught how to access accurate information that they can use to promote health for themselves and others. Students use problem-solving, research, goal-setting and communication skills to protect their health and that of the community.

Education for health care professionals continues in the Corpus Christi/Coastal Bend area (10/12/98)
Funding appropriated by the Texas Legislature assures continued education and clinical training this year for students and health care professionals in the Corpus Christi and Coastal Bend areas, according to officials with The University of Texas Health Science Center at San Antonio. "We wish to thank Senator Carlos Truan and his House colleagues, whose leadership will help these the South Texas/Border Region Health Educational Initiative programs continue," said John P. Howe, III, MD, president of the Health Science Center. "It's very exciting to see the expansion of established educational programs in Corpus Christi and the Coastal Bend." In 1995, with local educators and health professionals, the Health Science Center began new regional health educational programs as part of the South Texas/Border Region Health Education Initiative, a legislative project to enhance training in the region for students interested in health careers. The project also has similar programs in the Lower and Mid-Rio Grande Valley. More than $15.5 million was appropriated by the Legislature last year to support the programs over a two-year period.
  • A large share of the regional appropriated funds assures continued training in family practice for third- and fourth-year medical students, residents and others at Spohn Memorial Hospital and the Nueces County Medical Education Foundation. Support for the family practice residency program at the Bay Area Medical Center also will continue. The Coastal Bend has fewer primary care physicians per capita than the state and national average, and these important programs are widely recognized for attracting new physicians to practice in local communities.
