What is Cyber-terrorism? The FBI defines terrorism as the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives. Cyber-terrorism could thus be defined as the use of computing resources to intimidate or coerce others. An example of cyber-terrorism could be hacking into a hospital computer system and changing someone's medicine prescription to a lethal dosage as an act of revenge. It sounds far fetched, but these things can and do happen.
Why do we care?
The idea of this site is to both illustrate the importance of understanding the dangers of cyber-terrorism, and provide information that can aid in that understanding. Computing professionals all over the world need to be aware of possible areas of weakness to such terrorism, in order to better protect their computer systems and possibly help put an end to terrorist activity. An important part of any profession is promoting the good name of that profession, but cyber-terrorist continue to give the computing profession a bad reputation. Thus, it is important for computing professionals to understand cyber-terrorism for the benefit of themselves, their profession, and society as a whole.

Fact sheet - The fight against international terrorism AGN/54/RES/1 was passed calling for the creation of a specialized group within the then Police Division to 'co-ordinate and enhance co-operation in combating international terrorism'. The same resolution also called for the preparation of an instruction manual 'outlining the practical possibilities that currently exist for co-operation in dealing with terrorist cases.' The Public Safety and Terrorism Sub-Directorate (PST) deals with matters relating to:
  • Terrorism,
    Firearms and explosives,
    Attacks and threats against civil aviation,
    Maritime piracy,
    Weapons of mass destruction.
In addition to the work done in terrorism information management, obviously its core business, the Public Safety and Terrorism Sub-Directorate also maintains liaison with a number of international organizations and organizes various Symposia and working groups for people involved in the fight against terrorism. West Point beefs up anti-terrorism instruction
Story Tools WEST POINT, New York (AP) The U.S. Military Academy opened an anti-terrorism center Thursday aimed at giving cadets more instruction on the topic. Retired Army Gen. Wayne Downing will be chairman of the new Combating Terrorism Center, which will have a staff of four and will try to add more on bioterrorism, cyber-terrorism and other such topics to the curriculum. The anti-terrorism curriculum at West Point now consists of just one elective. Downing told an auditorium full of camouflage-clad senior cadets that they will be dealing with terrorist threats for many years to come. "We can't win their hearts and minds," said Downing, a former White House adviser on terrorism. "The only way that we are going to get to these dedicated terrorists is we are going to have to go out and find them, kill them or incarcerate them." Downing was appointed by President Clinton to investigate the 1996 terrorist bombing of the Khobar Towers in Saudi Arabia. "I think the more we learn, the better off we'll be," said Raven Bukowski, a senior cadet from Akron, Ohio.

The American Conservative: Your new book, Dying to Win , has a subtitle: The Logic of Suicide Terrorism . Can you just tell us generally on what the book is based, what kind of research went into it, and what your findings were? Robert Pape: This wealth of information creates a new picture about what is motivating suicide terrorism. Islamic fundamentalism is not as closely associated with suicide terrorism as many people think. The world leader in suicide terrorism is a group that you may not be familiar with: the Tamil Tigers in Sri Lanka. This is a Marxist group, a completely secular group that draws from the Hindu families of the Tamil regions of the country. They invented the famous suicide vest for their suicide assassination of Rajiv Ghandi in May 1991. The Palestinians got the idea of the suicide vest from the Tamil Tigers. TAC: So if Islamic fundamentalism is not necessarily a key variable behind these groups, what is?

A National Center for PTSD Fact Sheet By Jessica Hamblen, Ph.D. When terrorist attacks occur, our children may witness or learn about these events by watching TV, talking with people at schoo, or over hearing adults discussing the events. For instance, the September 11th, 2001 attacks and the Oklahoma City bombing received widespread attention and media coverage that many children were exposed to. But how should we speak to our children about these events when they occur? Should we shield them from such horrors or talk openly about them? How can we help children make sense of a tragedy that we ourselves cannot understand? How will children react? How can we help our children recover? Fortunately, there have been relatively few terrorist attacks. One consequence of this is that there is little empirical research to help us answer the above questions. Information from related events can be used to provide answers.

Shrill anti-American postings stand out. "Heroes, brave men who liberated the world," one posting hails the terrorists who attacked New York and Washington. "America under attack it deserved it!" taunts another. To be sure, these are extremist voices of a small minority. But the love-hate ambivalence reverberates in living rooms, restaurants and even on Beijing's campuses. "Terrorism is wrong but I personally think this was a lesson for the United States," says a Peking University student. "From now on, the U.S. won't be so arrogant and reckless." Voices like that complicate China's eagerness to join the united front against terrorism.

THE SPIRITUAL ORIGINS OF RELIGIOUS TERRORISM Updated: May 14, 2003 PART I. We, in the West, are familiar with the book of Genesis and its story of Creation. In it, God says: "Let there be light" and there is light. We read and we understand that light is a force and that it is good. But we are not given similar understanding of what darkness is. It would seem that darkness is simply the absence of light. Yet, the 'light' and 'darkness' we need to learn about in relation to people's motives take us beyond this. As we grow deeper in our spiritual understanding we see that darkness is the absence of light but it is also an energy in the world - one that can powerfully affect people. Learning more about light and darkness is central to our present desire to understand the roots of terrorism and, indeed, of all violent behavior. In order to begin, let us first look at the possible psychological motives of those who become capable of justifying terrorism and its actions on spiritual grounds. How does one come to such a state, psychologically?
