Tornadoes sometimes invade Texas cities
Of the 168 tornadoes that Texas averages each year, most churn through open country. Sure, they wreck farms and even one home destroyed is one too many, with someone's life left in disarray. But while the majority of Texas tornadoes stay away from the cities, they are not immune. It's not tornadoes have minds of their own and simply don't play in the city. It's mainly that the amount of Texas real estate covered by concrete and steel as well as urban sprawl pales in comparison to vast amount of open country in Texas. Every so often, however, a tornado hits paydirt, so to speak. The record indeed shows that big cities are not immune when it comes to tornadoes, as Fort Worth's

Texas Cities Found To Be Happiest
POSTED: 12:15 pm EST March 9, 2005 Even before the Super Bowl, Philadelphia was a depressed town. The city of brotherly love comes in last in Men's Health 's rankings of 101 cities on depression. Philly is joined at the bottom by Detroit, St. Louis and St. Petersburg and Tampa, Fla., according to a news release. People are much more jolly in Texas. Laredo tops the list, one of four cities earning an "A+" from the magazine. The other least depressed cities include El Paso and Corpus Christi, Texas, and Jersey City, N.J. Criteria for the rankings included information on antidepressant sales from NDC Health, suicide rates from the Centers for Disease Control and Prevention, and information from the CDC's Behavioral Risk Factor Surveillance System. The rankings are published in the April issue of Men's Health , which will be on newsstands March 15.

Reducing the State Reporting Burden on Texas Cities and Counties

Executive Overview
In mid-fiscal year 2002, DIR and the Comptroller's office convened working groups of state agencies, the Texas Association of Counties, and DIR's Program Management Office Advisory Committee. These working groups developed the scope and identified the process for examining the state's reporting requirements. DIR also developed a Web-based survey and distributed it to state agencies. DIR and the Comptroller's office analyzed the results of the survey and submit the following recommendations for improvement:
  • Agencies should refine their reporting processes and should pursue electronic reporting capability, including the ability to receive reporting over the Internet from local governments. Agencies should prioritize the development of electronic reporting capabilities according to where the most report processing time is incurred.

    Abstract

    Robert W. Gilmer uses a new analytical technique to explain why longtime rivals Dallas and Houston can coexist less than 250 miles apart. This new technique permits an unusually complete analysis of the role of services in the growth of cities. The analysis focuses on distinguishing services that generate growth as exports to national and international markets from services that are used by the city and its surrounding area. ; As a case study, he analyzes service-sector exports from Houston, Dallas, Fort Worth, and San Antonio. Gilmer's approach depicts Dallas and Houston as complementing, rather than competing with, each other.     U.S. Water News Online FRISCO, Texas Public Works director Gary Hartwell likes to compare water usage during the summer to a traffic jam. At 5 p.m., a busy intersection can turn quickly into a parking lot. But if some motorists had delayed or started their trip earlier, congestion would be eased. That's what he's trying to do with voluntary water restrictions in this fast-growing north Dallas suburb: manage water consumption so that demand doesn't bog down the supply. ``With traffic, people can see the demand, but people can't see the demand for water,'' Hartwell said. Last winter, daily water usage was 150 gallons per person, but now it's 600 gallons per person. ``That's all going out on those lawns,'' he said. Residents and businesses are asked to limit landscape watering to two days a week and to avoid watering between 5 and 8 a.m., peak hours for water use. Other Texas cities are trying to do the same: 16 have similar voluntary restrictions and 45 have mandatory restrictions, according to the Texas Natural Resource Conservation Commission. Overall, the state is in good condition with rainfall totals in four of the state's eight regions above normal this year, the National Weather Service said.
