IDEA Conference Report Passes
On November 17, 2004, the bipartisan House-Senate conference submitted and passed to the full chambers a final IDEA reauthorization bill that included reforms they believe will help teachers, parents, and schools ensure every student with disabilities receives a quality education. The conference committee voted on only one amendment that would have extended the time for special education teachers to become highly qualified from the 2005-2006 school year to the 2006-2007 school year. The amendment, offered by Senator Sessions (R-AL), was agreed to by the Senate conference committee members but rejected by the House conferees, meaning that it was not included in the final bill. Thus, all special education teachers must still be highly qualified in the same time frame as general education teachers. The House then approved the bill with overwhelming bipartisan support on November 19, 2004. The vote was 397 - 3 (Flake (R-AZ), Garrett (R-NJ), and Paul (R-TX) ) and 32 not voting. District stands firm; complaint filed with TEA; opinion pending

Alvarado somewhat reluctantly entered the growing controversy over the use of Indians as mascots last week when a complaint was filed with the Texas Education Agency about the school district's use of the symbol.
"I wouldn't call it a problem," said Alvarado ISD Supt. Ben Colwell, who has received numerous e-mails from Native American groups protesting the Indian mascot. "They're complaining. I don't really know if anything will come of it."
Julius Gordon, director of the TEA's division of complaints and management, said his office has two months to decide on its jurisdiction over the complaint. "We have received a letter of complaint surrounding the use of symbols that are demeaning to Native Americans," he said. "It's being evaluated to see if this agency has jurisdiction to be involved."

What is meningitis?
There are two common types of bacteria that cause meningitis:
  • Strep pneumoniae causes pneumococcal meningitis; there are over 80 subtypes that cause illness
What are the symptoms?
Someone with meningitis will become very ill. The illness may develop over one or two days, but it can also rapidly progress in a matter of hours. Not everyone with meningitis will have the same symptoms. Children (over 1 year old) and adults with meningitis may have:
  • Severe headache High temperature Vomiting Sensitivity to bright lights Neck stiffness, joint pains Drowsiness or confusion

*In both children and adults, there may be a rash of tiny, red-purple spots or bruises caused by bleeding under the skin. These can occur anywhere on the body. They are a sign of blood poisoning (septicemia), which sometimes happens with meningitis, particularly the meningococcal strain. How serious is bacterial meningitis?
If it is diagnosed early and treated promptly, the majority of people make a complete recovery. In some cases it can be fatal or a person may be left with a permanent disability, such as deafness, blindness, amputations or brain damage ( resulting in mental retardation or paralysis) even with prompt treatment. How is bacterial meningitis spread?

This White Paper was commissioned by the National Science Foundation to be presented on May 25, 1999 at the “Understanding the Digital Economy” conference; a public conference convened in response to a directive from the President of the United States to the National Economic Council, in consultation with executive branch agencies. The conference is timely because there are significant law and policy issues impacting the community of people with disabilities in their ability to overcome digital barriers and participate in the digital economy. The growth and success of the emerging digital economy requires that attention be paid to the mechanism for enabling dynamic participation.
