Academy sets priorities for next Texas Legislature By Tom Banning How Can I Help? The 79th Texas Legislature, which convenes Jan. 11, 2005, will be addressing a number of issues important to family physicians including sunset of the Texas State Board of Medical Examiners, property tax reform, Medicaid and CHIP funding, graduate medical education and public health initiatives, among others. Physician of the Day Program TAFP is proud to again sponsor the physician of the day program for the 79th Texas Legislature. This will mark the 33rd year of the program. The family physician of the day works in a primary care clinic located in the Capitol extension and treats anyone sick or injured on the Capitol grounds. Family physicians of the day are introduced on the House and Senate floors, by the legislator from the district in which they practice and their names become part of the official legislative record. Family physicians have volunteered their time and services since 1971 for every regular and special session of the Texas Legislature. We are excited to once again announce that the TAFP will offer Texas medical students an opportunity to do a preceptorship with the Physician of the Day. The goal is to expose Texas medical students to the broad scope of family medicine.

Family Focus Project
Mental Health Association of Texas
Austin, Texas The Mental Health Association in Texas' Family Focus Project is providing parental assistance through parent centers across the state. It is strengthening and expanding five existing parenting centers in Austin, Denver City, El Paso, Houston, and the Rosenberg-Richmond area to serve 1,530 families. It is also electronically linking parental assistance groups throughout Texas. The Mental Health Association in Texas has provided educational programs in the human services arena for 60 years, and is a state leader in prevention programs, the Parents as Teachers (PAT) program, and children's mental health. The Family Focus Project seeks to enhance children's developmental progress by training and supporting parents, providing referrals for health and social services needs, increasing immunization rates among young children, and providing screenings for hearing, vision, and developmental delays. The project intends to strengthen partnerships between parents and professionals in addressing the educational needs of children, as well as improving the working relationships among home, school, and community. Moreover, the project emphasizes the need to reach high-risk populations, including teen parents and areas with high rates of juvenile crime, and underserved populations. Finally, the project plans to lower child abuse and neglect rates by providing information to parents on appropriate discipline practices. Each parent center will include:

National Association for the Education of Young Children (NAEYC) is the nation's largest organization of early childhood educators and others dedicated to improving the quality of programs for children from birth through third grade. Child Care Aware provides child care information and a national search for child care by zip code. 50 State Map Public Broadcasting System provides a state by state resource map for employees who are caregivers as well as resources for businesses that want to provide family supportive programs. NACCRRA provides national leadership on building quality child care systems, community by community and neighborhood by neighborhood. This organization represents state-level Child Care Resource and Referral Agency Associations. Texas Information and Referral Network represents community information and referral resource centers agencies, which help consumers to locate social service resources throughout Texas. TEXAS STATEWIDE SEARCH Source: Texas Juvenile Probation Statistical Report Adjudicated Probation : After going to court for an adjudication hearing on the facts, a judge may order this form of community-based supervision for a specified period of time, based on such reasonable and lawful terms as the court may determine. While on adjudicated probation, the offender may be required to participate in any program deemed appropriate, such as an intensive supervision program or residential placement. Adjudication Hearing : Hearing held after the announcement hearing where it is determined whether the child committed the offense named in the petition; the juvenile equivalent of a criminal trial. Announcement Hearing : The first hearing in the Juvenile Court process at which time the judge determines if the Court needs to appoint an attorney, or if the family can retain their own. Appeal : A complaint to a higher Court urging that it overturn the decision of a lower Court. Certification Hearing : Hearing held to determine whether the juvenile court will waive its jurisdiction so that an accused juvenile felony offender can be prosecuted as an adult. Certification is permissive and not mandatory under Texas law. Depending upon the type of felony committed, a juvenile as young as either 14 or 15 years of age can be certified to stand trial as an adult.

This designation does not guarantee the protection of historic cemeteries, but it helps preserve cemeteries because it makes present and future landowners aware of the resources on their property. The designation does not restrict the public use or the private owner's use of the land adjacent to the cemetery. Nonprofit groups, families and individuals who know of historic graveyards are encouraged to register each one as a Historic Texas Cemetery.

PROBLEM IDENTIFICATION
Every year, more than 2,000 people die in motor vehicle crashes in the rural areas of Texas, including the small towns with populations under 2,500. This figure accounts for well over 50 percent of all Texans killed in crashes annually. An additional 70,000 persons are injured in rural settings, accounting for 20 percent of all persons injured in crashes in Texas. A major factor contributing to these alarming statistics is the low rate of seat belt use in rural areas compared with urban regions of the state.
GOALS AND OBJECTIVES

    The Texas Legislature established the TEXAS (Towards EXcellence, Access and Success) Grant to make sure that deserving high school graduates with financial need could go to college. The TEXAS Grant, in combination with other aid, pays tuition and fees at the state's public colleges and universities. Type of Institution Average Tuition and Fees Community College Public Technical College State College (Lamar) Public University Annual average tuition and fees for a single student taking 15 semester credit
    hours, Fall and Spring semesters. You apply for the TEXAS Grant when you complete and submit the Free Application for Federal Student Aid (FAFSA). Funding is limited, so you need to submit the FAFSA as soon as possible after January 1 of your senior year. Because they are using funds from a number of sources to help as many students as possible, the financial aid office at each college and university that you list on the FAFSA will determine if TEXAS Grant is part of that aid package that is offered to you. Consequently, you may qualify for a TEXAS Grant but receive other types of financial aid such as the federal Pell Grant, instead. Aid packages will vary among institutions.

    Wetlands Reserve Program to Benefit Family Farm in Texas
    The Lewis family farm's name will now live in history, forever, due to the recent approval by NRCS to have 20 acres on the farm accepted into the Wetlands Reserve Program (WRP).
    The farm, located in eastern Hopkins County, was started in 1940 as a Grade B dairy, but now, the second generation owner, Harry Lewis, is converting the Grade A milking operation to an organic dairy. Lewis also raises hay and organic vegetables. He and wife Billie keep a few horses around for riding and breeding.
    Lewis has long been an advocate for family farmers, and having about one-seventh of the farm's total acreage designated as a wetlands is something he feels is positive for the area's ag producers.
    "Many of the lands in this area are owned by family farmers, and this can keep politicians and (big industry) from coming in and doing something you don't like, like dumping into the creek," he said.
    The wetlands area on Lewis' property is adjacent to Rock Creek, which collects water that drains from the city of Sulphur Springs, and carries it to a larger tributary, White Oak Creek. Because of the city's continued growth, and added drainage ways, the creek's water flow has increased.
