  • What is and why geoscientist licensure?
    Licensure is a means to protect the public, and the licensed profession, from unqualified and unethical practitioners of the profession. Licensing establishes a degree of legal accountability for the work product of the regulated practitioners. The State legislation establishing a licensure program defines basic experience and educational requirements that all licensees must meet. The legislation also sets civil penalties that can be enforced on licensees determined to have violated the practice and ethical standards required by the legislation.
  • How was Geoscientist Licensure established in Texas?
    The Texas Geoscience Practice Act (the Act) was enacted by the 77th Texas Legislature upon passage of SB-405 in May of 2001. SB-405 was developed by a coalition of Texas geoscientists working in the petroleum, environmental, groundwater resources, engineering, and mining practice areas. Representatives of State Agencies also participated.

    Getting Ready for Rita
    TSTA, in conjunction with NEA, is getting ready to deal with the aftermath of Hurricane Rita. While we do not yet know exactly where or when Rita will make landfall, we are preparing now to assist our members if the need arises. TSTA and NEA are taking the following steps now to assist our members:
    • NEA is expanding its current relief efforts directed toward members impacted by Katrina to any members in Texas affected by Rita. NEA President Reg Weaver on September 20 presented TSTA President Donna New Haschke with a check for $100,000 to help with hurricane relief. Grant applications are available online at

    Diane D. Rath is Chair and Commissioner Representing the Public for the Texas Workforce Commission. Governor George W. Bush appointed her to the three-member Commission in September 1996 and named her TWC Chair on June 2, 1998. Governor Rick Perry reappointed her as Commissioner and Chair on June 13, 2001. Her Commission appointment expires February 1, 2007. The Texas Workforce Commission has 28 programs that include all federal Department of Labor activities, state and federal training programs, and state child care initiatives.     The Center for Digital Education and National School Boards Association are pleased to announce the winners of their 2004 Digital School Boards Survey. The study examined how school boards and their districts are applying information technology to better engage their local communities and constituents, and improve the delivery of services and quality of education to public schools.

    Reactionary school-boards' block-buy eliminates sex from text-books
    Southern school board buy their textbooks in a block, lead by the purchase decisions of Texas's board. "Liberal" school boards make individual purchase decisions. That means that reactionary anti-sex-ed and anti-evolution agendas dominate the editorial decisions at textbook publishers, which has led to the elimination sex-ed from every current health text in America and will shortly do in evolution as well. There is a substantial buying blocnamely, school boards in southern statesthat follows suit with whatever the state school board of Texas does. These states buy textbooks uniformly, statewide. Most "blue states" buy district to district, so there is no unified bloc per se to counterbalance the southern states where points of politics are concerned. So this bloc of southern school boards has an unrivalled power to influence the choices of the major textbook publishers in the countryof which there are only like four, anyhow. Basically, they don't publish anything the school board of Texas doesn't buy. You can see where this headed, but it's already shockingly total. Right now, a sex ed textbook that isn't "abstinence only" cannot be bought in the United States. Not a current one, not from any major publisher. There are inroads against evolution as well, but sex ed has basically been exterminated.

    B oard of N urse E xaminers CONTINUING EDUCATION REQUIREMENTS FOR NURSES The mission of the Board of Nurse Examiners is to protect and promote the welfare of the people of Texas by ensuring that each person holding a license as a nurse in the State of Texas is competent to practice safely. In 1991, as a result of legislation passed by the 71st Texas Legislature, rules were adopted requiring nurses to complete 20 hours of continuing education (CE) every two years for relicensure. Nurses must obtain 20 hours of CE credit and a minimum of 10 hours must be Type I CE. All 20 hours can be Type I CE.
    Continuing education in nursing is defined as programs beyond the basic preparation which are designed to promote and enrich knowledge, improve skills, and develop attitudes for the enhancement of nursing practice, thus improving health care to the public. All nurses with an active Texas license are required to complete continuing education for relicensure. Each nurse reactivating an inactive or delinquent license must submit verification of 20 hours of CE completed in the two years prior to reactivation.
    CE Requirement
    Twenty (20) contact hours (two Continuing Education Units) of continuing education are required every two years and coincides with the nurse's license renewal. A contact hour is defined as 50 minutes of a clock hour. A Continuing Education Unit (CEU) equals 10 contact hours. The CE hours must be earned within the two-year period immediately preceding the license renewal, beginning with the first day of the renewal month until the last day of the subsequent renewal. For example, if you renew your license in December 2004, the CE hours must be earned between January 1, 2003 and December 31, 2004. Additional hours earned may not be carried over to the next renewal period.

    The State Board of Education (SBOE) is created by the Texas Constitution to implement a constitutional mandate to maintain a free public education system. Though currently an elected body, the State Board of Education underwent seesaw changes in recent decades. It was originally created as an elected body, but one of several public school reforms passed in 1984 made it an appointed board. In 1987, Texans voted by a wide margin to return to an elective board, though, as with many other positions in Texas government, the governor appoints a replacement if a seat becomes vacant between elections.     The Influence of a State Board of Public Accountancy on Ethics Education By Neal R. VanZante, and Allen Francis Ketcham E-mail Story Print Story AUGUST 2005 - Effective July 1, 2005, Texas State Board of Public Accountancy (TSBPA) Rule 511.58 requires that individuals who initially apply to take the CPA examination must have completed three semester hours of ethics education. The course must be taken at a recognized educational institution and must include ethical reasoning, integrity, objectivity, independence, and other core values. In addition, the course content and instructor must be preapproved by the TSBPA. Texas is the first state to establish such a requirement. As such, the TSBPA deserves praise for trying to emphasize ethics to potential CPAs. Praiseworthy Rules TSBPA Procedures The TSBPA rules are very specific. If the requirements are specific concerning what is to be taught, then those requirements must be logically coherent, and the topics must not set up internal contradictions. If ethics education is limited to a familiarity with the rules of conduct and penalties associated with deviating from the rules, there really are no logic problems. Nonetheless, any governing body directing that specific ethical notions be taught must first understand the foundations and logic of what they are requiring.
