The 78th Texas Legislature passed House Bill 1420 in 2003, which amended Section 61.539 of the Texas Education Code relating to the use of a portion of medical school tuition for school loan repayment assistance for physicians. Subsection (c) requires the Comptroller of Public Accounts to report to the Texas Higher Education Coordinating Board, the Governor, Lt. Governor and Speaker of the House of Representatives in January following the end of the fiscal year covered by the report on:
  • the number of students registered in a medical branch, school, or college; the total amount of tuition charges collected by each institution; the total amount transferred to the Comptroller to be maintained in the State Treasury under this section; and the total amount available under Subsection (b) for the repayment of student loans of physicians under this subchapter.

Application Processes
The Board has a two-step process for individuals who want to take the CPA Exam under Texas requirements. Texas exam candidates who have taken the CPA Exam should proceed to Step 2 - Submit an Eligibility Application.
Step 1 - Submit an Application of Intent The Application of Intent can be submitted at any time and there is no deadline. It allows the Board to evaluate an applicant's education to determine if it complies with the Public Accountancy Act and the Board's Rules. The Application of Intent is also used to determine good moral character, and allows the Board to complete a background investigation of the applicant. The Application of Intent expires two years after submission to the Board, unless the applicant takes the CPA Exam within the two years. If an applicant does not take the CPA Exam within the two-year period, a new Application of Intent is required.

The Windham School District Board of Trustees is a nine-member, non-paid board appointed by the governor for staggered, six-year terms. The board governs the Texas Department of Criminal Justice and Windham School District. The board develops and defines policies of the TDCJ and WSD.

City School System's Web Site, Parent Newsletter Win Regional NSPRA Awards A Richmond Public Schools parent publication and the school district's web site both won awards in the 2004 communications contest sponsored by the Chesapeake Chapter of the National School Public Relations Association.
Two of the district's web sites won Awards of Merit, the home page and another site that outlined this year's consolidation of four East End schools. The school district's web site is maintained and designed by Martin Beall, Kelley Mertig, Andy Wilkinson, Chris Seamon, I-Dayah Hiwott and Cody Miles.
The Parents' Exchange, a quarterly parent newsletter, also captured an Award of Merit. The publication is written and designed by Steven Bolton.

Sandy Garrett, chair Superintendent Garrett has been an outspoken advocate for and active participant in school reform throughout her career in public service, which includes 15 years as a classroom teacher. As State Superintendent of Public Instruction, she has implemented the reform mandates of the landmark Education Reform and Funding Act of 1990 on schedule. Additionally, since taking office in 1991, she has significantly downsized the State Department of Education, saving taxpayers a cumulative $37.7 million.
