    Following the recommendations of the Special Commission on 21st Century Colleges and Universities and the Higher Education Coordinating Board's strategic plan for "Closing the Gaps," the legislature approved and Governor Perry signed into law several measures to improve access and participation in higher education. Some of these measures were targeted at student populations with low participation rates, including: Increasing the funding for the TEXAS Grant program to $324 million for the 2004-05 biennium (an increase of $56 million from 2003-04);

Appropriations Update
Last week saw significant progress on the appropriations front, but several bills are stalled in partisan and regional disputes. However, because of progress in negotiations, any of them could start moving quickly. Bills cleared: Congress last week cleared four appropriations bills for the president's expected signature:
These bills join the Interior bill H.R. 2217 , which the president is expected to sign this week. Bills ready for conference: The following bills are ready for conference. Agriculture H.R. 2330
Senate conferees are Senators Kohl, Harkin, Dorgan, Feinstein, Durbin, Johnson, Murray, Byrd, Cochran, Specter, Bond, McConnell, Burns, Craig and Stevens. In a sign that things may move this week, the House leadership last week appointed the following House conferees: Representatives Bonilla, Walsh, Kingston, Nethercutt, Latham, Emerson, Goode, LaHood, Young (FL), Kaptur, DeLauro, Hinchey, Farr, Boyd, and Obey. The largest funding differences appear to be in rural development. Commerce-Justice-State H.R. 2500

SIFE (Students In Free Enterprise) is a global non-profit organization active in over 40 countries and territories. SIFE is funded by financial contributions from corporations, entrepreneurs, foundations, government agencies and individuals. Working in partnership with business and higher education, SIFE establishes student teams on university campuses. These teams are led by faculty advisors and they are challenged to develop community outreach projects that reach SIFE's four educational topics:
  • Market Economics Entrepreneurship Personal Financial Success Skills Business Ethics
SIFE Team members leverage their personal educational experiences, the expertise of their faculty advisors, the support of their local business advisory boards and the resources of their institutions to implement programs that create real economic opportunities for members of their communities. The effectiveness of their programs judged at competition. Each national SIFE organization conducts a national competition, which is judged by leaders from its business community. At competition, SIFE Teams present the results of their educational outreach projects and compete to determine which team was most successful at creating economic opportunity for others. SIFE National Champion Teams advance to the top level of competition, the SIFE World Cup.

The Texas State Archives holds the minutes of many state agencies. This index lists the minutes of some state agencies that are neither processed nor described elsewhere in finding aids. In addition to minutes, the holdings listed here may include agenda, meeting files (especially supporting documentation), transcripts of meetings, and audiocassettes of meetings. The list is alphabetical by the name of the agency, board, commission, etc. and includes the beginning and ending dates (usually month and year) of the minutes contained within each container, and the call number of the container (a box, volume, or reel of microfilm).       Guidelines
      Participation. To qualify for CE/CME credit you must be registered in the workshop, have paid all fees in full, attended all sessions, and fully and actively participated in the program. You must pre-register for CE/CME credit; please be sure to include all related fees when you register.
      Fees. There is a $25 fee for CE/CME credit, unless stated otherwise in the course description. There will be an additional $20 fee for certificates that need to be reissued.
      Procedures. To receive CE/CME credit, you must complete and sign a continuing education request form. Attendees requesting CE or CME credit must initial EACH day of the sign-in sheet of multi-day workshops as well as fill out an attendance verification form and evaluation in order to receive credit for attending. Partial credit will not be accepted. These can be dropped off at Guest Services. Six to eight weeks after receipt of all completed forms and fees, you will receive a Certificate of Completion.

Across the country, leaders in PK-12 and higher education are putting together powerful partnerships to prepare all students to meet high standards, and to ensure that teachers are able to teach so that all students achieve high levels. West Virginia University’s Sensory Neuroscience Research Center has been awarded more than $10 million in federal funding to expand biomedical research.
The five-year grant from the National Institutes of Health will be used to expand the Center of Biomedical Research Excellence, which includes researchers from the Robert C. Byrd Health Sciences Center, WVU said Friday.
The Sensory Neuroscience Research Center expects to add four researchers over the next 18 months. WVU research center awarded $10 million The Dominion Post (Requires paid subscription)
The National Institutes of Health awarded the WVU Sensory Neuroscience Research Center a research award totaling more than $10 million during the next five years.
The grant will continue and expand the Center of Biomedical Research Excellence established five years ago at WVU.

A new, state-of-the-art building will provide a 63,000 square-foot area to support our curricular and programmatic goals. Students will be central to everything that we do. Charles Miller was appointed to a six-year term of The University of Texas System Board of Regents
by Governor George W. Bush in February 1999. Mr. Miller served as Chairman of the Board from
April 30, 2001, until June 2, 2004. He is Chairman of Meridian National, Inc., a private, family investment partnership based in Houston. He retired in 1992 as president and chief executive officer of an international investment management company he founded and built under the name Criterion Group, before its merger with a large financial service firm. He was instrumental in developing the company's worldwide investment management activities. Under his direction, the firm was involved with the investment management of mutual funds, large pension and endowment funds, and venture capital funds.
Mr. Miller is an expert in the area of monetary affairs, particularly as they affect securities markets, and he has been directly responsible for the management of large institutional and individual portfolios. Mr. Miller was the founder and Chairman of the Charter School Resource Center of Texas; the Center for the Study of Community; and the Sol y Sombra Foundation.
