The Texas Rangers played an effective, valiant, and honorable role throughout the early troubled years of Texas. The Ranger Service has differed in organization and policy under varying conditions, demands for service, and state administrations, and it has not been of entirely unbroken continuity. However, it has existed almost continuously from the year of colonization to the present. In 1821, Stephen F. Austin, known as the "Father of Texas," made a contract to bring 300 families to the Spanish province, which now is Texas. By 1823, probably more than 600 to 700 people were in Texas, hardy colonists from the various portions of the United States at that time, who settled not far from the Gulf of Mexico. There was no regular army to protect them, so Austin called the citizens together and organized a group to provide the needed protection. Austin first referred to this group as the Rangers in 1823, for their duties compelled them to range over the entire country, thus giving rise to the service known as the Texas Rangers. When Austin returned from his imprisonment in Mexico in 1835, a body was organized called the "Permanent Council." On October 17, 1835, Daniel Parker, a member, offered a resolution creating a corps of Texas Rangers, 25 men under the command of Silas M. Parker to range and guard the frontier between the Brazos and the Trinity; 10 men under Garrison Greenwood to work on the east side of the Trinity; and 25 men under D. B. Frazier to patrol between the Brazos and the Colorado. These Rangers were assigned to protect the frontier against the Indians until the end of the Revolution.

My great concern was that Texas law enforcement officers who depended on these vests would not have the protection they needed and expected in an emergency. Seven other states also filed lawsuits against Second Chance, and several private class action lawsuits were filed against Second Chance as well as Toyobo, the maker of the Zylon fiber. In October, 2004, Second Chance filed for bankruptcy, stalling private litigation against the company. We continue to work toward a resolution of our claims against Second Chance through its bankruptcy counsel.

CHAPTER 51 - TEXAS LABOR CODE
GENERAL
The purpose of the Texas Child Labor Law is to ensure that a child is not employed in an occupation or manner that is detrimental to the child's safety, health, or well-being. "Child" is defined as an individual under 18 years of age. Except as specifically authorized by the statute, it is illegal to employ a child under 14 years of age. One of the principal exemptions in the statute allows the Texas Workforce Commission (Commission) to adopt rules which authorize the employment of children under 14 years of age as performers in a motion picture or a theatrical, radio, or television production. Pursuant to that authority, the Commission has adopted Texas Commission Rule Section 817.31, which sets out the procedure for authorization of work by a child actor. These rules also contain provisions designed to ensure that employment does not interfere with a child's education and does not pose a threat to the child's health, safety, or general well-being. The Commission or its designee may, during working hours, inspect a place of business where there is good reason to believe a child is or has been employed within the last two years and collect information about the employment of children there. Knowingly or intentionally hindering such an investigation is a violation of the law.

    Though accidents can occur virtually anywhere and under any circumstances, some of the most serious and costly accidents occur while people are involved in transportation-related activities. Although some transportation accidents may subject the wrongdoer to criminal sanctions, injuries suffered in such an accident usually are compensable also through a personal injury civil lawsuit. The Personal Injury Law: General Chapter describes the framework of a personal injury suit. Most civil suits arising from transportation accidents are based in negligence. This chapter provides a brief overview of the laws and issues regarding automobile, maritime, railroad, and aviation accidents. Tort litigation involving transportation-related activities can be extremely complicated. Retaining an inexperienced lawyer may result in a plaintiff losing a lawsuit or not receiving the recovery that he or she deserves. It is important that a person injured in a transportation-related accident choose an attorney with appropriate experience and familiarity with the subject matter of the lawsuit.
    Automobile Accidents
    Purchasing motor vehicle insurance does not prevent a person at fault in an accident from being sued. However, there are steps to take to reduce one's liability. For example, drivers are encouraged to make sure all reasonable steps are taken to warn approaching drivers after an accident has occurred. Otherwise, drivers involved in an accident may be liable for damages suffered by the approaching drivers.
