VICTORY! Both of these bills died in committee. It will be difficult to pass these again for two years, until the next session of the Texas Legislature. TCS will monitor any special session for school finance to be sure that bills such as these do not become law. In addition, vouchers, virtual charter schools, and public school privatization all failed. With the exception of school finance (a big exception), this session has been a victory for public school education, students, and Texas citizens. We must always be vigilant, however, against the efforts of the 4Rs (Radical Republican Religious Right) to destroy public education in Texas.

How to help in the wake of Katrina IIAT has set up an Agency Recovery Fund to assist independent agencies in states affected by Hurricane Katrina with office restoration, communications and service to customers. Funds will be disbursed through the Big I associations in the affected states. IIAT Services Co. has seeded the fund with a $25,000 contribution. We believe your contribution to this fund to be tax deductible as a necessary and reasonable business expense. Following the disbursement of monies, we will publish a list of contributors. In addition, we will list your agency on the IIAT Web site as a sponsor of the fund. Be sure to check with your accountant regarding the deductibility of your contribution.

LEGISLATIVE ISSUES NETWORK Call to Action on Agencies' Budgets Budget Hearings Overview
All state agencies appeared before the full House Appropriations Committee in the first week of February to present an overview of their budgets. Other detailed agency budget hearings are expected to conclude early in March. The Senate Finance Committee and House Appropriations Committee will spend most of the month hammering out initial drafts of the 2004 and 2005 biennial budget, as well as a revised budget for 2003. Though the House has set an initial deadline for having an initial 2004-2005 budget ready by early April, the timing for the state biennial budget remains uncertain. Additionally, no emergency appropriations measure for fiscal year 2003 has yet been filed. See Texline 141, 144, and 145 for details. CALL TO ACTION: March will be a key month for library advocates to communicate with their elected officials (especially if they serve on the Finance or Appropriations Committees), since initial funding levels will be determined this month. Every agency is facing budget cuts and only persistent communication with lawmakers will keep library programs in the forefront of funding discussions. Remember, the best case we can make is to focus on the impact of library programs on your community or students. See information at the end of this Texline to find out how to contact your legislators.

Introduction
SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states.
SEER was established in 1995 with funding from The Pew Charitable Trusts, a national philanthropy with major interests in both environmental and school reform issues.
The Council of Chief State School Officers administers the grant. Representatives of the participating state education agencies serve as SEER's professional advisory board.
Program History
A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report)
As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.

Legislative Resolutions
TEXAS PTA RESOLUTION ADOPTION PROCESS Formulating Texas PTA resolutions begins with recommendations coming from Local, Council or Area PTAs, state PTA board or from recommendations of interim statewide study committees.
These recommendations are presented to the PTA Legislative Committee that is appointed by the Texas PTA president. The Legislative Committee prepares draft resolutions that are presented to the board of directors.
Resolutions approved by the board are mailed to all local PTA units 90 days before the Texas PTA Annual Convention, at which time the convention body debates and adopts the final official resolutions of the Texas PTA. Each resolution automatically stays in effect for five years after adoption.
REDUCTION IN CHILDHOOD OBESITY Resolved that Texas PTA is dedicated to the reduction and prevention of childhood obesity in Texas. Texas PTA will continue to insist on regular physical activity in schools and support efforts to improve the nutritional value of foods and beverages served in schools throughout the state. VIOLENCE PREVENTION IN SCHOOLS Resolved that the Texas PTA, its units, councils and areas reaffirm its commitment to the promotion and support of violence prevention in schools and communities.
