Mission: To support family-centered, community-based strategies for improving the quality of life for children with special health care needs and their families. As of 9/1/04, the Purchased Health Services Unit administers the following programs within the Specialized Health Services Section of the Division for Family and Community Health Services: the Anatomical Gift Education Program; the Children With Special Health Care Needs Services Program; the Hemophilia Assistance Program; and the Kidney Health Care Program. There have been no changes to the services provided through these programs. The Children with Special Health Care Needs (CSHCN) Services Program provides services to children with extraordinary medical needs, disabilities, and chronic health conditions. "Bootstrap" Loan Program Helps Low-Income Texas Families Build Their Own Homes

Topic: State housing issues The 76th Texas Legislature has passed landmark housing legislation that will help low-income Texans build their own homes with their own labor. The Texas Bootstrap Home Builder Loan Program (Senate Bill 1287) will provide low-interest home mortgage loans of up to $25,000 to poor Texas families who agree to "lift themselves up by their own bootstraps." The new law provides $5.6 million in low interest home mortgage loans of up to $25,000 to low-income Texas families who agree to help build their own home. Two-thirds of the funds will be used to help residents of impoverished border colonias and communities build new, better homes. The remaining one-third will be available statewide to low-income families. Funds for the initiative will come from the Texas Housing Trust Fund and other sources. The program will be administered through the Texas Department of Housing and Community Affairs' (TDHCA's) Colonia Self-Help Centers and other nonprofit organizations across the state. "This is a home-grown Texas solution to the challenge low-income families face in getting a decent place to live," said John ,Henneberger, co-director of the non-profit Texas Low Income Housing Information Service, which helped draft the legislation. "The Bootstrap Program is a radical departure from traditional government housing programs and is a housing program based on opportunity and individual initiative."

Summary
Texas needs this program because families of reservists are located across the state and not always near a military base of support. The reduced number of bases nationally means less support available nearby to military families that may need assistance. Additionally, military bases in Texas are hosts to families from across the nation, separated from their normal family support structure, and military families from Texas are located around the world. Program Description In Adopt-a-Family, community organizations will match volunteer families and individuals with families of soldiers and rescue workers. The volunteers will provide moral support and other assistance to families in Texas with spouses or parents stationed away from home or who have military reservists or rescue personnel called up for duty. Texas local community organizations, including faith-based community organizations, schools, hospitals, local officials and corporations, will work together to identify families, individuals and children in the community who would like to help. Military families will apply through their base, military family support group or the nearest Texas National Guard unit, or along with volunteer families, access the program through toll-free hotlines, a website, local community organizations or similar groups. These organizations will match the volunteer families with military families. Local organizations and state agencies will work together to recruit volunteers to help with the matching effort.

Download this Press Release in .rtf Texas Guaranteed's Workshop Benefits TRIO Program Students, Families Austin, TX - Texas Guaranteed's (TG) upcoming workshop, "Effective Loan Counseling and Debt Management," will provide tools and strategies to enable administrators of the Federal TRIO Program to better help students and families understand their real and often complex responsibilities when borrowing to pay for a college education. The workshop will be offered April 11 at The University of Texas - Pan American in Edinburg, April 17 at Texas Tech University in Lubbock, and April 19 at Trinity Valley Community College in Athens. The Federal TRIO Program began with Upward Bound, which emerged out of the Economic Opportunity Act of 1964. Between 1964 and 1969, Talent Search and Student Support Services were added, and the term "TRIO" was coined to describe these federal educational opportunity programs. From 1972 to 1990, the following programs were added: Educational Opportunity Centers, Upward Bound Math/Science Program and the Ronald E. McNair Postbaccalaureate Achievement Program. Many colleges and universities across the state now offer one or more of the TRIO Program components to help students overcome class, social, academic and cultural barriers to higher education. Nationally, the TRIO Program serves nearly 780,000 students (two-thirds of whom come from families with incomes under $24,000). Through participation in the TRIO Program, college and university personnel are often able to work more closely with the students who need the most help finding ways to finance a college degree.
