General Information Guide for Families of Offenders
Education Windham School District (WSD) provides a variety of academic classes and career and technology education classes for offenders who are confined in facilities operated by the Texas Department of Criminal Justice. Offenders are selected for enrollment in WSD programs based on the Individualized Treatment Plan (ITP) process. The ITP outlines programmatic activities and prioritizes participation in recommended programs based on the offender’s needs, program availability, and projected release date. Offenders who are less than 35 years of age and within five years of projected release have the highest priority for placement in academic and vocational programs. The literacy (reading) program provides adult basic education for offenders functioning below the sixth grade level, and secondary level adult education for those who are working toward attainment of a high school equivalency (GED) certificate. Literacy teachers use an interdisciplinary approach to promote workplace competencies and learning in real-world contexts. Emphasis is placed on the skills employers demand, such as personal qualities, cultural sensitivity/tolerance, teamwork, decision-making and problem solving.

    INTRODUCTION
This manual contains policies governing the operation of this Education Service Center. The policies are included because (1) they are required by law or by the Texas Education Agency, (2) they are recommended by the Texas Association of School Boards as essential to effective ESC governance and management, or (3) the Board of Directors wishes to make a statement in a particular policy area. The manual takes its form and includes selected content from the TASB Model Policy Manual for Education Service Centers . Designed as a resource for ESC officials in analyzing the requirements of and options provided by law, the model manual is the result of collaboration between TASB Policy and Legal Services. In the development and updating of that manual, TASB has been assisted by a review committee of representatives of the 18 participating ESCs. This policy manual, though it contains an extensive collection of legal materials relevant to ESCs, does not constitute legal advice. ESCs should obtain legal advice about policy decisions or any other particular legal matter from their legal counsel. LEGALLY REFERENCED POLICIES Policy statements that cite court cases or Attorney General opinions stand only for the specific statements in the policy and do not implicate the entire opinion. Such citations are provided only for reference, and no other meaning is implied or intended.

The Texas Council for Developmental Disabilities is a 29-member board dedicated to ensuring that all Texans with developmental disabilities, about 344,300 individuals, have the opportunity to be independent, productive and valued members of their communities. Using a variety of methods, the Council works to ensure that the service delivery system provides comprehensive services and supports that meet people's needs, are easy to access and are cost effective. We also work to improve people's understanding of disability issues. Council members include individuals with developmental disabilities, parents and guardians, as appointed by the governor, as well as representatives from each major state agency that serves people with developmental disabilities. The Council also has representatives from the state's protection and advocacy system (Advocacy, Inc.), Texas Center for Disability Studies (formerly called the Texas University Affiliated Program/UAP) and local organizations.
    State Plan Priority Areas
Each state developmental disabilities council is required by federal law to select activities in nine Areas of Emphasis: Quality Assurance, Education and Early Intervention, Health-Care Related Activities, Employment-Related Activities, Housing-Related Activities, Transportation-Related Activities, Recreation-Related Activities, and Cross Cutting Measures.
