Assistive Technology and Education
Technology is necessary for many students with disabilities to take full advantage of educational opportunities, have access to the same general curriculum provided to their peers, and be included in the full range of programs and services offered in their classrooms and schools. Technology is part of the "free appropriate public education" guaranteed by the Individuals with Disabilities Education Act (IDEA). Therefore it should be included in students' Individualized Education Programs (IEPs) when necessary for them to realize the full benefits of their education and be prepared for a successful, independent life after public school graduation.
Best practice and advocacy resources:
  • The Texas Technology Access Project in collaboration with The Texas Assistive Technology Network, with leadership provided by Region IV Education Service Center, and The University of Texas at Austin, College of Education,Department of Special Education have developed a training module entitled "Consideration of Assistive Technology (AT) in the Individual Education Program (IEP)". The training module can be used by staff developers and educators. The module is an introduction to assistive technology consideration during the development of the IEP for educators, administrators, parents, and others involved in the development of IEPs for students with disabilities. The module may be viewed online or downloaded.

EPA Awards IAQ Contract to Environmental Education Foundation
The U.S. Environmental Protection Agency (EPA) has awarded a contract to the Environmental Education Foundation (EEF) to form a coalition of major players in the building design/construction and property management industry, including insurance and financial institutions. The purpose of the contract according to David Mudarri, Ph.D., Indoor Environments Division of the Environmental Protection Agency, "[is] to promote EPA's indoor air quality guidance and encourage its use as the basis for managing indoor environmental quality risks."
EEF's success in developing its own water intrusion and mold management program has positioned the organization to be a viable force in EPA's plans for managing indoor environmental quality risks. A combination of EPA's IAQ Building Education and Assessment Model (I-BEAM) software and EEF's water intrusion and mold management program are providing new guidance for any industry dealing with air quality issues. EEF will also develop a process to pilot test an EPA training module for the Integration of IAQ and Energy Efficiency in Well Managed Buildings, which is based on the 5-staged ENERGY STAR program and EEF will review EPA's IAQ Green Building Guidance.

Texas is the model for President Bush's education agenda. As this Texas teacher warns, Watch out! Your classroom may never be the same. By Teddi Beam-Conroy I had taught in elementary schools in Milwaukee, Phoenix, and Minneapolis before moving to Texas in 1993, so annual testing was nothing new. Each of those districts gave the Iowa Tests of Basic Skills (ITBS); two also gave locally-mandated standardized tests. I was hired to teach fifth grade at a large, semi-urban elementary school and placed on a team with five other experienced teachers. At the beginning of the school year, my colleagues spoke often of TAAS (the Texas Assessment of Academic Skills). I responded as I had in previous years. I ignored it. Springtime was test time. It was only August and I had kids to teach. And then there was the TAAS. Kids failed. Lots of them. Both in reading and math. How had these children, the same children who had done so well on the ITBS, done so miserably on TAAS?

ABSTRACT
Texas school administrators often lack vital knowledge of technology trends, issues and skills; therefore, they are not as effective leaders of technology introduction, integration, and management as are needed. This lack comes from three sources: 1) school administrator preparatory programs have not and do not provide technology-related courses; 2) there are few technology-related in-service training course available to administrators; and 3) many Texas administrators are geographically isolated and thus have less opportunity to interact with colleagues and less opportunity to receive training. This article presents and explains web-based resources for: 1) standards development for administrator, teacher and student technology skills and knowledge; 2) standards development for accessibility, connectivity, and software; and 3) national and state resources such as diagnostic tools, school data/statistics, and other technology-related information. Context
On the other end of the spectrum, people focus on changing the environment that they believe leads to the undesired behavior. This may involve macro changes within education systems, family support and economic development or micro changes to provide treatment, health care and personal support systems. The effectiveness of these strategies varies tremendously. Success or failure is largely influenced by the details of how any strategy is carried out. The same debate is going on today in the United States. In fact, both types of strategies are being used, depending on the situation. Even though it could be argued that schools exist as a support mechanism, they do not operate in a vacuum. The violence of our society spills into classrooms.
