Chapter 58. Records; Juvenile Justice Information System
Subchapter C. Automatic Restriction of Access to Records.
In this subchapter, "department" means the Department of Public Safety of the State of Texas.
The following records are exempt from this subchapter:
sex offender registration records maintained by the department or a local law enforcement agency under Chapter 62, Code of Criminal Procedure; and records relating to a criminal combination or criminal street gang maintained by the department or a local law enforcement agency under Chapter 61, Code of Criminal Procedure.
The department shall certify to the juvenile court or the juvenile probation department to which a referral was made that resulted in information being submitted to the juvenile justice information system that the records relating to a person's juvenile case are subject to automatic restriction of access if: the person is at least 21 years of age;

Nearly 900 Texas foster children in state care leave the system at age 18 each year, almost 32 percent of them without a high school diploma or its equivalent. Many of them will lead lives blighted by poor education and employment prospects, early parenthood, poverty, homelessness, criminal behavior, mental illness and health problems. Studies of the homelessness experienced by former foster children have reported rates ranging from 10 percent to more than 60 percent. A study of former Texas foster children reported that 41 percent had been homeless one or more times. A 1988 study commissioned by the U.S. Department of Health and Human Services According to the report, 38 percent of the youths it studied were emotionally disturbed; 50 percent had used illegal drugs; and 25 percent had had some kind of involvement with the legal system. Only 48 percent had graduated from high school. Only 48 percent had held a full-time job within two years of leaving the foster care system, and their median weekly salary was $205, or just 37 cents an hour above the minimum wage at the time.

The mission of the Texas Family Literacy Center ( TFLC ) is to strengthen family literacy programs and enhance the knowledge, skills, instructional practices and resources available to family literacy educators statewide. A focal point of center activities is to support educators serving the many Texas families who speak a home language other than English.

Across Texas, parents and educators are forming effective partnerships that empower families to build a better and more equitable future. The TFLC helps facilitates this ongoing collaboration and support family literacy providers with the best available knowledge of what makes family literacy a success. The TFLC promotes networking and information sharing among key stakeholders to identify family literacy needs and plan for the improvement of family literacy services statewide. Since December 1999, the Center has hosted an annual Family Literacy Conference, with opportunities for family literacy providers and nationally recognized guests to share successes and build a common vision for the future. Research and Dissemination
Activities in this goal area focus on the ongoing review and dissemination of research-based knowledge of the features of effective family literacy programs. This information is made available to practitioners in user-friendly formats including an Internet-based information Clearinghouse.
