The Dental Branch offers three types of programs which are designed for the dentist who wishes to pursue advanced education. These programs are: graduate postgraduate (certificate), and residency (certificate). Graduate
Graduate programs lead to a Master of Science degree and a certificate in a specialty area of dentistry. Programs are designed to meet the eligibility requirements for examination by the particular American Specialty Board and accreditation standards of the Commission on Dental Accreditation.     Governor of the State of Texas TO ALL TO WHOM THESE PRESENTS SHALL COME: Senate Bill No. 1, the General Appropriations Act, having been duly certified by the Comptroller of Public Accounts pursuant to Article III, Section 49a of the Texas Constitution, has been presented to me for action. The bill would appropriate an estimated $139.4 billion from all fund sources, including $65.6 billion from the General Revenue Fund for the fiscal biennium beginning September 1, 2005. General revenue spending would increase by $5.9 billion or 9.8% compared to the current biennium. I am vetoing the appropriations to the Texas Education Agency because the legislature did not make the best use of resources available for public education. By not passing House Bill No. 2 the legislature failed to make meaningful reforms in education policy, improve student performance, increase accountability, provide better teacher compensation, and did not appropriately fund textbooks and classroom technology. The legislature left an estimated $2 billion on the table that could have been used for these purposes.

The Department of Reading and Bilingual Education is organized into two general program areas for specialization: Bilingual Education/English as a Second Language and Reading. Students may take course work in one or both of these areas for both master's and doctoral degrees. Faculty may teach in more than one program; all programs are interdisciplinary and require some course work from outside the department. The principal objectives of the department are to provide professional development for teacher educators, with emphases on advanced graduate training in teaching specializations for elementary school and selected teaching specializations for secondary school and college. The department also provides specialized study at the doctoral level in reading, with emphasis on the study and practice of research in selected areas of education from preschool through adult years. A major concern of all graduate programs is to develop the leadership potential and skills for graduates of these programs, and to encourage effective teaching practice in all areas of public schools and at the college level. The department also offers services to teachers, schools, parents, and the community in the form of courses, programs of study, clinics, and expert consultation and advice on teaching and education.

The Texas Education Code requires all undergraduate students to comply with the regulations of the Texas Academic Skills Program (TASP). Unless exempted, all new part-time and full-time students who entered college in the 1989 fall semester and thereafter must take the TASP test. This examination, which consists of three sections, assesses students' skills in reading, writing, and mathematics. See Exemptions to the TASP. Beginning fall 1998, all undergraduate students who enter a public institution of higher education in Texas must take the TASP test prior to enrolling in any college-level coursework, unless they are exempted from the test.

      What is fair use?
      We would all appreciate a clear, crisp answer to that one, but far from clear and crisp, fair use is better described as a shadowy territory whose boundaries are disputed, more so now that it includes cyberspace than ever before. In a way, it's like a no-man's land. Enter at your own risk. and their lawyers agree that fair use is so hard to understand that it fails to provide effective guidance for the use of others' works today. But the fact is, we really must understand and rely on it. So wouldn't Guidelines help? Many people who think so recently gathered in Washington to negotiate Guidelines for Educational Uses of Digital Works in a two-year-long Conference on Fair Use ("CONFU") . For many, the Guidelines that emerged satisfied the need for clarity; but for some, considerable objections remained. Some CONFU participants and their constituents complained that the Guidelines were too narrow; others that they were too broad; or unfounded in the law; or too premature; or too long; or unclear; and so on. In the minds of many, the Guidelines asked the right questions, but for some, they provided the wrong answers. larger strategy Copying, modifying, displaying, performing or distributing another's work beyond the suggestions of the Rules of Thumb may still be a fair use, so we'll use the four-factor fair use test to determine that.
