T he Texas Risk Management Education Program, an educational and service program offered by Texas Cooperative Extension through the Department of Agricultural Economics, is designed to provide agricultural producers and agribusinesses with sound decision-making information on alternative production, marketing and financial management strategies. With an increasingly global market place and the latest farm bill - which allows more production flexibility while lowering the government safety net - Texas agricultural producers and agribusinesses are exposed to more income risk. To better cope with these risks, the TRMEP offers several innovative programs , including two new interrelated approaches:

    Risk Management Curriculum Guide - a comprehensive set of risk management curriculum.

    Business Foundations Overview The Business Foundations Program offers six business courses (four upper-division and two lower-division) for non-business majors which can be taken in any combination as a supplement to an undergraduate program. Students may choose to take one or more of the courses to satisfy an interest or need for specific instruction. The entire program is designed to provide a foundation in business concepts and practice for students who plan to enter the workforce or a graduate degree program upon completion of their undergraduate degree.     The Small Library Management Training Program is an ongoing, voluntary program that provides management skills to nonMLIS library staff of small community (25,000 or less population) libraries in Texas. Since 1994 more than 350 library directors have taken part in the program, and 165 have completed the entire series.
    The program has been opened up beyond Directors to include public library staff of small community libraries who do not have Master's degrees in Library and Information Science. Currently, there is a program participation limit of two library staff members per library. Each session is tailored to provide essential management skills for library professionals who are responsible for (or would like to learn more about) planning, creating and justifying budgets, hiring and supervising staff, ordering and weeding library materials, and developing policies. The program consists of five two-day workshops in five locations around the state offered over a two and one half year period.     Housing equity is the most important asset for the vast majority of Americans. After much debate, Texas passed legislation to permit reverse mortgages. Under a reverse mortgage, a homeowner borrows against the equity in their house and receives money from a lender. When the individual dies, moves out, or sells the house, the borrower or her estate must repay the loan to keep the house. Reverse mortgages, however, have not proven to be a popular option - less than one percent of qualified homeowners have a reverse mortgage. Several factors discourage homeowners from taking out reverse mortgages, including the desire to retain ownership of one's home, high closing costs, low borrowing limits, concerns about future medical expenses, and fear of debt. Critics say reverse mortgages are complicated and expensive, including fees that are poorly explained. The obstacles facing lenders include low origination fees, the risk that borrowers will not maintain their homes, regulatory and legal uncertainties, and lack of demand to justify maintaining a staff trained on reverse mortgages. Older Texans can also avail themselves of tax benefits, including federal income tax relief and property tax exemptions. For example, people 65 and older have higher income thresholds to determine whether they have to file a federal income tax return. They also have a higher standard deduction. Some Texas communities have special homestead exemptions that ease the burden of property taxes. Current state law provides for the freezing of school taxes on the homesteads of older Texans 65 and older. There is no similar provision, however, for other taxing units. Furthermore, tax breaks to older adults could change as demand for services increase.

    The Division is managed by the Administrative Officer (AO) who is the principal advisor to the United States Attorney and management officials, and the District regarding Administration. The AO provides guidance on the management and use of the District's financial, manpower, and physical resources, and on administrative policies, procedures, and practices.     The Financial Management Section is responsible for the formulation, execution and monitoring of the office budgets. Texas Tech's Consumer Economics Ph.D. program is the first and only Ph.D. program that is registered with the CFP Board.     The purpose of the Texas Money Management Program is to help prevent financial abuse, neglect, and exploitation of low-income elderly and adults with disabilities. Money management services offer a less restrictive alternative to guardianship services in Texas.     The Texas Money Management Program prevents financial abuse, neglect, and exploitation of low-income elderly and adults with disabilities through the work of volunteers who work as:
    Bill Payers- Volunteers who assist clients in budgeting, check writing, bank reconciliation, but do not have signature authority
    Representative Payee - Volunteers who have been designated by a federal agency to manage a client's federal benefit. They assist clients in budgeting, check writing, bank reconciliation and have the authority to sign checks for client expenditures.
