WASHINGTON, DC 20006 August 11, 1980 MEMORANDUM FOR HEADS OF AGENCIES SUBJECT: Prime and Unique Agricultural Lands and the National Environmental Policy Act (NEPA) The accompanying memorandum on Analysis of Impacts on Prime or Unique Agricultural Lands in Implementing the National Environmental Policy Act was developed in cooperation with the Department of Agriculture. It updates and supersedes the Council's previous memorandum on this subject of August 1976. In order to review agency progress or problems in implementing this memorandum the Council will request periodic reports from federal agencies as part of our ongoing oversight of agency implementation of NEPA and the Council's regulations. At this time we would appreciate receiving from your agency by November 1, 1980, the following information:
  • identification and brief summary of existing or proposed agency policies, regulations and other directives specifically intended to preserve or mitigate the effects of agency actions on prime or unique agricultural lands, including criteria or methodology used in assessing these impacts.
    identification of specific impact statements and, to the extent possible, other documents prepared from October 1, 1979 to October 1, 1980 covering actions deemed likely to have significant direct or indirect effects on prime or unique agricultural lands.

You are visitor A separate and distinct area of gardening is that of the Master Gardener - the voluntary arm of the Agricultural Extension Services. As a Past President and member of the Harris County Master Gardener Association (Houston, Texas), I am more familiar with the Texas Master Gardener program but Master Gardening is nationwide in scope and on this page I will be attempting to put it all together. I am often asked the question, "Who and what are 'Master Gardeners'"? The following comments, questions and answers are geared primarily to the Texas Master Gardener Program. However, with slight differences, they also apply to all 50 states since all now have "Master Gardener Programs". They also generally apply in the four Canadian provinces with the program except for the sponsorship of Cooperative Extension agencies. Master Gardeners are members of the local community who take an active interest in their lawns, trees, shrubs, flowers and gardens. They are enthusiastic, willing to learn and to help others, and able to communicate with diverse groups of people. What really sets Master Gardeners apart from other home gardeners is their special training in horticulture. In exchange for their training, persons who become Master Gardeners contribute time as volunteers, working through their cooperative Extension office to provide horticulture-related information to their communities.

Head, Dept. of History and Economics, 1906-1916. Head, Dept. of Economics, 1917-30. Retired June 30, 1938. Died June 10, 1954. Prof. Hedrick taught first course in agricultural economics-Econ. 2, "Agricultural Economics" 2 credits, to college degree students at M.A.C. in 1911. In 1913, he taught the first course in farmer cooperatives, Econ. 3a, 3 credits, at M.A.C. and probably the second such course taught in the United States. Dr. Hedrick also taught the first course in agricultural marketing, Econ. 12, Marketing of Farm Products, in 1916. He was a humorous and effective teacher. The Hedrick Cooperative House at Michigan State was named in his honor in 1933. Known as Michigan Agricultural College (M.A.C.) 1855 to May 13, 1925; Known as Michigan State College (M.S.C.) Ecology Home Water Quality Home Technical Information About Tamarix (Salt Cedar) Description and Variation Saltcedar species are spreading shrubs or small trees, 5-20 feet tall, with numerous slender branches and small, alternate, scale-like leaves. The pale pink to white flowers are small, perfect and regular, arranged in spike-like racemes. The distinct petals and sepals occur in fours or fives. The fruit is a capsule (Hitchcock and Cronquist 1961). Tamarix taxonomy is currently in a state of confusion. The number of species in the genus has fluctuated widely because members of the genus have few constant differentiating features, and taxonomists have disagreed over which features are most important. Eight species have been listed as introduced into the U.S. and Canada. These species can be effectively divided into two groups. Tamarix aphylla , an evergreen tree, does not sexually reproduce in this climate, so it is not seriously invasive. Deciduous, shrubby species, including T. pentandra

Welcome to Sherman County
Sherman County located in the top tier of counties in the uppermost part of Texas panhandle is the home to 3186 people. The topography is level, broken by creeks and playas. The weather conditions are semi-arid with the average annual rainfall of 18.36 inches and snowfall of 15.8 inches. The annual average temperature is 56 F. Agriculture and petroleum are the key components of the local economy. Major crops produced in the county are wheat, corn, and grain sorghum, which provide feed for the large livestock feeding industry. Underground water supports the irrigation of crops. The county seat is Stratford which is located at the crossroads of two major highways and two major railways. Texhoma lies on the Texas and Oklahoma states borders in the northeastern part of the county. Both communities favors a rural lifestyle. Recreation activities to promote community fellowship include July 4th celebrations, Stratford Days, and Texhoma Fiesta Days, school activities and functions, and activities for senior citizens. Golf courses are located at Stratford and other communities within a 30 minute drive. Fishing, swimming, and boating can be enjoyed at several area lakes located within 80 miles of the communities. Hunting is limited to pheasant and white-tail deer during limited seasons.
