CARNEGIE LIBRARIES . The public library movement was late in coming to Texas. Before the building program financed by Andrew Carnegie began, the state had only a handful of public libraries; some of the larger were the Galveston Public Library, the Houston Lyceum Library, the El Paso Public Library, and St. Mary's Church Library in San Antonio. Andrew Carnegie believed in giving to those who were willing to help themselves. He defined the public library as one that not only served the public but was supported by public funds. The cities that received his gifts were told they must make themselves responsible for the maintenance of the gifts. He asked that they pledge an amount equal to 10 percent of the grant, to be made available annually for the library, and that the city also provide a suitable site for the building. Between 1898 and 1917 Carnegie gave thirty-four gifts totaling $645,000 to various Texas communities. These donations were responsible for the construction of thirty-two public library buildings. Pittsburg, a mining town of fewer than 1,500 inhabitants, was the first Texas community to receive a Carnegie building grant. The gift of $5,000 in 1898 helped to finance a building that contained a small library and reading room for the use of local mine workers during their leisure time. In 1899 and 1900 gifts were awarded to the Dallas, Fort Worth, and San Antonio public library associations and the Houston Women's Club. The El Paso Public Library Association received a grant of $37,500 in 1904. Grants to such smaller communities as Clarksville, Waco, Belton, Tyler, Gainesville, and Sherman often resulted from applications from women's clubs, many of which had already started their own subscription libraries.

The TEA Division of Curriculum's mission for Texas public school libraries follows:

    The Texas Library Connection (TLC) was a part of the state educational technology initiatives tied to the implementation of the Texas Long-Range Plan for Technology, 1998-2010 that were not funded during the 78th Legislative Session due to budget shortfalls.
    After August 31, 2003, the full-text TLC databases (magazines, reference materials, newspapers, maps, and encyclopedias) for Texas schools were no longer provided by TEA due to the lack of funding for this initiative.
    Because TEA owns the data in the TLC Union Catalog and because of its use in public school libraries across the state, TEA licensed the data to Auto-Graphics. The agreement between the TEA and Auto-Graphics was signed February 2004. Through this agreement, Auto-Graphics will provide access to the TLC Union Catalog through a cost recovery model to Texas public and charter schools.
    As part of this agreement, Auto-Graphics announced the availability of Texas SchoolCAT, a special subscription package that specifically addresses the needs of those schools that are looking for "cataloging only" software package. For those schools seeking a package with more options, Auto-Graphics offered Texas SchoolCAT Plus.

    • The Texas Book Festival is currently the largest private funding source for Texas libraries. Texas ranks 45th in the nation in funding for libraries. In 2004, the Book Festival partnered with the Texas Library Association to expand the grants criteria for funding to libraries. The new criteria includes a specific literacy component to encourage libraries to develop benchmark programs that might be replicated in other Texas communities and a technology component to wire public libraries for the 21st century. Approximately 3.5 million Texans read on a fourth grade level (or less).

They were protesting a lack of funding for public libraries because of the state's deficit and hoped to affect Wednesday's budget appropriation debate.
