Experienced Manager Chosen to Lead Adult Protective Services
AUSTIN – Debra Wanser, an experienced executive at the Texas Department of Health, will take over management of the Adult Protective Services Program for the Department of Family and Protective Services. “Debra's extensive management experience will benefit our Adult Protective Services program at a time when significant changes are being made,” said Texas Health and Human Services Executive Commissioner Albert Hawkins. “Her first job will be to implement the corrective action plan we've developed to improve these services throughout the state.” Wanser, currently the associate commissioner for family health for the Texas Department of Health (TDH), will begin her new role as an assistant commissioner at the Department of Family and Protective Services on Aug. 9. For the past three years, Wanser has led the bureaus of children's health, kidney health, nutrition services, women's health and support services. She is a nurse with a background in public health and mental health programs and has been at TDH for 12 years. She earned a bachelor's degree from St. Edward's University in Austin and a master's degree from the LBJ School of Public Affairs.

    Childhood Obesity – An Overview of Policy Options In
    Legislation for 2003-2004
    2005 Update Now Available Obesity is epidemic in the United States. In the past two decades, rates of overweight and obesity have doubled for children and tripled in adolescents. The percentage of overweight among children and youth has climbed to the 15 percent range. Being overweight or obese increases risk for the top U.S. causes of death and disability including heart disease, stroke, cancer, and diabetes. Across the country, obesity carried a $117 billion price tag in 2000, accounting for 9 percent of the nation’s total health care costs. The Centers for Disease Control and Prevention estimates that if current obesity trends continue, one-third of all children, and one-half of African-American and Hispanic children, born in 2000 will develop diabetes. Fortunately, much can be done to prevent costly obesity-related health problems. State legislators have begun to aim prevention efforts at obesity risk factors that begin in childhood—such as poor nutrition, physical inactivity, and the increase in children diagnosed with Type 2 diabetes.

Public Health Problem
Between 1987 and 2000, obesity reached epidemic proportions in the United States, with more than 45 million adults classified as obese. In Colorado, adult obesity (body mass index [BMI] 30) rates increased from 6.9% in 1990 to 14.9% in 2001; the prevalence of overweight (BMI 25) among adults also rose from 36.7% to 51.6% during those years. Evidence That Prevention Works
Research has demonstrated that preventive measures such as improved nutrition, tobacco cessation, increased physical activity, and early detection and intervention may prevent heart disease, stroke, and other chronic diseases. Physical activity helps to control weight; contributes to healthy bones, muscles, and joints; reduces falls among the elderly; helps to relieve the pain of arthritis; reduces symptoms of anxiety and depression; and is associated with fewer hospitalizations, physician visits, and medications. Program Example
Through a partnership with the University of Colorado Health Sciences, the Colorado Physical Activity and Nutrition Program is implementing two community interventions in Peetz, Colorado, which has a large rural population, and in the Denver Metro Black Churches, which allows program coordinators to work in an already established urban and African American setting to reach high-risk populations. These interventions focus on a physical activity component to encourage participants to walk 2,000 steps a day more than they walked before the program. Pedometers are offered to assist participants in their efforts. Additional worksites and community sites throughout the state are also participating. The intervention will introduce a nutrition component as well, most likely promoting a 5 A Day campaign. The program has been named

"We want to lead the nation in the most physically fit and healthy children. In fact, wouldn't it be wonderful to eradicate these debilitating illnesses (type 2 diabetes, high blood pressure, cardiovascular disease) entirely in children's young lives that result from poor nutrition and obesity." The committee heard testimony from Texas Health Commissioner Eduardo Sanchez, who said that "Hispanics have a disproportionately high rate of obesity and the dramatic increases in obesity could be devastating. Our state demographer projects that the Hispanic population will grow from 33 percent today to 51 percent in 2040." Commissioner Sanchez called this situation a scenario where multiple factors will compound the perfect storm. He added that the number of overweight Texans will roughly double by the year 2040 and nearly triple from 3.5 million today to 9.6 million in 2040. And if recent trends continue, health care costs could quadruple from $10 billion today to as much as $40 billion a generation from now. Since obesity in this state's children has doubled over the last 20 years, with 35 percent of school youth now overweight or obese, Commissioner Sanchez cautioned that this generation of Texas children could be the first generation in a 100 years to face a shortened life expectancy from obesity-related illnesses.

The Masters and Doctoral programs in Nutrition allow emphasis in the broad fields of basic and applied animal and human nutrition. Candidates may perform research in the areas of nutritional biochemistry and molecular biology, animal nutrition, clinical nutrition, and community or international nutrition. Studies in animal nutrition may be related to animal agriculture or may be fundamental in nature. Human or domestic animal nutrition specializations can be obtained in physiology, immunology, biochemistry, molecular and cell biology, applied nutrition, and clinical nutrition. Graduate level course instruction and laboratory training may be obtained in such subdisciplines as cell biology, molecular biology, immunology, reproductive physiology, exercise physiology, sociology, and philosophy.

Scheduled to take effect August 1, 2004, when most, if not all, of Texas public school students and their parents are focused on summer vacation plans rather than school menus, the new policy significantly restricts the foods available on school premises and especially in cafeterias.
